I believe so, yes. You'll get the starting contact, and the scripted ones, but other than that, you should be fine.

I'm not sure if you can decline contacts introduced to you by the detectives after completing bank missions, or do you plan on declining to do bank missions to avoid that as well?
You can decline them. When you clear the mission all you have to do is talk to the contact and close the window without clicking on "Be introduced to a new contact."
I do it all the time.

I am thinking of leveling a guy this that is themed more as a vigilante. As in only teaming with other heros to help them and when soloing only doing police scanner quest.
So, basically is it possible to never have contacts in your contact list (except the default one out of the tutorial, zone detectives, and scripted contacts such as the university, architect, etc)?

I've done this as well and yes. You don't have to do any contacts. My character I did this on only has a few contacts in his list but other than that there isn't any. Try to think of them as people who have given you their card but you can ignore them entirely.
I've run a vigilante or two. Another rule you might want to follow, Vigilantes don't work with goody two shoes, so avoid doing any TFs for the signature heroes.
Note: Though you can avoid getting contacts that are introduced in the normal fashion, you cannot avoid getting the auto invites upon zoning into certain areas or gaining the appropriate security level.
Such contacts include Admissions Officer Lenk, Montague Castanella, Mercedes Sheldon, Percy Winkley, Senator Decimus Aquila, Daedalus, Levantera and the Architect Studio Manager.
Edit: Also, remember that you can introduce yourself to certain contacts just by clicking on them and be stuck with them on your contact list. So, avoid clicking on David Wincott, Jim Temblor, Stephanie Peebles and Gordon Bower.
You're probably gonna end up with at least a few people on your contact list, you may as well not sweat it, just don't do their missions.
Although, once you run ethe tutorial contacts (Inventions and AE) they do remove themselves from the listings.
