GR Powerset Ideas
I doubt that we'll get those sets in GR, for the same reason that we haven't seen them yet (except Shapeshifting in the form of Khelds): it requires them to make new skeletons, and that takes time. More time than it would take to make another powerset that doesn't involve creating new skeletons.
We know that they will be using GR to bring us two new powersets: Dual Pistols and Demon Summoning. Beyond that, I wouldn't expect much in the way of powersets being limited to the GR.

Sometimes I think the Suggestion Forum settles into a kind of complacency. Too often I read about suggestions and a bunch of replies are "I don't think we'll be getting that" posts. I'm not trying to prognosticate about the future by guessing what the Devs have in mind or reshuffle toys we already have to see them in new ways. I want to see completely new toys added to CO*. Not just playsets (like the GR Praetorian Earth playset) but new action figures to play with.
I dunno. Sometimes I feel like I should take my toys and play elsewhere...

So, let's think about these things a little deeper, then.
Shapeshifting:
1) Which Archetypes will the shapeshifting powersets be for?
1a) Old archetypes? How do they interact with the powers that are already there. Can you have a shapeshifting Primary, and a non-shapeshifting secondary?
1b) New archetypes? What is the inherent? What role / hole do they fill? Epic or standard?
2) What animations will be required?
3) Will the character be viable outside of the shapeshifted forms? If not, will it consist entirely of shapeshifting powers and forms (if this is the case, why bother making costumes)? If so, what kinds of powers are going to fill out the sets?
4) Why limit it to Praetoria?
Animal Masterminds
1) How many powersets are you talking? A generic beastmaster set, or a Great Cats set, a Birds set, a Dogs set, a Sheep set and a Sharks set?
2) What kind of animations will be required? Bear in mind that canines move differently from felines, equines, ursines and bovines (and alll of those move differently from all of the others, too). If you wish to have different species of animals, every single species needs to have its own set of animations in order to move realistically.
3) Why limit it to Praetoria?
I'm not trying to shoot you down, I'm just trying to point out that that making a new powerset isn't as simple as deciding to make it. There are a lot of questions that need to be answered. Until they are, you can't even get off the drawing board and into the programming.
This is why suggestions that attempt to answer these questions before they are asked are much better received, and suggestions that just say, "Do X, because it would be really cool! " are often shot down under a sea of, "X can't be done because of Y! " If you address the issues that might arise before they come up, it shows a well thought out idea, and invites more constructive discussion. If you don't take time to think about the issues, why do you expect others to take the time to think them out for you?

Ooooo. Finally. Some guidelines. Let me think harder on these and how I've seen them implemented in other games and I'll get back to you.
As to why limiting them to Praetoria?
So far, all I've read are rumors that new powersets might include Dual Pistols and Demon Summoning. That's only two rumored powersets for a major game expansion. When City of Villains first came out, there were 5 new Archetypes and a bunch of new powersets. Now, mind you, the above DP and DS are rumored. Who knows what the Devs have in mind? They play a lot of poker and keep their cards well-hidden. They have to now with DCUO and CO coming up on them.
So, why not really make this a major expansion? Really offer powersets that people have been asking for? I mean, CO is offering eye candy all the time about what will be included in their powersets. Why not make a big introduction of something really new to CO*? That's what I meant by my OP.
I'll make up some things for powerset ideas, but that'll come in a bit. But just 'cause I make them up doesn't make any difference anyway. It'll just be a CO* power fanfic.
/unsigned. I'm all for new powersets, but neither of those two excites me at all. I also don't think any new powersets should be only for people who buy going rogue. That would be a great way to get people really angry.
I'm ok with paying for it, at the end of the day this is a business, and it seems like this will be a big expansion. I agree though, I would like to see more than the two new powers that are rumoured to be released. But we shall see. As for cost, it should be reasonably priced, that's all I would ask.
I've been all for a Wolves MM since CoV came out. (I figure canines, being pack animals and closely associated with humans for so long, would work the best for a beastmaster set). The terminology for wolf packs also works for the powerset, with Alpha, Beta and Omega designations on rank within the pack.
Plus, how else could I make the dastardly PuppyMaster?

What I'd like to suggest has to do with powersets that have been suggested here on the forums but which have never been implemented. In this case, I'll use shapeshifting and MM animals. I'd like to suggest that they could be introduced in GR, but make them a significant part of the Praetorian universe so that they add to the Praetorian world's backstory.
Example 1 - Shapeshifting:
Shapeshifting could be introduced as a the powers of a specific being on Praetorian Earth which your character can transform into, much like you can do with Kheldians on Paragon Earth. They could either be a new race (again, like the Kheldians) or the result of evil experiments performed by the Praetorians. Since it's been stated that Shapeshifting would require new character models built and so forth, this could be a cool way of introducing them and help make the GR expansion that much more unique.
Example 2 - MM Animals:
If the Praetorians are into subjugation and control and mastery, then they'd probably apply this philosophy to animals and to enhanced animals. So, the explanation for something totally unique to Praetorian Earth is that they're the only ones evil enough to do it! The Praetorians use enhanced animals that wear armor and are larger than their normal kin for terrorizing the civilians and for looking badder than they already are.
I'm not going to go into details into what would be included in the powersets or what animals would be created. I just wanted to show that the Praetorian Earth background would be a great way to introduce new powersets that people have been asking for here in the forums.
