Hold procs; working as intended?

I don't know, they seem too effective to me. They must be on a 4sec timer which make them more effective than my stun attack (Sonic).

Procs are only suppressed when slotted in toggles or autos. When put in click powers, like Decimation: Chance to Hold in a blast, it will try to proc every time it's fired. In a really quick blast, or with multiples slotted, yes, it ispossible to stack enough to mez bosses, and yes, it is working as intended.

Oh. Maybe. Honestly, the OP was so vague that I assumed that the "4sec" comment was referring to the 10 second suppression procs have in toggles and autos.

It's Devastation: Chance for hold. Decimation has chance for Build Up.

Blasters > trollers in pvp. Adding the hold procs makes this clear as day.

If only the damage procs were on the same scale of utility... oh wait that would make blasters even better

They are busted as far as I can tell (for pvp). But then again, so is kock out blow.

I have Gravitational Anchor: Chance for Hold in Fire Cages. It only seems really effective against minions, where the mag 2 hold will mezz them in one application.

It seems like getting it to proc twice at 20% on a single boss in the span of a few seconds will be sufficiently hard to do. If you're dedicating 2-3 slots to hold procs, then you deserve to get a few seconds hold every now and then ~20-30% per attack cycle.

Yep, was talking about pvp. In my recent battles, it really comes down to who's lucky enough to land the first proc.

A typical battle goes like this: (My corr versus a blaster) we exchange a few volleys, the blaster is out damaging me (no surprise there), I hit my heal. At this rate, I am recovering enough hit points to really out damage the blaster. Boom, proc hits. I cannot do anything for 4 seconds. That is pretty much death.

Conversely, my proc hits him. At this point my chances of winning are favorable, but not as good as his was when his proc hits (should be? I don't know). The point is, the proc takes us out of AT vs AT combat.

Also, the proc holds longer than my stun attack which is purely slotted for stun.

My blaster has Devastation Chance for Hold in ALL my single target attacks...plus 2 Dam/Range HOs...muhahahaha. Throw in PBU and Boost range...very nice.

I've seen it hit bosses for a short time, even helps stack holds on EBs and AVs

My fire/mental blaster has a hold proc in all his ST blast, and 2 hold procs in char . As does my corrs and defenders, I slot it standard for a bit of damage mitigation.
