You can find a small but steady stream of lower level carnies around and on the ships docked in the southeast portion of PI.
Higher level carnies are found in the streets and sidewalks just south of Portal Court.

Start at the ships near Ghost Falcon, and then follow the power lines to portal court. Follow the power line south and check the ships again.

I just had an arc mission where you had to hunt 45 carnies. There was another one before it with more. Really stupid missions to have as a 41-42. Having to kill +3 master illusionists is not my idea of fun at all.
Hunt missions should be restricted to baddies that spawn all over. Like Rikti.
FYI for villains lvl 40 costume slot you can find them in St Martail near the Carnie Tent,

As mentioned- much less of a problem than it used to be, now that you can get a newspaper mission full of Carnies. That doesn't solve the Malta problem, of course.

They really need to make some dedicated mob spawn zones in PI, the current hunt missions are a pain and a shining demonstrator of Murphy's Law. Hunt missions in general suck though.
