It's not a cemetery, it's a public memorial park.
And Dark Astoria is not a cemetery either; it's a ghost town, yet the entire zone counts toward Mortician (except inside the hospital).

True, but there is nothing there indicating it's a graveyard at all. The last time this suggestion was brought up, I went and scoured the area, and it's just a memorial park, with no indication that it's a graveyard.
As for Dark Astoria counting... I'm not really against it. Though really, I'd think the Mortician day job would be in the upper levels of the hospital, you know, the section where you have to die to get to?
