I'm not sure but you used to be able to buy time cards at Best Buy and at Game Stop. If getting a credit card is a problem due to bad credit - you can get a prepaid Visa card at WalMart (I'm pretty sure it costs like $3 a month).
Credit cards are probably the easiest way, but yes, there are game cards you can buy to pay for your subscription.

Ultimate Game Cards don't work. However, any NCsoft time card works, including time cards for non-CoH games (Lineage II, etc) that are $15/mo fee. There is also the $20 Game Card, which can be used like time cards, but is different from the time cards in that it comes with 30 days of jetpack flight, and can be used to start a/upgrade to a retail account (and can be used repeatedly, unlike other retail account codes).
You can also use credit card gift cards (works sorta like a debit card, except no bank account) or paypal.

well im from Canada, im not sure if Visa Gift card here works for US..
Visa cards all have a 16 digit number, no matter what country they're from. As long as they are a *VISA* card gift card (and not a generic gift card), you should be fine.
My ex used his Visa card to pay for our account while I was living in Toronto.

If you have a 60 day access pass you can use that after a 14 day trial. You cannot stack trials however. So if it is indeed a trial you can only use them for new accounts.

As Inokis said, you can't add another trial to your existing account. Obviously you can only do a free trial once. Of course, as Inokis suggested, you could make another trial account with a separate trial code.
Here's the thing - I have no idea what you mean by a '60-day trial'. I don't think we have those. All the trial codes I'm familiar with are 10 or 14 day ones.
I ain't saying you're wrong, just that I'm not familiar with this.
There are 60-day game time cards. I don't think they make those anymore, but at one point they did sell CoH/CoV 60 day cards.
However you can't use those on a trial account, because you still need to buy the game first... you'd have to apply a regular game code first, before adding the game card time.

I'm pretty sure, being on a trial, you'll need to upgrade the account before playing further. Which means either a retail edition (which around here *can* be had for $10-$20, and comes with a month of game time,) or the $20 Game Card Aggelkais and others mentioned.
Once that's done, Paypal, time cards, prepaid credit cards, regular credit cards, *other* editions (IE, you get Good vs Evil, you add the full Architect edition, etc - can't stack the same edition) will all add time.
After the trial, you will need to buy the full game and upgrade it with the serial code that's inside. You'll also have to have a credit card or a time card when you do this, or it wont let you finish making the account. You still get your first month free, but you still have to put some form of payment there.
As mentioned, you can't use that 30 day card straight away. You do need to buy the game. That's not expensive nowadays, though. You've already got the client installed, of course, and an account - but you need a full game code.
Any version of the game box will do, just get the one that's cheapest for you...or the one that comes with extras you want. =) They all come with a month of time as well.
EDIT: Do you really need a credit card to fully activate an account, even if you aren't using it for billing? Is that a new anti-spammer measure? I don't recall needing that when I started playing. I don't recall having a credit card then - on the other hand, I was working, so I might have. My memory fails me.

You aren't understanding. You *have* to buy the full game first and upgrade your account. You can't go from the trial straight into a game card or a credit card.
Acyl - Yes, you do. I have 2 accounts and had to do this each time. The first account is 3 years old and a friend had to use their CC just so I could open an account up. It would not let me create the account without entereing a CC number or adding a game time card. Kinda ticked us off, especially since the first month is free. Kinda don't expect to have to put anything down as billing until after the 30 days should you decide to continue it.
The second account is almost 15 months old. When I got this one, since I no longer am associated with aformentioned friend, I had to buy the game AND a 30 day time card. Made the account and had to put the same as last time: A time card code or a CC/Debit number.
Okay, then it looks like the OP's still going to need someone's debit or credit card information to at least set up the account...
...or, well, apply a game time code straight away, if that worked for you. So the OP's going to need:
a) a City of Heroes game code (Likely GvE, Architect Edition, or Mac)
b) a City of Heroes/NCSoft game time card
That shouldn't be too hard.

Before you can do anything, you HAVE to go buy a copy of the game from the store. You HAVE to have the serial code.
If you use your parents visa card you will be useing their money. Kinda how it works.
But please listen and take this in: You have to BUY the actual game from the store, first. No serial code, no game.
Well, first, you do realise you need to buy the game, right? I'm just making sure, since you've not actually indicated that in any of your replies so far.
Not a time card, but the GAME ITSELF. The one that comes in a box. You need the serial code from that.
What we're saying is - you need the game code to upgrade your account from a trial to a functioning one. However it seems the upgrade process requires a credit card.
If Winged One is correct, you can circumvent that by immediately adding a time card.
If my current understanding is right, though, you shouldn't have any problems using a credit card for this process.
They want your credit card details - so they have a card on file.
But they won't charge anything to the card yet. That's because the game comes with a month of free time.
So you can register a card, and then go into account management and cancel billing. If you do this before your 30-day free period is up, they shouldn't bill you for a further subscription when that month expires.
You can then proceed with whatever alternative method of paying for game time you prefer - be it adding game time codes or using a gift 'credit' card.
That is my understanding of the situation from what's been said here, and what I know of the system. If I got anything wrong in the above explanation, someone please correct me.

I'm pretty sure you can get the new CoH: Architect Edition in Canada. Someone asked about it a while ago, and a Canadian player reported that the Architect Edition boxes were available in game stores.
There are quite a few Canadian players in my SG, and I'm pretty sure they bought their copies off the shelf as well.
If you haven't seen CoH in stores, it's possible the game boxes aren't in your area (or sold out, etc). But they certainly do sell the game in your country.
If your local game stores don't have any boxes on hand right now, you could always ask them to order a copy for you.

Here's the confusion: Time Cards can buy time, that is, months of play time. However, Time Cards can't be used to purchase a full edition of the game.
To buy the full edition of the game, you can go to a store and buy the Good v. Evil edition or the Architect Edition with cash. Or, you can buy the physical Good v. Evil or Architect Edition boxes online through an Internet store, such as Amazon. Or, you can buy the digital edition (no box) from PlayNC which is just a serial code.
The serial code found in the physical boxes or from the online digital purchase will transform the Trial Account into a Purchased Full Edition Account.
Besides using PayPal for online purchases, you can get a VISA Debit (Gift) Card from a physical store or bank. I linked to where you can get them in Canada. Use that as if it were a credit card to purchase the Full Edition (i.e., non-Trial) of the game. It can also be used to purchase time.
