Or are you basing it on the small amount of standard map types that are supposed to be on Praetorian Earth, that was released in Issue 1 (I think)?

Well, with our LAST paid expansion, we got: Mercy Island, Cap Au Diable, St. Martial, Grandville (EDIT: GV was made available the following issue as part of the lvl 40-50 expansion), etc. If they keep the bar at LEAST that high (and I have no reason to doubt they would, esp. with MMO competition these days), I'm operating under the assumption (as you are) that we'll see a fistful of new zones for Praetoria, along with access to opposing ethos sides based on your having "fallen" or being "redeemed".

Let's see whose assumptions pan out. I'm throwin' down 10 INF.

On minor correction. Grandville did not come out with I6/CoV, it came out many months later with I7, when the level 40-50 content for villains was added.

I *think* most of the villain day-job badges are just the flipped names of the hero versions. I would need to look at a post-I13 settitle list to be certain, though. But if they are, then baring some sort of mass badge loss during side flipping, you'll not be gaining/losing anything in that area, at least.

I'm not convinced we'll actually get hero ATs running freely around Cap. "Visiting" the Rogue Isles could be as simple as the way that villains go to Paragon for Mayhems or such.

I'm pretty sure this is entirely the point of the expansion. This is a feature people have been asking for pretty much since the release of CoV.

I'd be shocked if what you are presuming is actually correct.

I believe its likely we will have hero ATs "running freely around Cap." But that doesn't mean you'll necessarily get to "1000 badges" in the direct sense. Its possible that while hero-side, only your hero badges will display and vice versa (including badges that exist on both sides with different names), so even a player that has them all won't necessarily be able to display them all simultaneously (they will of course be able to track them in one of the badge-tracking sites).

So a character might have them all simultaneously in one sense, but not in another sense. I honestly don't have any idea what the devs' inclinations in this area might be, though.

just what are the badges only available on one side?

Explore
History
TFs, Missions
and I can think of a handful of defeats: a few from Croatoa, Marcone for heroes, and every giant monster

that's not a lot, though for villains that is a lot of explores.

As a hero, I've looked up the "villain only" badges that I may soon need to obtain if this expansion goes as expected.

44 Exploration
4 History
24 Accomplishment
4 Achievement
17 Accolades (note: this only counts one patron badge)
20 Gladiators
7 PVP
18 Defeats
6 Day Jobs
5 Mission Architect

a total of 149 new badges.

People always find a way. Remember stealthed characters hiding out in medical areas of pvp zones to get easy respawn kills? People suck too much to be able to implement it.

Erm. I know for a fact that people "already" follow lowers around and grief their kills a lot, so this is quite null. I would like to say that if there is no one in a zone to actually kill..more than likely the players their for the PvP would probably end up leaving.
