teleportation blocked
Well you'd be right in the real world, except I believe the fences might be solid objects with a simple transparent texture. To the game, it's not a hole.
Besides, IIRC, your character doesn't have to have direct LoS to the destination as long as your camera has LoS to your character. If the fence is between "you" and your character, it might block you. I could be wrong about that though. It's been a while since I investigated such an occurrence.
Move your camera. You don't need line of sight for any power from the teleport pool, you just need to be able to click the target location.

Move your camera angle. Reinforced concrete bunkers are not an obstacle to teleport, let alone a chain link fence.

On rare occasions, with your camera angle behind you, then the interface might think you're trying to click on an (illegal) object that you don't notice that is slightly further behind you.
As others have said, adjust your angle and/or zoom in bit more.

The same way they block line of sight to an enemy ("Haha, can't see me, I'm behind this chain link fence!") and weapons fire ("Flamethrower! Quick, squishies hide behind this chain link fence")

Even more insane is how when your field of view as a player is blocked, but your character's view isn't. and that prevents you from targeting anything in front of you.
Example:
Character is in a hallway in an Arachnos base. He is facing an enemy in a hallway. He is standing in front of a support beam. However, he is close enough to the wall that your camera view is practically forced into first person and all that you (the player controlling the character) can see is the support beam the character is standing in front of.
Even though the enemy is right in front of the character, it can't be targeted because you the player can't see it.
