All of you authors go test the current Test Patch!
I tested it on a Dark Blast (hard)/Super Strength (Standard) Elite Boss I have. Noticed no real difference in gameplay. Going to test some more, but could use a team to get more to spawn.
Maybe someone should present a list of what they think should be included in the Standard/Medium/Hard categories for all of the powersets so that we can hash it out on the forums before it ends up getting changed 12 more times? No offense to the Devs; this is just going to be hard to get right.
Story Arcs I created:
Every Rose: (#17702) Villainous vs Legacy Chain. Forget Arachnos, join the CoT!
Cosplay Madness!: (#3643) Neutral vs Custom Foes. Heroes at a pop culture convention!
Kiss Hello Goodbye: (#156389) Heroic vs Custom Foes. Film Noir/Hardboiled detective adventure!
I've started a list of all the changes I have found so far. Use this thread to list changes you've found and what concerns and suggestions you have on them.
I know people are getting sick of hearing me today but I want to get the ball rolling on this before its too late to stop any bad changes from making it to live.
Kitsune9Tails has expanded the list to include all Primaries and Secondaries for Minions. Take a look at these changes, you're probably not going to like a lot of them.
I have compiled the complete powers list for Lieutenants. It shows what powers are Standard, Hard, and Extreme. It's not looking very good, so far ALL powersets give LTs Aim and/or Build Up on Hard and Extreme is giving them Nukes.
Other than Aim/Buildup and Darkest Night, I'm not seeing a huge problem with these. By and large they make sense to me and finally standardize what level grants what (lowest=S/L protection and basic attacks, next up=controls and such, etc.)

Of course I have custom critters with now-completely-rearranged powers. Thanks for the forewarning.
And for a while things were cold,
They were scared down in their holes
The forest that once was green
Was colored black by those killing machines

I do agree with the one comment that it would be nice to be able to pick the base ranged power for melee sets in some fashion. Being able to pick from just a standardized list (Gun/Shuriken/Energy Blast/Fire Blast/whatever) with the same damage/recharge/whatever would be great. I suppose there's the problem of how not every damage type is equal, but it does create a lot of conceptual problems.
Updated with the complete Boss powers list. I wonder how people feel about all Bosses getting Tier-9 attacks Standard in melee and assault sets.
Tier 9 on a boss? Fine, but should be on Extreme. I mean, that's the Final Attack power, why make it Standard?
I'm thinking that we need two additional settings. It might not be everything folks want for their custom, but it'll give more variety.
Though I'd much rather just pick and choose specific powers, that would have a balancing issue, not to mention making the filesizes much larger... <_<;;
Seriously, I hope that if they can't alter the new powersettings, they'll just remove that from the patch before sending it Live, since I know they'll want i15 on Test soon (wouldn't want my customs to have those settings for the next month before i15 goes Live otherwise). =o_O=

I did have a look. No real problem with it, myself. The arrangement of powers does seem to be assuming level 50 players, though. The high-end powers probably should go away if the boss is only level 20 or so, but I'm quite happy to see the mez shields pushed back to Extreme.

Most of the Tier-9s are going to show up as early as level 32 and all will be there by 38. Custom Critter powers are given at the same levels as they are to players and do so in odd ways. For example, a Katana Boss on Standard will have Soaring Dragon by 26 and Golden Dragonfly by 32. Give him Willpower and set that to Extreme and he will have Strength of Will at 32 as well, not 38.

Super Strength Bosses are getting Knockout Blow at level 8, on Standard.
Wonder if it can be set so that the first set of powers you pick are like our Primary, with tier 9 at 32, and the second set are like our Secondary, with tier 9 at 38. <_<
After all, it does differentiate between "Primary" and "Secondary" in the saved file...

Right now when you select a set as a Secondary and look at the details, if it is a Primary for any AT it still uses Primary level selections. Anyhow, discuss this over in the thread.
oy. Thanks for the research.
I was so hoping we would have check-boxes in each powerset so we could chose exactly which powers our mobs get, or just copy over sets from existing-in-the-game minions, Lts, bosses, etc.
I don't even bother making arcs now. It seems like on a weekly basis they patch and break missions arcs. We have to fix them , then republish again, losing our rating.
Nah, not worth the trouble to make any MA arcs until they get this fixed finally, once and for good.
I can't feel my legs..!

You don't lose your rating if you edit the published arc and republish. You only lose your rating if you unpublish it, then publish it again from your local copy.
Dec out.
I tried to republish my arcs, and the error-checking crashed my router. repeatedly.

Really, there is a lot of stuff in the new patch that is going to severely change if not outright break your custom critters. Copy your arcs and critters to the Test Server and find out for yourself all the things that are going to change. If we want to avoid a huge number of arcs being ruined we need to tell the Devs now what does and does not work while this stuff is still in testing.
Save a copy of your published arcs by opening them for editing and clicking Save As. Then go to where you installed City of Heroes and copy these directories into your Test Client directory.

Then start the test client and you'll have your arcs and critters available on Test Server.
