Just a few thoughts:
When I saw the slotting for Fulcrum Shift, thought it was a mistake until I checked your global bonuses -- but still, shouldn't you think about slotting some slots in there? I would take a couple out of Health, as the healing bonus is not significant. Another option is to move a slot from Health to Fire Imps, and put an Acc/Dam/Rech Call To Arms in there.
Increase Density: Why use the Impervium Armor set? As a Fire/Kin with Transference, the buff to endurance isn't needed. Another set, maybe like Reactive Armor, might provide more of a benefit. Same with Fire Shield and Tough.
Hot Feet: Personally, I slot Hot Feet for more EndRdx, which will give you more benefit than the Reactive Armor set. Regardless, why not use the proc from Armageddon instead of the one from Eradication? It its 33% of the time instead of just 20% of the time. AND it would give you a 10% Recharge boost. If you move the Heal/EndRdx slot from health and put an EndRdx into Hot Feet, it should make up for the endurance loss for changing out Impervium Armor.

I'll try to answer as best I can using my "crazed" logic and from what I've found to work best...for me.
Regarding FS...I've been asked numerous times while teaming how its slotted and when I answer, I tend to get the same "WHAT?" reaction. In the beginning when I first reached 50, FS was fully slotted with 3 ACC and 3 RECH IOs. As I started to get the ACC and RECH bonuses from various sets, I found that I was able to remove those slots from FS and have it still be very effective. With 150% global rech (with hasten) and 102% global ACC, it really does perform great with only the 1 rech. Its almost seeing is believing. But again, it wasnt always slotted like that. It is true, I dont ALWAYS hit 10 targets in a group but since it stacks and recharges so quickly, I have no problems keeping myself and other melee teammates at the dmg cap most of the time....assuming we're moving fairly quickly from mob to mob.
While I tend to agree that the 6% increase in heal doesnt make too much of a difference, every little bit does count. Most of the time, I only need to use my heal when absorbing the alpha. From there, I'm able to keep a group stunned or held using flashfire or cinders without much danger to myself or the rest of the team. My logic kinda goes....the better the heal, the better the regen, the less you'll have to use it. I'll look into the Call of Arms set. Thats a set I'm not too familiar with.
Reactive Armor....just not a big fan of the set. The bonuses are so small that in my build, they just dont see to make that big of a difference. If I was built more for defense (maybe with the stone mastery), then maybe I would take a look at that set. But as it stands, 2-3% def just doesnt do much. Having the extra recovery and +end enables me to spam more things prior to having to use transference. Yeah, its not needed like you said, but the extra is nice to have. I think last I looked my recovery was around 4.05. That coupled with end of around 120 makes for a lot of attacking before needing transference.
Hotfeet....I can't use another ARM piece there because of the rule of 5. I already have 50% rech from 5 other purple sets. I chose the Eradication piece mainly because it was something I had laying around the base at the time I was looking for something to slot. There might be something better, but it can't be a 5th ARM piece.
Does any of that make sense? lol...i dunno. I can understand how the imp. armor set seems useless to a kin who has transference, but using that set enables you to go longer before having to use it.
Why did you put the Eradication proc in Hot Feet instead of the Armageddon proc? The Armageddon one does more damage and higher chance to proc as well as you would get another set bonus.

The fifth set bonus in Armageddon is 5% recharge. Probably what he was going for.
I personally have BOTH procs in Hot Feet in my Fire/Kin (along with four other pieces of the Armageddon set).

Regarding the second build: Swap the Armageddon: Damage for Armageddon: Chance for Fire Damage.
Assuming you're playing well you'll always be damage capped anyways so why waste a slot on something that won't help you?
The reason I dont have 5 Armageddon pieces is because I'm already getting rech from 5 other purple sets. So if I were to add the 5th Arm piece, it wouldnt provide the rech bonus, but the extra dmg when it hit.
That said, I was considering removing a 5th piece from the Grav. Anchor set and adding the 5th Arm piece in hotfeet.
I don't know any Fire/Kins who have their damage perma-capped at all times so I'll glady take the extra dmg when available. More-so...its not about the dmg as much as it is a place to get the uber purple bonuses. :P
You dont have capped dmg when fighting AVs and you don't have it during pvp either....speaking of which...this build has treated me well in RV lately.
What I'll probably do when i15 comes out is remove the Eradication piece from hotfeet and add the Arm proc in its place.
Then remove 1 slot from ring of fire and add it to my Imps. So instead of 5 Expedients, I'll go with 4 and 2 Soulbounds.
Im guessing you have Positron's Blast in Fire Cages for the Recharge?
The Accuracy and Recovery bonuses are probably pretty much irrelevant.
I couldn't help but think that Gravitational Anchor's Hold Proc would be nicer in Fire Cages than Ring of Fire, just for wider coverage.
And then put Decimation into Ring of Fire to get the Recharge bonus back.
I like the idea of fire cages popping up a bunch of Tesla Cages. But, with Flashfire up very quickly, maybe thats just a bit gimmicky?
If you do stick with Posi's, wouldn't the damage proc be better than Dam/Range? Not that I imagine you need to rely on procs in your AoE immobilise to do insane damage, of course...

I kinda just clicked the link from the Local Man and I noticed that the +10% Recharge cap was broken and instead of removing the Armageddon set I actually removed damage from Ragnarok and added Positrons Blast: Chance for Energy Damage which increased the powers overall power. I hope this helps some

The Accuracy and Recovery bonuses are probably pretty much irrelevant.
I couldn't help but think that Gravitational Anchor's Hold Proc would be nicer in Fire Cages than Ring of Fire, just for wider coverage.
And then put Decimation into Ring of Fire to get the Recharge bonus back.
I like the idea of fire cages popping up a bunch of Tesla Cages. But, with Flashfire up very quickly, maybe thats just a bit gimmicky?
If you do stick with Posi's, wouldn't the damage proc be better than Dam/Range? Not that I imagine you need to rely on procs in your AoE immobilise to do insane damage, of course...

Actually, the grav. anchor proc doesnt do tesla cages, it does whatever the gravity immobile is (the name escapes me at the moment).
I might have to tinker around a little more before i15 drops. Since I only have the 1 slot in fulcrum shift, I slotted heavily for rech and acc with regards to my bonuses. As it stands, it works really good so I wouldnt want to lose any accuracy if possible.

I'm not a fan of the Reactive Armor sets he has in Tough and Fireshield. If I was stacking defense, then it woould be justified, but being that this build is more resist based, then 2-3% defense doesnt do much for me.
The key to this whole thing is getting away with 1 slot in FS. If you're slotting more, then you're shorting yourself elsewhere. BUT, you need to have the acc/rech bonuses to compensate.
When I first reached 50, I had FS 6 slotted and over time, I was able to remove slots when I started to stack bonuses.
I definitely like your approach on the accuracy and recharge. In my new purple build for my Fire/Kin I'm going with one accuracy and one recharge in FS, and even those are just to make sure it almost never misses and is almost always up. I could really get away with nothing in FS if I really had to.
Yeah, having 1 slot in FS is awesome being that it frees up so many slots to use elsewhere.
I know there are other builds around here that are totally different, but honestly I wouldnt change mine but for a few minor tweaks. I used it to farm in PI before MA came around and now use it for a lot of different MA farms. Its great for the cim wall and great for all the high lvl TFs.
Infact, I really havent run into something that it hasnt worked well for. Like I said, it even works pretty damn good in RV being that its not a "pvp build" per say.
The only thing that sucks is that stupid heal decay!

I would take out the Posi: Dam/Range in Fire Cages and replace it with the proc. It already has good range and the damage component isn't doing anything for you, the proc will provide more damage.
Also, if you could find a way to put another slot in Fire Cages for the Grav Anchor proc, it's awesome in there. That's how I have Fire Cages slotted on both my Fire/Kin and Fire/Psi.

Thats cool too dude, I didnt see your build at the top there are first and saw locals and commented on that. I was kinda being lazy there. Now that I take a look at your build I would say that its still a good idea to place the damage proc in your fireball if you can spare a slot to fit it in there. The extra damage is always welcome am I right?

Looks good for PvE, but if you are going to hang out in RV at all adding Acrobatics and a few -kb IOs would help a lot.

Just so I can keep the amount of ire I earned for saying that in a different Fire/Kin thread, I brought it here too.
That being said, I wish I could afford such shiny IO bonuses.
Just used mids for the first time. Didnt care about where I put slots at what lvl since I've done pretty much everything under lvl 50 with this toon. For the most part, I only play him on the upper lvl TFs and to farm. I might even have some wrong pset pieces listed since I'm at work and can't remember off hand what EXACTLY is slotted. But for the most part, this is pretty damn close.
