No Power
It happens sometimes, usually when a base has gone inactive for quite some time. Send in a petition about it, and it should get fixed for you fairly quickly.
I've had it happen to me a couple of times. I've always been able to solve it by moving my power room. It seems that sometimes it just looses its connection to the rest of the base, and moving it attaches the power connections to the base. *shrugs*
Don't know if it will help you, but it always seems to work for me.

I meen all the thing's where fine last time around...rent is payed all the stuff is placed in the right room's everything is great exept i have no power for some mysterious reason...is there a base bug i dont know about ?
Strange thing is that two of my other bases on two seperate servers are just fine...and there is not much diffrence in what's in them energy.controll wise so what gives ?

The OP says the rent is already paid.
It's easy to lose track of time when you have multiple bases. It never hurts to double check rather than assume. I've made that mistake a few times myself. With almost a dozen bases across 4-5 servers it's easy to assume rent was paid on a particular base when it just slipped your mind. Especially when the game doesn't require rents to be due on the same date like the first of each month.

Sometimes you can solve the problem by just deleteing and replacing the power unit. You won't want to do this, however, if the power unit is a crafted one like a Dimesional Vortex.

For quite awhile now, I've putting in "Rent Paid on --/--/--" (or whichever way you prefer to list the date) - in the MOTD of my SG's/VG's.
That way when I login to a character, I can look at the MOTD and have a good idea if i need to go pay the Rent or not...
A glance and a rough guess-timate, "ok the date paid was X and lemme see +6 weeks... = well I may need to pay rent in the near future..." OR
"Nope, I still have X amount of time left before I even need to worry about it!"
I don't use the MOTD for much else - all my groups are mine, unless some old RL friend(s) comes back to the game from a LONG break & even then, they'd have probably have to rejoin - I'm 99% sure nobody I know still has alts/toons in any of my groups - I mean they'd be welcome... but they just aren't into CoX.
But they're off playing WoW (a couple of them had a lot of time/effort wrapped up in their guilds or whatever), or possibly something else, or in a couple cases - last I heard they aren't playing ANY subscription-based games... *shrug*
So anywho - I'd recommend trying this & if you do have to /petition it they'll normally fix it PDQ.
I can only think of one time when they didn't - )iirc) it was a year or so ago, during a long Holiday. And a couple of people that were here on the forum - that had horrible luck/timing had to wait a week or so...
Not really the end of the world, unless maybe you only play on 1 server?

I'm sure there are a lot of players that do the same thing you do, but I have no doubt that there are just as many that don't and simply wait for the power to shut off or even the base to get locked out before paying rent.
The same thing has happened to me on one of my bases that I hadn't accessed in months. I had paid the rent in a timely manner, never more than 2 weeks beyond the due date, I had prestige still in the SG, however, power was off.
I submitted a ticket to the GMs; they stated that this does happen "now and then"; within a day, I was back to a full powered base like as if nothing ever happened.
Put in a ticket for it. It should get resolved quickly.
