Will characters under level 35 be able to enjoy this content or do we have to run for stores when the aliens attack Atlas?
All characters will be able to enjoy the zone invasions, from Atlas Park to Grandville. The invading Rikti work like Giant Monsters, so you should be able to contribute no matter what your level.
The RWZ and Vanguard missions are for 35+.
Rikti invade in several low level areas, like Atlas and Kings Row, Mercy and Port Oakes. Fight 'em if you want to!
The Rikti invading forces con to whatever level you are. So everyone can enjoy the fight!
Any word on when the actual invasion will begin? I would imagine it would be later tonight some time...

Yes the invading Rikti use the giant monster code so they adjust to whomever is fighting them. This means that even a low level character has a chance to contribute and participate in a fight.
Additionally during an invasion debt is turned off in the zone so even if you die repeatedly you will not have to suffer debt for it.

Using the same code as giant monsters, all rikti con as minions/lts/bosses/elites of your level.
