Smoke Grenade: Need ACC for PVE?
Anywho, I jumped back into game and I did kinda notice something.
The -perc effect is shown by the smoke on the mob, but you have to either have good eyes or get close to see if you get the -acc effect, shown by the circleing crosshairs.
So I guess I have to go back to my 2ACC/3AccDebuff plan.
Just wish I knew what the "%" the debuff was. I mean if the difference between 1 AccDebuff and 3 AccDebuff (with SOs) is only like 5-10%, then im not sure its worth it.
Unless Castle changed it the debuff is statistically insignificant

Smoke Grenade's acc debuff is aproximately 3.5%. To hit debuff SO's are 20%, with the third dropping off at 15%. The difference between 2 SO's and 3 SO's is bearly half a percent. I plan to just slot 2 debuff into it now should I have extra slots.
Dam the last patches. There is now too many good powers in AR/DEV; I want everything in AR, everything in Devices to Cloak, and full Fitness + Leaping before Munitions. I want 21 powers out of 20 possible choices. It's a very tough decision.

Apparently, I forgot to write up a patch note on this...mea culpa.
The -Perception portion of Smoke Grenade for Devices is now auto-hit in PVE. The To Hit Debuff and PvP segments of the power still require a 'To Hit' check.

Smoke Grenade thrusts a hand up out of the Terrible Powers graveyard dirt...slowly, ever so slowly it pulls itself out. A shadow of its former self, SG brushes off the nerf dirt looks around for its longtime friend, Cloaking Device. Bidding a farewell to its friends Team Teleport and Group Fly, SG soon discovers that CD has not fared well since they last saw each other. He finds CD in the Home for Barely Usable Powers. Together they look at pictures of when they actually helped Heroes in Paragon.
SG: "CD! I hardly recognize you. How've you been?"
CD: "SG? Is that you? They told me you were dead."
SG: "Pretty near. I'm still not up to Smoke, my twin sister. And my DeBuff doesn't rise above statistical noise. I don't take Range enhancements either. But I got an infusion of PvE perception auto-hit, and I thought I'd look you up."
CD: "You still look like crap."
SG: "So do you. Still hanging out with Super Speed I see. How's that working out in the 40+ game?"
CD: "About as well as you might expect. Bite me."
SG: "Well, want to see how we do against some Green-cons?"
CD: "Sure, why not?"
The two old comrades venture into Paragon again. The testing begins.....

Is there some way that the enhancement screen could indicate whether a to-hit check is required in PvE or in PvP only?
There are now several powers in the game that do this and can be slotted by players for accuracy whether or not they need it. It's confusing.

I dunno....I tried Smoke Grenade on live and it is certainly auto-hitting. While I do appreciate the change, I don't see any evidence of the change in Cloaking Device Castle is talking about. I've been searching the Dev Digest and the patch notes for more information, but I've yet to find it. Perhaps we could get a follow up post by our beloved _Castle_ and he could elaborate.
(edited by me) I just checked it out on live and am glad to announce that while Smoke Grenade does suppress the stealth of Cloaking Device right when you use it, once the animation is over, you can run in with CD on and you are unseen. I tested out throwing SG in view of a group, they saw me. But if I threw it from out of their aggro range (with CD on) and immediately ran in, they didn't see me. BEAUTIFUL! Thank you, Devs! That change, coupled with the fact that now SG's -perception is auto hit and Taser is a ranged stun makes /Devices a great set in my opinion. Now if they could re-do that +damage to Cloaking Device...

I commented to a friend Monday night that I was pritty certain there had been tweaks to smoke grenade & cloaking device. It made for a very enjoyable evening of play!
It's slightly off-topic, but I would really appreciate an answer:
Does Flash Arrow work the same way? That is to say, does it auto-hit with -perception but not with the toHit debuffs? I'm about to respec my archer def and would really like to know if I can go w/o acc enhs w/o affecting my chance to hit with the debuffage.

Did this change set it up like Superior Invisibility so that it has partial Stealth when supressed?
