Those are probably the capes from the Magic Pack. You can find it in the NCSoft Store. It costs ten bucks. It gives you other costume bits, costume changing emotes, and the Magic Fortune power which grants random buffs to other players.
What you're seeing is the High Collar cape from the recently released Magic Booster Pack. It contains new costume options suitable for magician-like characters.
The only way to get it is to purchase the Magic Booster Pack from the NCSoft store, it is $9.99.
There are two other packs that have additional costume options. They are the Cyborg Pack, and the Valkyrie (or Mac) Pack. They are $9.99 as well. If you purchase the packs and update your account, the costume pieces are all available on all of your characters immediately from level 1.

I don't believe so. There are occasionally in-game events where they give out a CE code, but they are few and far between, and require you to win the event in most cases.

The Arachnos Logos are in the 31 month vet reward I believe, so its possible to make a cape with the logo if that is workable for you.

Note, Villain Epic Archetypes do get a version of the Arachnos cape but it is not quite the same.

The CoV CE cape will likely NEVER be available in this manner. It was a paid premium, and will not be given out for free.
Even the vet reward Arachnos chest symbol is different than the CoV CE version (the vet reward version has a border and does not have a smooth transition from color 1 to color 2).

Sorry, no there isn't.
Also, there are currently no plans that the general player base is aware of to sell a "collector's pack" for either of the CoH DVD goodies or the CoV CE goodies.

Yes, the Veteran Arachnos Chest Detail has a border, while the CoV CE version has a gradient effect.
Note: These have gotten mixed up before because they have nearly identical names. For a while the Veteran Arachnos symbol was the same as the CoV CE version.

Note that the standard list price for the Good vs. Evil Edition at Gamestop seems to be $9.99 now, so it's an even better deal. Just got one yesterday for a friend from a local Gamestop that still had a few on the shelf, but you can also order from their website.
Note that you can only ever add one of these to any given account. Any version considered "retail" can only apply once per account; so you can have (e.g.) a MA edition, a GvE edition, and a CoV Collector's Edition all applied for full credit; but couldn't apply a second of any of them.

You shouldn't be able to do that since the Arpil 20th, 2009 patch. Additionally, you can't edit that costume without one or the other being stripped from your costume.

I'd love for this to happen actually. I made a character a while back that I wanted to put a chest symbol on the cape and realized I couldn't do it...I had forgot, actually. Slightly disappointed, but I got over it.

This is just the fact that you choose any Cape design you have access to for the High Collar Mantle, just like you can choose them when you use the Asymmetrical Mantle or the Over the Shoulders Mantle.

Asside from knowing what it is, how does one get it? my character can only get the regular boring capes =[
