after WP, any reason for regen?
To say who is better, its still a per situation toss up. Rttc caped could get higher % regen with mobs around you. Great for fighting a mob of freak tanks. Bad for mobs with range attackers.
Granted, WP is better IOed out due to more options because of the different power types the set have. And will get more out of the fighting pool when/if its taken. As for regen, you are better off just going for recharge (perma DP speed) and even more regen. And making sure you hp cap with DP. That in itself comes in handy for burst dmg.
But before you get to that point. Douring the time when you are still running radios to get temp travel powers. Beating on trolls in the hollows. Running around faultline finding out the truth about jimmy's father. Helping the hansen brothers in striga. Trying to get geas in croatoa and smacking Mary around 50 times to get to 35 so you get your merit on in RWZ and your roman costume in cim. Regen will still get you there.
And as far as IH go, that power is situational anyway. Most regens have their recharges up on dull pain and recon enough to keep them outta trouble with mog up log enough for a true regens HP to come back to the safe zone on its own and giving recon time to come back. No matter how many mobs are around or not around.
Here is another thought. Do what I did. Make a */WP and a */regen (The same prime of course) and actually play them threw the zones level for level picking the powers by need at the time then respecing when needed. Close mids. And close city of data and just play. Do this with and open mind like you are still gonna be wowed by the dmg you did when first tried head splitter or the first time you where the last man standing on a bad pug. Be a newb again and put the two sets to the test.

On a side note, RttC is still detogglable by even the measliest little insect of a mez in PvP, just because of the puny -ToHit, this is kinda annoying for /Wps.

.... after all, the power *is* Regeneration, shouldn't the resistance to shutting it down be better than one that simply has a regeneration component?
