What is Frankenslotting?
Basically you use cheap "set" IO's that have lousy set bonuses.
Why you would do this? Two acc/dam/rech set IO's are like one generic acc, one generic dam, and one generic rech IO... in two slots.

The Viva Las Vegas Intermediate Guide To IO's
You're basically slotting IO from different sets based on the primary benefit of the IOs, disregarding potential set bonuses. You do this because set bonuses are what tend to make two otherwise identical IO's more or less valuable. When you frankenslot, you can take the cheaper of the two because you don't care about the bonuses.

EDIT2 - I would recommend it at low levels, say 25-35. Past that point, money usually is less of an issue and you have more selection of IOs (because you can use 10-38 you have more to choose from and can usually find a cheaper deal!)

My Beavis (Fire/Fire/Fire) blaster has been frankenslotted since 30.
While he doesn't have much in the way of nifty set bonuses, he just puts out damage like a madman and running down his endurance takes some serious effort. I just need to be careful with him in situations where he's attacking things he CAN'T kill in a couple quick spams of his attack chain.
Soloing EBs, save in a couple special cases, isn't even a challenge.

I strongly recommend getting Mids' Hero Designer. It's a terrific program that will let you plan out your build. More importantly, it will make it trivially easy to play around with different slotting options.
There's a diminishing return in slotting due to something called Enhancement Diversification. Mids' takes that into account automatically for you. You'll sometimes hear people refer to the "rule of 3" for slotting, meaning it's next to worthless to slot more than 3 of any single enhancement type in a power due to the severe kick-in of the ED diminishing returns. But with triple- or quadruple-aspect IOs, it's more difficult to keep track of when you're bumping into the ED wall. Better to use Mids.

You can easily begin Frankenslotting at level 15 though you will probably want to replace them in the 25-30 range in anycase.

Personally, I'm kind of partial to this one, (no offense intended toward Fulmens) but yes,
Frankenslotting is a beautiful idea that I personally use on most of my characters...
Not only do you max the key attributes, and save slots, but in general, it's also MUCH cheaper.

Cap'n Canadian's guide is better. Mine was new and nobody knew anything. At one point I was thinking of rewriting it, but Cap'n C just plain did a better job at most of the things I would have said.

I tend to Frankenslot a bit, but also go for sets that give me early set bonuses I desire. 2 of this set and 2 of that set, plus 2 of that set. I get the slotting I want, plus some of the set bonuses.
Rare is my character that is 4, 5 or even 6 slotted with the same inventions set.
My memory's not as sharp as it used to be.

Sorry if this doesn't belong here but this is where I've seen the term. Can someone explain what this means...what benefits there are..and when it's recommended.
