I'd recommend starting with Zloth's ++ Common Solutions & Posting Guidelines ++ thread that is stickied in this forum.
Secondly, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Thirdly, post a log from running HijackThis. This will show what else is going on on your computer while you are playing CoH.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Hate to be the bearer of bad news, but the integrated graphics chipset was never intended for high-end 3D gaming. Some people have found that they can play CoH on such chips, but only after shutting off or putting on the lowest setting all the special graphical effects.
First thing you need to do is update your graphics driver. Also, go to your computer's manufacturer's website and see if there are driver updates for your motherboard's chipset/CPU.
Do that and see if that gets you back into the game.

Even if it is a heat related symptom, it's most likely because it's being pushed beyond it's limitations.
OP: Is this a different computer than you normally use, and/or are you coming back after a long break?
Ok, additional info:
I have been playing on this same laptop for the last 3 or so years with no problems. It isn't overheating. It isn't the lack of graphics memory, and it isn't lack of RAM. Drivers have been updated as of 3 days ago on the Dell website.
And yet, the driver date is still three years old.
The graphics are continually updated in CoH and GPUs eventually need newer drivers to keep up. Dell's holding out on you. Try here.

This is a laptop, I'm guessing, and most laptop drivers are not updated by the manufacturers unless there is a *severe* error that requires it.
It's possible that the Intel drives might fix it, but you may have to hunt about the internet to get it completely figured out. Many times the manufacturer drivers are tweaked just for them. Hopefully, the Intel ones will just work.
Also, is it possible that you didn't do a driver cleaner/sweeper on the laptop before you installed the drivers? Sometimes old drivers can linger when new ones are installed...

I seem to remember that this had something to do with a mismatch between the resolution and the 3D scaling not being the same. Obviously it's not affecting the 2D overlay.
I don't have anything more specific than that, it's been a long time since someone stated that as a solution for a similar recursive scaling problem but that time I think it was an nVidia 6150 integrated graphics and not Intel's.
The only other thing, as suggested by several people is updating the graphics driver, Intel's OpenGL support isn't the greatest in the world.
Also your texture settings are to high for only 96MB of "video memory" (in quotes because it's stealing it from your system).

Edit: P.S. Oh yeah, and three worth of dust is alot...in case you havn't done so, might see if you can clean things out a bit...even if to be thorough only and not directly related to the problem, since OP does not consider it to be a heat issue.
