When should I be using IOs? 15, 20 or 25? The once I get to the level 30s I think I read level 35 IOs gets the job done?

Well, it's a cost-benefit issue. So it depends on a lot of things. I tend to franken-slot key powers with Set IOs pretty early, otherwise I wait till have lots of slots for good set bonuses, usually in the mid-to-late 30s or even early 40s.

Right now the cost of Common IO recipes has gone up, while the cost of Uncommon Set IO recipes has plummeted. Making the choice of cheap sets or franken-slotting more appealing when compared to Common IOs.

However, salvage costs have gone through the roof, so SOs are now looking better in terms of relative cost as well.

The basic enhancement value for IOs can be found here

Generic IOs:

Level 15 is roughly the same as a DO. And they never expire.

Level 25 is about the same as an SO. And they never expire.

I start bidding on and slotting level 15 Accuracy and Damage once I hit level 12. With just a little bit of patience, you can often buy them on the market already crafted, quite cheaply. People working on the crafting badges tend to dump them cheap. And they never expire.

I fill my other slots with level 15s as practical. And they never expire.

I start replacing those with level 25's when I hit 22. The game is balanced around DOs and SOs, so those level 25s could carry you the rest of the game. And they never expire.

I also start frankenslotting then, but only as time and patience permit. Frankenslotting, if you're not already familiar with it, is basically just using the same enhancements from different sets to get more bonus in fewer slots than you can with SOs. Read some of the invention guides in the forums for more info.

And did I mention that IOs never expire?

If I can find them cheap enough, I'll grab level 15 IOs on my characters not in Global Heroics. (GH provides 'free' common IOs to everyone, just drop your enh drops in a for sale bin)

all character at 25 grab common IOs to suit, and then fill up on sets as a when.

So personally my break points are 12 and 22

This is what is seemed to me as well. my new toon, and newly back in game, is now level 13, has 60 salvage items. IOs weren't around when I was last here so trying to figure it all out.

I was thinking 15s and 25s were both good and also used the same salvage.

Specifically what i would advise for that new character

Sell your 60 salvage. Make lots of inf (lots and LOTS right now)

Then bid on level 15 acc dam heal end reductions and recharge as needed.

5001-10001 is your max bid

Slot em when you get em.

Work out what you are slotting at 15, 16, 17 etc place bids early.

Sell salvage that drops during the meantime.

Then you will have the ability to bid for a full set of level 25 once you hit 20 or so.

the generic IO "breakpoint" is as follows

lv 10 better then TOs (aka better then we can get normal)
BUT can be expencive and though they dont expire are still low
value. (not very worth it less you have the cash and plan to take
the time lving)

lv 15-20 is right in the DO area (20 acculy better by a fair amount)
and were we can use it till lv 22 before we could get better enhancers
in normal game play it is perfect, though the cost is still there.
(also like the lv 10s still not as worth it unless you have the cash,
but it is better then the lv 10s)

lv 25 and 30 are worse then a SO 30 more like a +1 SO
if the power is being 3 sloted get and have no issue with
them if only one or two then upgrading when you can to 40+
IOs is better)
this is were I feel most should be in IOs by even if you don't
have millions you can get these by the time there usefull and
they say usefull all the way to 50 were lower lv IOs wouldnt
feel so usefull.
So to me this is the "Break even point" though most of mine
get set IOs or common IOs when most get there first DOs.

Lv 35 just under a +3 SO (if not mistaken) so VERY close to as
good as you can get, with the clasic no redution as you lv.

Lv40 + all are better then SOs

Set IOs and there Dual asspect and better are accualy better
then SOs much earlier, like lv 18 Tri IO has as much % as a
full blow SO (or darn close)

With generic IOs, I start slotting them at level 12 (when I could use the level 15 ones). With set IOs, I'll start frankenslotting them as soon as they're available and feasible. That is, if the recipe and salvage are reasonably priced and useful, and I have the influence, I'll make and slot them.

Many powers take IOs from multiple sets, and sometimes it's beneficial to frankenslot some you normally wouldn't choose simply because it's cheap. For example, Assault Rifle's Burst power takes Ranged and Defense Debuff IOs. Acc/Dam for the Ranged sets usually cost quite a bit, even if they're crappy. But an Endurance/Recharge from the Defense Debuff set may cost a LOT less, and decreasing both recharge and and endurance are very useful. Looking for these less-desired IOs do make a difference to your powers, and if you can get them cheap, it's worth it.

I generally drop cheap ones like that into my powers when I'm still young (levels 9 through the teens). I then usually leave the IO alone for about 10 levels, at which point I'll upgrade it. By doing it like that, at any given level I generally only have a couple of IOs that I'd like to upgrade. My character is steadily improving because of the steady upgrades, but if I don't upgrade something, he still functions well.
