Is a fast Stone Tank possible?
The easiest ways to get a fast-moving stone tank are:
1) 3-slotting swift. Makes a huge difference on the cheap.
2) Gift of the Ancients: Defense/+7.5% Runspeed IO's. Usually pretty cheap at Wentworth's, IIRC.
I also recommend Teleport for a travel power. Helps a lot.
There are also many other set bonuses out there that increase movement speed. If you have Mids Hero Designer, use the "Set Bonus Finder" tool to help.

It is definitely possible. I think my current build runs about 25-30 mph while in granite.
1. Get swift 3 slotted.
2. Get tough and rock armor and put a couple of the GoTA +Run speed IO's in your +def powers
3. Get IO sets that have +run in them. There are a couple that are pretty easy to get and there aren't a lot of people outside of stone tanks looking for +run so you can usually get them pretty cheaply.
I'd recommend stone/fire. I've done a lot of stone builds and that one gives the best bang for the buck. Fire is great for aoe's so having slower recharge won't really matter, and is a pretty high damage set, and also has build up. The downside to it is virtually no mitigation, but you don't need it with stone.
Yes it is I know I have the stone tank to prove it. I impress some people and they say how do you run so fast? There was a post here somewhere some gentlemen posted on a fast running stone and i adapted it to fit for my purposes I will post the built when i get home...

It is possible to get a fast Stone Tank with IOs, but I think it's a waste to do.

Atheism, can you expound on that? Howcome its a waste?
Does slotting for speed gimp you for damage or surviveability? Or is it just a given that Stoneys are slow so folks will expect it? Or that Stoneys generally team so chances are there will be a kin around to SB you?
Regarding secondaries,
what is the prevailing wisdom in terms of having some fun beating on stuff?
Does Rage is SS offset the relatively lesser damage?
Does Dark Melees reasonably speedy activation and sould drain help give you enough to do while you are being an aggro magnet?
I read that stone melee had fast attacks does that bear out in practice?
I'm shying away from fire for concept reasons, but perhaps it could be a fire within type of fire.

When you're on the Big Glorious Page o' Sets, click a set's name to go to the page for that set, then go to the bottom of the set descriptions page. There will be a list of links that categorizes...err...subsets of the...sets, like "Sets for levels 15-10" and "Sets for improving melee damage."
Once you're at one of those tables, the hourglass at the top of each column can be used to sort, so you can group all the sets in different ways -- for example, grouping all the defense bonuses you can get with 2 slots next to each other, or sorting all the melee damage bonuses in order from strongest to weakest. It's useful.

You can also try this guide. It's for Stone Armor brutes, but should achieve the same for a Tanker.
Here's a guide that a friend of mine made based on his stone/stone tanker.
It's older than the guide listed before, but it still works.

Greetings all,
I have been trying since I can remember to like stone. Well at least I have been trying since they got rid of the "poo" graphics.
At any rate, I just get frustrated at not being able to move fast.
I know that realistically alot of tankers basically grab aggro and stay put, but I tend not to. So I'm wondering if anyone could help me with a build that gets me MOVING! Money is an object, but with AE I can sometimes get lucky rolls and it seems the prices are going down a bit. If it makes him faster Ill find a way to afford it!
I am thinking Stone/DM for concept but Stone/Stone or even Stone/SS is doable if they benefits those sets confer are better for speed or utility.
Once he gets Granite, I'd like him to stay that way (The character is going to be one of the slabs of Stonehenge magically animated) so the look is rather key.
I would also like to not be an embarrasment to stone tankers when it comes to survivability out of granite on the levels leading up to granite.
