Where can I learn about IO's?
IO Sets vary wildly, and what you want to build for may not be what someone else would build for. Do you want bonus damage? HP? Regen? Recovery? Recharge? etc...
I'd look at the wiki for IO information, or use a hero builder such as Mids' to determine the things you want to shoot for. Saying that you have "5 billion infamy" isn't truly that helpful if you no idea what you want.

Might I suggest going to the AT boards of the character and posting there.

It is. Which also means you can bid, at most, 2 billion for anything in the auction house. Including things which do not exist in game yet are listed in the auction house. And money in a bid is not money on a character. So, 2 billion x (No. of auction house slots +1) is how much wealth, tops, a character can have access to, but no more than 2 billion at a time.

Alot of people leaving the game and passing out their stuff. My friend just gave his billions to another friend could be this is the situation here. I don't have much to give away so i am just leaving lol
For the basics of IO's, useful for spending a few million on a character, my old, creaky guide in sig is still pretty good. For solid gold bathtubs and whatnot, there are a few levels of increased performance I don't really touch on. Purples, for instance, didn't exist at the time.
For detailed work, Mid's is used by a lot of people. I do most of my work from this page.

Actually, because the auction house will combine identical bids, you can bid 2B for a level 53 IO recipe in 10 slots and it will combine them into one slot of 20B.
Since the final slot can't be combined it is limited to 2B. So the true max is:
2B + 20B*(No. of auction house slots - 1) + 2B

I'm more interested in how someone can amass 5B infamy without being interested in IOs in the first place. Usually that kind of fortune requires someone be active in the market, and that usually includes playing with IOs.

The problem with that strategy Eek, the 20B combined bid, is you will lose 18B when you cancel the bid because you can only hold 2B. What's the point of saving more if you simply lose the bulk of it when you try to access it?
Talk about substantial penalty for early withdraw.
