Levels 1-20 inherent recovery bonus

I just stopped in to say "no".
But, since you're going to ask why, I guess I'll go into detail. Right now is the fastest we have ever seen people go from 1-50. This is just a tool to help them out more.
Even if you're not farming on a team your own level doing AE missions, you can get 1-50 in a week.
This would also be another step in making Empowerment buffs obsolete, and they doesn't seem to be used that much already. (note the italics, not saying no body uses them) If you want a recovery bonus here is what to do.
1) Join a Supergroup/Create a Supergroup
2) If the Supergroup you join doesn't have the empowerment stations out ask them to put one out./If you don't have the station available yet, hop on one of your 50s and go do some prestige hunting.
3) Find the Recovery bonus and make a list of what you need to craft the bonus.
4) Get the salvage
5) Craft
6) Go have fun for a hour.
7) Repeat steps 4-6.
I wouldn't mind seeing an out of combat recovery bonus, but I don't see a point in making the game any easier than it already is.

It's called Rest. That said, I would like it if they slightly reduced Rest's recharge again.

Unless you like to solo a lot because you don't find yourself able to play for extended periods of time (and because the internet doesn't always contain the brightest of people =P). Low endurance has been a huge issue for me at lower levels, and a simple tiny recovery bonus could make a big difference. So why not?

It's there as a slow down process. I say keep it the way it is. The main reasoning I see in the end being the way it is now is to keep your user base slowed down, you keep them busy, you have longer to make more content and work on bug fixes. You run a calculated risk of losing some from frustration, but those numbers are generally acceptable. RoI. <shrugs>

And that's exactly why the devs reformulated the XP curve so characters get to 20 extremely fast.

"Slightly" reduced its recharge...? Bah. Why wait? Pre- level 22, 3-slot Rest with Recharge enhancements. Respec at level 22 [after Stamina, but in time for those delicious SOs] and move two of those slots to a more fruitful location of your choice. Works quite well.
With that said, I find myself extremely impatient with the game before level 35 lately. Its really been difficult, because everything is crap. You got no END, you got little ACC, your recharge sucks, if you have shielding it has the protective power of, oh about three canaries fluttering madly around you trying to deflect bullets. Yeah, that'll work.
It just gets really old.
