What do people think about this one? While it's definitely wrong for the Controller Epic power to have the same recharge as the Dominator secondary, I don't think it's a good justification that there's an issue with Power Boost. In fact, both powers should probably be changed to sort out that discrepancy.
However, I do feel that the recharge of Power Boost is too long. It's a staple self-buff power like Aim and Build Up, which both have 90 second recharges. What's more, it's typically used with the like of Flashfire and Wormhole, which typically have a 90 second recharge.

I don't have a problem with this, because power boost boosts a lot of things, while aim is just damage and accuracy, and fiery embrace is just damage. Another reason that I don't have a problem with powerboost is because of the duration. Power boost last 15 seconds compared to Aim's 10s, fiery embrace last 30s, but has a recharge of 180s.
as you talk about PB duration, i personnally find that aim duration from thorny assault should ba looked at.
thorny assault have long animation i find 10 s being very frustrating.
even if you use it to try to hold something with defense you can't hope stacking two hold ou you play a long animated hold like gravity's one.
only me feel it shouldbe loocked at?

I think its just fine, I like to look at the good damage buff portion of it. It can allow you to get out 2 good shots after an AoE hold. (I do domination then aim then vines or seeds of confusion then fling thorns then thorn burst and they all get the damage/accuracy boost. Then the mobs are left with no defense whatsoever.

Every PBAoE in a control set (Doms or Trollers) is on the Ranged damage scale. Including the non-damaging ones like Flash, Glacier, Salt Crystals. Cinders is the only other damaging one I know of. This appears to me to be by design.
Note however, this is not the case for Blaster secondaries, and thus the Blaster Hot Feet is on their melee damage scale (although it doesn't make a difference for them).
Well, except Frozen Aura. Which only has a 10' radius and is also Ranged on Tanks.
Various Corruptor secondary PBAoEs are also Ranged...but not all of them...
the whole thing is a bit odd.

for the redraw, how is it that no icy assault sword power cause pause, redraw or cut in the mouvement?
is it a different coding? why not "code" thorny assault the same then? (i'm not a devellopper or even an informaticien so the word "code" may not be the better. but it's the idea)

I thought thorny got toxic DoT for long animations and the defense debuffs. I don't mind the animations personally nor the damage. Aim is a very nice damage buff that is up often. Just use aim then control then fling thorns then thorn burst and you'll hit everything for the rest of the fight even if they are purples. Now energy doesn't get enough for its animation times...I think all the ranged attacks should have a boost in damage (I don't have the 2 melee ones so no comment).

The animation time of Impale was discussed long in the past, and consensus wasn't reached. It's an awesome power, so the activation time makes sense in a way. Reading some of the discussion about redraw animations, I don't want to go anywhere near that until things are resolved. Specifically, the devs say that redraw in no way penalizes the set, it has no effect on overall activation time. The long animation times of the attacks don't negatively affect the overall DPS of /Thorny, so that's not a valid justification either. I think in summary that from a damage perspective Thorny is fine, it's just that the animations mean the set won't appeal to everyone.

You've skipped your most damaging attacks, of course you feel that your damage is weak. Take the melee attacks and use them, then reconsider your stance on the ranged attacks.

I never said I thought my damage was weak, I just wanted a buff. With the good controls I have plenty of time to kill my foes even if I only could use my holds.
impal i a wonderfull power when on a meleer as it give them ranged damage, high damage, a mezz(immobilise) and a -fly.
the animation is fine as the ratio damage/security is ok.
a dom version have 2 times less damage for a immo -fly you can have on a ST root. and a dom has less security in using it (less life, no heal, res or defense)
if the damage were the same i could understand .in the same way of total focus: big damage = big activation time (but even for TF the ration damage/lengh is insanely bad). but it's not the case.
it's the smae problem when you compare thornburst to ice sword circle.
anyway nobody can tell me why ice swords do not bother with redraw?
Hmm, I don't think you can compare it to other ATs like that. Other ATs are supposed to do more damage in general. As for the single target immobilize, it does not do nearly the same amount. Impale is vastly greater than any of the single target immobs.
i don't agree on that. i prefer a ST hold like grav/ or ice/ for the slow.
i don't compare the AT i compare the way a same power was balanced in fonction of the specificity of an AT.
they copied a power and lowered it's defense but they did not adapted it to the dominator archetype.

i think it's a too hard punition for those who did not take it. i don't see why only those who took ice or energie assault should be rewarded.
it boost the slow, AoE hold become interesting (even unslotted it last longer than a non powerboosted but boosted AoE hold), make vengence a godly power, and aidself a reliable heal (i will stop here the list)
only /psi with drain psyche good a similary very strong tool but honneslty i find the gap between PB and FE/aim being too vast.
must admit i do not see how that would be fixed

I think it depends on what you want. I find aim to be quite good. And I don't just through out controls on my grav/nrg so its really only boosting one thing (ok, I enjoy the +flight spd too, but I already have hover 2 slotted). It doesn't boost my attacks at all which is what I usually use to follow up with. And I love aim on my /thorns it allows me to easily hit purples even with my horrible slotting (respeced recently) and it gives nice damage. It recharges faster than PB also I believe, so I can use it on nearly every group (the melting mob strategy with aim, SoC, fling thorns, and thorn burst). I find drain psyche to actually be one of the worst IMO (though it still rocks, no stamina!). I think you are underestimating the +damage and +accuracy. I can have about 10 dark blasts on me, pop aim and still manage not to miss.

Yeah, I can't think of a reason, since its a risk vs. reward thing. I see why blasters have it, because sometimes they can't choose if they want to be in melee or not while we can (immobs).

This is a point where I go against what seems to be the majority opinion. I don't think Power Boost is really that great. It's really good for Flashfire, but doesn't help out the other primaries that much, Seeds of Confusion already has a long enough duration, so does Wormhole, it doesn't benefit Ice Slick, and Mind Control has plenty of options available. It's got some other nice uses, such as Aid Self, but I don't find it to be the paradigm shifting power the way some do. Definitely comparable to Fiery Embrace.
Of course if many people feel strongly that it's a problem, I'll put it in the list.
As for fixing it, a while back Czar Bal (I think) was campaigning to get Power Buildup into all of the secondaries, or at least to replace Aim and Power Boost.

thing are power boost plus tactics = a little aim.
the + damage component is not that interesting. our damage cap is not high enough and when buffed aim become basically a plus acc only.
the thing is youhave lot of way to boost you acc or your tohit (IO, yellow, buff) but you can't have another way to get a powerboost effect.
(for exemple:
GDF with aim slotted for rech and hold.(3 hold,3 rech)
acc: 113.9%(60) / rech: 120,6 / hold duration: 23.7
with PB(3 rech, 2 acc, 1 hold)
acc: 110%(60) / rech: 120.6 / hold duration: 34.7
sadly my builder don't see the number a PB+tactic gives but i assume we can't get rid of on acc too have: 3 rech, 1acc, 2hold
which would put the hold duration to 41 sec.
the acc become more or less the same. it means that if you take hasten to get rid of some rech enhancement ; both will be able to raise their acc but only a /ice or /energie dom will be able to raise the lengh.
another exemple
total focus stun duration with PB = 37.1 sec
ST hold slotted with 3 hold (without PB) = 35.6
after having played with powerboosted vengence, powerboosted slows, powerboosted AoE hold powerboosted buff, it's very incapaciting to play without.
maybe FE is fine as the boost in damage is longer but it encounter the same issues when buffed.
You forgot to add in the recharges. Aim has 90/120 or 3/4 of the recharge of power boost so its available more often. And fiery embrace last 2x as long as powerboost but doesn't have the same recharge. And what about primaries/secondaries without effects that are boosted by powerboost (excluding the hold aspect) like plant/?
what exactly is not powerboostable in plant?(exept spirit three maybe)
even the set that benefit the least of domination (ice control) got it's tool boosted by powerboost(shiver for exemple)

Plant doesn't have secondary effects. There is only 1 portion of plant improved, which is the control durations. Neither does a lot of primaries. Grav/ and its slows do benefit nicely.
Imho, Plant is the best Dominator Set. I just can't get over the Plant Theme so I only took one to 10.
In my limited experience nothing is lacking from Plant. It has all the requisite Hard Control, some Damage, but more importantly some serious Soft Control including a Mass Confuse up regularly and a damaging/aggro drawing Tier 8 power. Enough Soft Control to make up for the lack of a Buff/Debuffing Secondary that Controllers have and enough to make up for the lack of Debuffing Secondary Effects in the set itself.
It makes sense to me that it was introduced new with Doms and is likely more balanced around the AT than the sets copied from controllers.

I find that to be 100% true. Other primaries work, just not as well for dominators in normal PvE (I guess mind/ does too). And some sets are obviously made for controllers due to the attacks in the primaries.
One last thing before I can finally update this list: PvP. I feel that what's currently there is woefully out-of-date, probably because it pre-dates the increased Domination gain in PvP.

Whirling hands and ice sword circle are PBAoEs and are on the melee scale. Sounds like an issue to me.

As explained above, both those have a much shorter range than Hot Feet - Whirling Hands is 8 feet, ISC is 10 feet (while Hot Feet is 20 feet). Same reason PSW is ranged scale too (25 feet range). Not an issue.
