Hecatomb, chance for neg dmg, good?
Yes, it's very good.
There's a reason they're very expensive at the market. Some of it is the set bonuses, too, but the purple damage procs are very desirable even if you don't include them with other pieces from their set.

The purple damage procs are amazing. Not good, but amazing...
When slotted in a low damage, fast recharging attack, it wins. Simply put, any tier 1 or 2 melee attack, brawl or boxing.
I think you just convinced me to keep the one I picked up the other day for my Crab Spider. Which is a tough call considering the market price for it Hello Channelgun!
Though you also want to consider the Achilles proc for Channelgun; when you are fighting AVs, always nice to have extra -resist debuffing besides your normal acid AoE. Its the one debuff they don't have super high resist to.
Thats one of the tough calls for a fast, defdebuff attack, which to put in if you can only afford one (say because of slotting Decimation or something). The -resist probably gives more net damage if you are teamed, since everyone does more, the proc probably does more solo.
Well, I figure either way I'm set, because what doesn't go into Channelgun can always fit into Longfang

Unless your plan is to have it be one of the 5 Hecatombs you would slot into that power I would sell it and use the inf for other IOs to get some set bonuses you need. IIRC these IOs can get you an average 100 mil inf. That could get you a few powers slotted out for extra def/rech/recovery/etc where as that purple damage proc will only get you more damage every now and then.
I have a bunch of these slotted on numerous toons because as others said they do rock but the value of raising defense on a defense based toon or picking up another 3-4% hitpoints from fully slotting 2 powers from the 100 mil you could make selling the IO would make me sell it unless I was adding it to the set for those bonuses. Now if money isnt an issue then by all means put it any fast recharge power that gets used often and enjoy

I know, just can't decide what I want more. Might have to take a look at a few sets to see what I want to do.
Is it worth putting into a power like Knockout Blow for a Brute thats up every 10 secs as opposed to only slotting it into fast recharging powers?

You get more DPS equivalent out of it if you put it in fast recharging attacks - that's just how the math works out. You could slot it in KO Blow if you really want to max out its enhancements with the other Hecatomb set members, which might be defensible, but personally I'd put it in Jab or whatever.

Something really cool about having procs in Super Strength attacks is when Rage crashes you can still keep using your same attacks, even though they wont do nearly the same damage they can still do damage when the procs fire off. I cant count how many times Rage crashed just as a target was close to death but the Hecatomb proc in Haymaker or the Apoc in Gloom finished them off. The chance for Fire Armag proc in footstomp with a chance for +rech proc really crank up the AoE damage
I think I like all the purple procs to be honest

Worth noting - if you are going to slot 5 Hecatomb's into a power, forgoing the pure damage enhancement provides the best bonus in nearly every case - this is in case you can't place the 6 enhancement (proc) into a faster recharging power - my DM/EA's build is so tight every slot must provide a set bonus.

I find using the vet attacks during the rage crash for guaranteed damage to be way better than hoping for a proc to fire...
Looks like 33% chance for about 100 negative dmg. Going to slot this in one of my /elec melee powers for my blaster. Anyone have good success with this?
