Hover/Fly bind or macro
You can try
/bind F "powexec_name Fly"
When you hit F you will just hover. Press the R to fly forward (or press the up arrow). Press W to stop and go back to hover. Pressing F again will release you back to walking.
That's what I do.
Are you sure you will use the Hover power, because that isn't the same as hovering in one spot. Hover has a defensive bonus associated with it, and I would assume Flash would like to be defensive when he stops moving, and fast when he flies.
Flash if I'm wrong, the above is your answer, if I'm right, I don't believe there is such a thing, although you could set up two keys near each other to sort of toggle back and forth.
I have numpad1 bound to fly and numpad2 bound to hover.
There is an exotic macro & binding settup which makes you fly when you press a movement key and automatically returns to hover when you stop. I'm not sure what all it entailed anymore, i experimented with it for a while. However... one advantage of hover, is that it is not 'movement suppressed' when you attack. fly suffers movement suppression in combat. SO, staying in hover can help you stay mobile. though hover does need significant speed slotting.
It might be more useful to bind "auto-run" and fly together, so that for prolonged sprints, you can automatically fly instead of hover, but when you go to more precise movements you're in hover. hmm... thinking how to do this....

Hmmm was not aware of that...
I assumed that since my toon was just hovering there, that it was the same. Flying still is not the same as Hover...go figure.
I am still new to this game.
How about:
/bind F "powexec_name Fly"
/bind lshift+F "powexec_name Hover"
This should be able to toggle back and forth...
there was a bind called "Speed on Demand"

I've found it much easier to just bind H and F on all my characters that have two mutually exclusive movement toggles. H and F because they are little used, and when I first did it, it was on a character with Flight, so H for Hover and F for Fly. SJ is H for Combat Jumping and F for Super Jump. It's a pretty easy system.
/bind f powexec_name Fly (Super Jump, Super Speed)
/bind h powexec_name Hover (Combat Jumping)

Actually, there is a program called Speed On Demand created long ago. The program will create bind files for switching your movement powers on and off. For example, when I press any movement key, Fly is turned on. As soon as I stop moving, Fly is turned off and Hover is turned on. The program also created keybinds for resetting the bind files and for changing to normal movement. I can also switch to "run" mode rather than "fly" mode.
When you run the Speed On Demand program, you can tell it what travel powers you have and even set what keys will be used for various functions. The program generates all the appropriate files for you, and there are quite a few.
I am not at home right now, so I cannot look up more details about the program. I can post more about it later.

That's right actually it's the defense bonus that I'm after that and another log+recharge wouldn't hurt. I found a few binds that do mostly what i want but the problem when I move forward and in any other direction the hover and fly get swapped and that really sucks.
There's a program called CityBinder that will help you do it quite easily.
Some notes:
The program hasn't been updated in a while (but still works)
It sometimes screws up and makes you auto-run/fly (but you can hit ctrl + R to reset it)

The other option is to set it to one key, which is pretty easy to toggle. I use my left shift key, and the bind is as follows:
/bind lshift "powexec_toggleon Fly$$powexec_toggleon Hover"
Because they're mutually exclusive, it will flip back and forth between fly and hover, only needing to tap the left shift key.
Makes it slightly easier than using two keys, but not much.

More constructive? Have you read that thread? Reads like stereo instructions.
You know your stuff, I'll give you that. Lot's (and I do mean Lot's!) of great info, but I've read it till my eyes bled and I still can't get those binds to load right. Without having to rewrite that txt over and over.
I think I'll keep my binds the way the are. Nice and simple. At least till after the Winter events. Maybe I'll have more time to play with binds then. Constructive or not, at least they work.

I use a bind from a Guide I found years ago called something liike 'the ultimate fly/hover bind'. I cant seem to find it in the guides section now but it basically wirks like this:
I am walking or just standing. I hit 'F' and Hover kicks in., If i hold down a movement key, Hover deactivates and Fly activates. when I let go of a movement key, Fly deactovates and Hover starts again. If i hit 'f' again, they both swiotch off.
Its great, if you can find it.
