Can you Powerboost the Day Job Energy Shield?

Haven't tested it, but Combat Shield's def bonus isn't flagged as unenhanceable, so I'd say it should be possible.
Can't you tell by watching it's defense bonus in 'Combat Attributes'?
I don't know if it shows up there, don't have that one.
Note that the link says the duration is 0.75 seconds. That means that the buff wears off and refreshes a little quicker than once a second. That means that if it works, it will be the buffed value for the duration of the power boost, plus a second or less.

Earn the Predator day job (log out in a PvP zone, +7.5% recharge) along with the Duelist day job (log out at an arena, +4 points of Endurance). This will earn you the Gladiator accolade which gives the Combat Shield power.

I just tested this and viewing Combat Attributes:
CS (by itself) = 14% Def to S/L
CS (w/ PB) = 25.01% Def to S/L
