[u]Blu's Guide to the Ice Energy Blaster of Issue 11![u]

~~After getting my own lvl 50 Ice/Energy Blaster I felt like writing a guide to aid those to the set, and also because of the lack of updated guides.
This guide is not for the PvP, so turn around, dawn your super speed cloud, and run, run away as far as you can...RUN FOREST, RUN!!!!!!!!!!!!
I am new to writing guides so i will make this sort and sweet...kinduf. ~~


[u]Why Ice Blasts?...[u]

-Pros to Ice Blasts-

1.) Ice has one of the highest DPS in the game.
2.) Ice Blast's casting time is extreemely fast.
3.) Ice has the goodness of Slow, -Spd and -Recharge, very helpful for keeping and enemy especially in the early game from getting to far away from you and from attacking you to much.
4.) Ice Blasts contains 2 Holds, Freeze Ray and BItter Freeze Ray, which freeze ray, when slotted properly, can hold an orange/yellow ltn. in 1 hit.
5.) Ice Blasts nuke is one of the most powerful nukes and when slotted properly, can kill an entire group of white/yellow minons/ltns. Though some may escape if you don't combine it with Ice Storm.

-Cons to Ice Blasts-
1.) No Sniper attack, but when you think about it, there's not much need for one in the first place, but some people just love their snipers.
2.) Overall, its not as powerful as say, fire, because of the Holds.

Clearly, pros outweigh cons in this one...

[u]Why Energy Manipulation?...[u]

-Pros to Energy Manipulation-

1.) Energy Manipulation is a nice, solid melee oriented set which has a good DPS.
2.) Energy Manipulation clearly has the most boost powers...4...Build Up, Conserve Power, Power Boost, and Boost Range.
3.) Build Up comes a lvl 4, very good to combine with the high DPS of Ice Blasts and nice DPS of Energy Manipulation Melee attacks.
4.) With even 2 of the melee moves, you can create a steady, solid attack chain.

-Cons to Energy Manipulation-

1.) ZERO control attacks, unless you count Total Foucus' guarnteed stun, and stun itself.
2.) Not the best at END in the early game, lvls 1-21.
3.) Both Ice and Energy are Single target madness! Only Blizzard provides the AoE Goodness some people can't seem to get enough of...
*cough* FIRE/KINS!!!!
*cough* SPINE/D.A.S!!!!
4.) No Cool toggle thingy such as Blazing aura, chilling embrace, electric field, and cloaking device/targeting drone.

Now here, they both even each other out, so over all...pros win!

[u]The Moves..[u]

Now I have used all the Ice Blasting Moves myself, since Blu, my Ice/Energy Blaster, was my first offical character, he went through many trial and errors...
*cough* 4 RESPECS!!!! (F.Y.I. is was 1 vetspec, i freespec, and 2 respec trials...)
Each Move Will List the Name, DMG (As well as DoT and What not), Recharge, Acc, Range (As well as Cone, Single Target, etc.), Cast Time, End Cost, and any Effects and if so, Duration of Effect. (All Base Stats, unslotted of course.)
Oh, and any comments I have about the attack.

[u]Ice Blasts[u]


1.)Ice Bolt
DMG- Minor
Recharge- 5.2 Seconds
Acc- 75%
Range- 80 Feet Single Target
Cast Time- 1.17 seconds
End Cost- 5.2
Effects- -Spd 20% + -Flyspd 20% + -Recharge
Duration of Effects- 6 Seconds
Comments- A nice solid attack, and perfect for any attack chain, i would reccomend slotting this with 3 DMG, 1 Acc (2 if you dont use the recharge), 1 END, and 1 Recharge (which can be replaced with an Acc if you have Hasten.) With the 3 DMG this does nearly the same DMG as Ice Blast belive it or not.

2.)Ice Blast
DMG- Moderate
Recharge- 8 Seconds
Acc- 75%
Range- 80 Feet Sindle Target
Cast Time- 1 Second
End Cost- 8.53
Effects- -JmpHeight 20% + -Runspd 20% + -Recharge
Duration of Effects- 10 seconds
Comments- Another Nice Solid Attack Perfect for any attack chain. Good Dmg too... I reccomend slotting this with 3 DMG, 1 Acc (2 If you dont use the recharge), 1 END, and 1 Recharge (which can be replaced if you have hasten.)

3.)Frost Breath
DMG- Moderate DoT
Recharge- 16s
Acc- 90%
Range- 40 feet Cone
Cast Time- 2.67 seconds
End Cost- 15.2
Effects- -jmpheight 20% + -runspd 20% + -recharge
Duration of Effects- 10 seconds
Comments- A Nice solid attack, but on the slower side. A good Opening attack. I reccomend slotting this with 3 DMG, 1 Acc, 1 Recharge, and 1 END. (Trust me, you'll want the recharge in there, but if you dont, put the slot into END, since acc is at 90% and not 75%)

4.)Aim
Recharge- 90 seconds
Cast Time- 1.17 seconds
End Cost- 5.2
Effects- +ToHit 37.5% and DMG buff of 62.5%
Duration of Effects- 10 seconds
Comments- a MUST HAVE! for any build, whether PvE or PvP. Reccomended slotting 3 Recharge, no ToHit Nessessary, you'll want that slot for your attacks.

5.)Freeze Ray
DMG- Minor
Recharge- 10 seconds
Acc- 75%
Range- 60 feet single target
Cast Time- 1 second
End Cost- 6.85
Effects- Hold, Mag of 3
Duration of Effects- 9.54 seconds
Comments- A MUST HAVE! for any PvE build, NOT PvP! Reccommended slotting 3 Holds, 2 Acc, and 1 Recharge, slotted this way it can hold orange/yellow ltns. in 1 hit. Fire it everytime its up, this will basically be your ONLY DEF your entire carrer.

6.)Ice Storm
DMG- Minor DoT
Recharge- 60 seconds
Range- 60 feet Targeted AoE
Cast Time- 2.03 seconds
End Cost- 15.6
Effects- -Recharge 10% + -jmpheight 40%
Duration of Effects- 15 seconds
Comments- O DEAR GOD DON'T GET THIS ATTACK! IM BEGGING YOU!!! But if you ignore me and get it anayways, slot it with 1 recharge, 1 END, and 2 Slow.

7.)Bitter Ice Blast
DMG- Superior
Recharge- 12 seconds
Acc- 75%
Range- 60 feet
Cast Time- 1.07 seconds
End Cost- 13
Effects- -ToHit 7% + -jmpheight 20% + -recharge
Duration of Effects- 12 seconds
Comments- The Third Solid attack and perfect for any attack chain, this is a MUST HAVE for any build, so just get it at 18. I reccomend slotting this with 3 DMG, 1 ACC (2 if you dont want recharge.), 1 END, and 1 Recharge.

8.)Bitter Freeze Ray
DMG- Moderate
Recharge- 20 Seconds
Acc- 75%
Range- 80 feet
Cast Time- 3.7 seconds
End Cost- 15.2
Effects- -Recharge 20% + -runspd 20% + Hold
Duration of Effects- 18 seconds
Comments- Your 2nd hold attack. Perfect for holding those pesky bosses, slot this with 2 DMG, 2 Hold, 1 ACC, and 1 Recharge. This is mostly for bosses, so you dont have to fire it everytime its up. Its also your slowest cast time.

9.)Blizzard
DMG- Extreeme DoT
Recharge- 360 seconds
Range- 60 feet
Cast Time- 2.03 seconds
End Cost- 20.6 to activate, then it drains all of it for the 15 seconds of the duration of the move
Effects- -runspd 50% + -recharge 30%
Duration of Effects- 15 seconds
Comments- This is your Nuke, if you are PvE you Will get this at lvl 32 and 6 slot it by lvl 34 or else i will HUNT...YOU...DOWN!!!!!! 3DMG and 3 Recharge will benefit you most.

1.)Power Thrust
DMG- Minor
Recharge- 6 seconds
Acc- 75%
Cast Time- 1 second
End Cost- 6.85
Effects- KB of 15.6
Comments- Ya, your stuck with this power, DO NOT AND I MEAN DO NOT PUT ANY EXTRA SLOTS INTO THIS!! If you feel the need to put any enhancement into it, feel free to put whatever you want into it, I just hate this move...ALOT!

2.)Energy Punch
DMG- Moderate
Recharge- 10 seconds
Acc- 75%
Cast Time- .57 seconds
End Cost- 10.2
Effects- Stun, Mag of 2
Duration of Effects- 5.96 seconds
Comments- I had this power at one point, and its a nice power. Wasn't for me though. So I respeced out of it. Slotting would be 3 DMG, 1 Acc, 1 END, 1 Recharge.

3.)Build Up
Recharge- 90 seconds
Cast Time- 1.17 seconds
End Cost- 5.2
Effects- +Tohit 15% + DMGBuff of 100%!
Comments- a MUST HAVE!!! at lvl 4 and for any build, PvP or PvE slot it with 3 recharge, no tohit, you want that slot for your attacks.

4.)Bone Smasher
DMG- High
Recharge- 14 seconds
Acc- 75%
Range- 5 feet
End Cost- 13.5
Effects- Stun, Mag of 3
Duration of Effects- 9.54 seconds
Comment- Very Good power to have whether you'r PvP or PvE. And...YOU ARE GETTING THIS POWER AT LVL 10!! I mean, if you don't like to Blapp, get out of this guide now! Energy Manipulation is a Blapper's build, and there's no changing it. This power is #1 priority when 6 slotting, it is your most powerful attack until you get Blizzard/Total Focus. Slot this with 3 DMG, 1 Acc, 1 END, and 1 Recharge.

5.)Conserve Power
Recharge- 600 seconds
Cast Time- 1.17 seconds
End Cost- 7.8
Effects- EndReduction of 119.2% to all moves
Duration of Effects- 90 seconds
Comments- O DEAR GOD ALL PvE PLAYERS GET THIS POWER! This will save your END in big battles, allow you to attack sooner once blizzard is over, and it comes at lvl 16! But, you don't need it at lvl 16, there are better things to have then. I suggest get it in the 20's, after stamina for sure, and slot it with 3 recharge. Yes, even with Hasten...

6.)Stun
DMG- Minor
Recharge- 20 seconds
Acc- 75%
Range- 5 feet
End Cost- 10.2
Effects- Stun, Mag of 3
Duration of Effects- 11.9 seconds
Comments- Even though I've Never had this move, I can tell all PvE players right now that you WILL NOT NEED THIS POWER EVER. So, i honestly dont know how to slot this one. It's useless to us PvErs.

7.)Power Boost
Recharge- 60 seconds
Cast Time- 1.17 seconds
End Cost- 7.8
Effects- +Effectiveness of any Effect of Any power such as heals and buffs 119.2%
Duration of Effect- 15 seconds
Comments- Now personally, I really like this power, in the combo chain i always use for big battles/blizzard useage is always Conserve Power, Power Boost, Build Up, Aim, then Blizzard or attacks. This combo will make you so powerful you wont even believe it. I Never get tired of seeing an entire group of atleast 10 or so people die off in a matter of seconds. Slot this with only 1 recharge, and it will always pop up before your 3 slotted for recharge build up and aim.

8.)Boost Range
Recharge- 60 seconds
Cast Time- 1.17 seconds
End Cost- 13
Effect- +Range 59.6%
Duration of Effects- 30 seconds
Comments- Never had this power, never will. Never had a use for this power, never will. I will never get this power. But if you do, my best guess would be 2 recharge.

9.)Total Focus
DMG- Extreeme
Recharge- 20 seconds
Acc- 90%
Range- 5 Feet
End Cost- 18.5
Effects- Stun, Mag of 4
Duration of Effects- 11.9 seconds
Comments- GET THIS POWER. Get this power at 38 and 6 Slot this by 40. Slot it for 3 DMG, 1 Acc, 1 END, and 1 Recharge.

[u]Third Power Pools[u]

Now I'm not gonna tell you what exactly to get, just some strong reccomendations on what NOT TO GET and what you probably should get.


1.)Flight- A good travel pool, especially good for laggers. Not to fast though. Air Superiority is always a good attack for the early game with some soft control to it. (KnocKDown)


2.)Fitness- This Is a Must have for any sane person, Stamina is a must. If your looking for a challenge with your end or your just crazy, go and skip this completely.


3.)Fighting- Just don't do it, blasters get just about the WORST protection from it, and your end is bad enough without it.


4.)Leadership- Same as Fighting, low bounus, too much end.


5.)Medicine- I wouldn't blame you if you got this set, i had it at one point too. Its good to save you from dieing in the middle of a battle. But then again, if you spend your time spamming heal other on the Tank because no Defender would join your team...your not doing your job and I wouldnt blame the defs for not joining you.


6.)Speed- Some people swear by hasten, but even though i have it now, i diddnt have it at one point and did great without it. Buts its always nice to have some extra recharge


7.)Leaping- A Very good Travel power and the only mez resist toggle your ever going to be able to get. But, you dont HALF to get it, i dont have it.


8.)Stealth- I never really found a great need for it, and the def isnt all that great, it goes good with super speed or super jump, and for filling spots i dont know why you would have open.


9.)Teleportation- I would only get this for personal preference, or to go with your characters theme, but I have recall friend, and its nice to have when your doing AV missions and you sk is afraid to fly across the canyon to the AV alone because hes just too slow. Or, just use it to get your team to the end of missions your ghosting.

[u]Epic Power Sets[u]

Now Ive only had elec mastery and Ice Mastery, so im gonna tell you what i've heard about the others.


1.) Force Mastery-Great for PvP, eh for PvE

2.) Fire Mastery- Bonfire is great for Rikti Raids, and char is a nice hold. Fire sheild is a good def, and a Rez is always a good thing.

3.) Munitions Mastery- Great DMG, ok def. Nice Holds

4.) Electric Mastery- Never Fell in Love with it, but its hold is nice and the cone was a good replacement for the Frost Breath i never got into my build. Sheild is good def, i haven't heard many good things about EM Pulse though.

5.) Cold Mastery- I love Flash Freeze, 6 slot it with 3 hold, 2 acc, and 1 recharge and with your amazing ST Madness you can kill the entire group basically without a scratch on you. Snow Storm is meh...the Sheild is very nice, and Hibernate has saved my butt many times when ive gotten in over my head, i love how it holds aggro for a bit so when i hibernate there still going after me while my team catches up and saves me. Hibernate lasts 30 seconds and makes you invulnerable... basically its a super rest.

I have 2 builds, one without special IOs, but with Oridinary IOs because they give better bounuses than SOs, and one with the Special IOs. Now Keep In mind that these are the builds that worked best for me and my playstyle, so feel free to switch some things up with power choices if you want...

Very nice guide. However, I'm curious as to why you don't recommend Ice Storm. I have an Ice/Traps Corruptor with Ice Storm slotted up and I get a lot of use out of it (of course, Caltrops keeps the enemy slowed down). Is this the problem with Ice Storm for Blasters--no way to keep the crowd in one place?

Well you had an Ice/Traps Corr. and yes, Ice Storm does't do much for slowing when the only other thing you have is your blasts because what happens is that the mob likes to freak out and run away, which...When you have Ice/Energy, which basically is all ST attacks, isn't very good. I would say that Ice Storm is nice to have with Blizzard, because in that case you should have CP,PB,BU, and Aim to boost the slow and the stacked effect.
In that reguard, yea go ahead and get it, which is why i originally got it in the first place. But, any other time its just sitting there in your power bar useless because if your attacking a group without a team, the mob will try and run away if there not attacking you and with your ST attacks, youll have to run all over the place.
I see why you got it because you have something other than your blasts/blizzard to stack. But, Ice/Energy doesnt have that stacking that you get with traps.

Speaking as someone who has had an Ice/Eng since Jan/Feb-ish of 2005 (and writer of two Ice/Eng guides ), I need to comment on a few things.

Boost Range does have a decent enough use. Pulling the AVs in the final mission of the States TF. I recently did one where I was the only Blaster on the team. A hit of BR + Ice Blast and I was able to successfully pull the AVs apart for easy mop up. A combination of BR + one Dmg/Range Hami and I was getting close to sniper range.

Synergistically/rp-wise, Electrical Mastery goes quite well with the Energy secondary.

I really like EM Pulse. It addition to the disorient component, which lasts quite a while with 3 Disorient Durations, it does quite good Endurance drain on the baddies.

The shield does less resist for smashing/lethal, but it gives decent resist for Energy damage. More than worth the tradeoff in my opinion.

The hold is quick firing and pairs well with Freeze Ray.

I took Stealth and love it. One of the great things about Ice/Eng is that you do end up with some extra slots to throw around. Given that Conserve Power/Power Boost/Boost Range/BU/Aim all are good with 3 Recharges, you can spare a couple extra slots to throw into Stealth for +Def.

Granted, that Def gets halved when you attack, it is still more than you would get normally and the end cost isn't that bad for what you get.

The best part though, is that while not total invis, you can zip around mobs without them noticing. I would consider Stealth a must have for a Blaster. To each their own though.

Lvls 10-15
If you stayed in KR, you should be heading over to Steel Canyon for Some Radio Missions or Contact Missions, Skyway Contacts are also given around this lvl, so those missions are fine as well... OR, if you went to the hollows, you can stay there for a while doing your contact missions, or if your bored of FrostFire or something, go to Steel.

Lvls 15-22ish
Definately go to Faultline at least once. Great Story Arcs for lvls 15/16-22ish

Lvls 22ish-26
This is the point in the game where you have serveral places you can go. Independence Port, Talos Island, and Stirga Isle are you main destinations. Croatoa comes in late 20s, i think around 26.

Lvls 26-30
Croatoa, Katie TF, or More Talos, Stirga I dont know, ive never stayed there too long. But the story arc gets you the wedding band which is some nice def. I believe Dark Astoria is around this lvl, or was it 22-26?

Lvls 30-35
Brickstown and Founders Falls. This is, i think, the harest part of the hero carrer.

Lvls 35-41 (Maybe Even Through 50)

Rikti War Zone or Brickstown and Founders Falls.

Lvls 41-50
Pergrine Island or Rikti War Zone.

Very good in general, I have a few differing opinions:

I did not like Frost Breath and respec'd out of it. The problem is placing. I want to open a fight with a freeze ray or some big attacks to take someone out - which means melee for my /nrg. Frost Breath requires you to be on the side of a cone and is slow. Just did not work with the blapper style.

Ice Storm - not used for most solo play, but the fear effect I find handy pre-blizzard. If I run into a group of 5 foes, drop the ice storm and they scatter. Pick off them off in bite sized pieces. I never use it on a normal group of 3. Also very easy to use in teams. And worth dropping before Blizzard since Blizzard is going to drain all your End anyway.

Power Thrust - interesting that you comment on freeze ray being your only defense and then reject power thrust which is a great defense with its knockback. Do not slot it for damage, but definitely take advantage of the knockback.

Total Focus - I almost never use it solo. It just takes so long to activate a boss will eat me alive before it goes off. I do use it in teams when the bosses aren't focused on me and I have a bit more time. I don't know that I'd take it again.

See...that's your problem right there with TF. You don't use it as an opener on a boss, but rather after he's Held.

As Ice/*, you've got access to a minimum of two holds (and potentially a third hold with the Epics), Freeze Ray and Bitter Freeze Ray. Open with BFR on a Boss, hit him with FR, and then he's no longer a problem. Bonesmash another in the mob group (for a good chance at a disorient), rehit the boss with FR (to maintain the hold), TF another in the group.

Usually I just joust the boss with TF and by the time the mobs react I'll already be out of harms way and the Boss stunned. Then I can proceed to dissect the spawn. The only cost to me is having to run back to the spawn but with combat jumping+hurdle+Super Speed it's not a big drawback.

If I don't have TF yet I have several options against bosses, stack holds on it while kiting it or start off with a power thrust and unload as much damage as I can while it's knocked down. Alternatively stacking a few ice blasts on the boss will slow it's movement and recharge down enough so you can continue kiting it without too much retaliation.

Why all the hate for power thrust? It is a great opening move...you can powerthrust a target and while the power is animating quickly que up power punch..or other heavy close range hitting power..the villian takes a ride the other power activates..bam double tap..now the villian is far away and you unload the defiance building chain on him and another nasty hit on another with a defiance built up attack

How in the world do you copy this into 1.6 hero designer? I copy and paste almost every selection I can think of and it gives me errors! Can anyone PLEASE PM me the section I should copy? I'm afraid I'll mess it up if you just give me directions.

You won't be able to get any of the builds posted here to import into I16 Mids'. They're all from older versions, and the first two builds were broken in the forum change. The last one won't import correctly because the database in Mids' has been changed significantly.

You'll have to rebuild them by looking at the post, and then following the power pick and slot placement order.

The 4th slot in Stamina isn't doing much due to ED. I stuck it in Health instead. No need for Endurance Reduction in Super Speed. With the way I have it slotted, Super Speed, Swift, and Sprint will cap you for Run Speed.
