Phantastik's Guide to the PvP Empath (I8)
Great guide I would add some of my input if you like.
Healing Aura is end heavy as is Heal Other - both are up relativly fast and once you can get goligexp in them it's all good but till then I slot an endrdx in each. For heal other I also slot 2 ranges - the farther away you can spam buffs the better you chances to survive. Same goes for Absorb Pain I use 3xheal 3x range for the clutch saves. Clear mind - 3xrange,1xendrdx,1x recharge. The recharge time on cm is 4 seconds - with the anim and one recharge you are basically casting as fast as it is available...again range being key here. A drive by CM keeps you out of melee/nuke/blast range. As the others say once you get membranes in fort your good on the def versus 2hit question...but Phant is right - slot for def first.
epics I have two builds - one is ice mastery for the hibernate - absorb pain leaves you so open to spikes it's deadly..but in the heat of battle sometimes you need to spam a couple. At RV level - you can spam two or three hit hibernate and wait it out safely. You get a good +dmg resist with Frozen armor and a good atk (ICE BLAST) but better is ice storm - an aoe slow for a good a clutch get away.
the other choice is primal forces and there is one reason only to take this. Powerboost. 186% increase on your heals, end mods - woot..suddenly Absorb pain heals for 2000+ your heal other is doing AP like heals and Healing Aura is like a tier 3 greenie! Powerboosted Adreneline boost is insane. You get conserve power too but..with an RA up and good slotting your not running out of end. You get Temp Inv but the resistance is crap.. the choice is up to you IMHO..Powerboost is awesome and if you are the master of evasion? or have a good blaster heavy team who can protect you?? take it. Otherwise take Ice. Hibernate + Phase Shift gives you two escape powers both that let you heal and take no dmg.
I have included my build I use - works awesome in sc/wb/rv and a good arena build if you are in an SG..didn't mean to thread jack Phant just wanted to add to your great post.

My newest design on my PVP empath utilizes KB Protection IOs, and the Leaping IOs to buff my jump, and drops leaping in favor of Speed, Fitness, Leadership and Concealment. With a stealth IO and stealth I'm pretty tough to see. Bouncing around like I do, with the stealth I now have, I get left alone more often
PM me if you want to check out the IO build.
Regarding part C5b: Assault:
It might be worthwhile to mention the Taunt/Placate resistance that Assault confers. According to City of Data, it's 75.688% from a level 50 Defender. As I do not PvP much, I cannot attest to the accuracy of this data or to the desirability of Taunt and Placate resistance, but I felt it deserved attention.
Kilia Zyr - 50 Empathy/Energy Defender (Master of Statesman's Task Force)
Howard Meeks - 50 Warshade (Master of Statesman's Task Force)
Carson Mane - 50 Ice/Kin Controller
Coercion - 40 Thugs/Poison Mastermind
"Her Imperial Majesty's Champion Huntsman of Justice"
Yes IOs in general throw a huge twist in all of this (well, all pre-I10 guides).
More is always better though, so certainly any slotting that improves the benefits conferred by Leadership toggles is a good thing. It would be more of a factor in arena PvP, since in zones teams tend to spread out enough that Leadership toggles aren't always affecting teammates.
This guide is a great read.

Thanks!
This is a great guide and I respec'd my lvl 39 into this build and used it for the first time last night. It works, so I can endorse it completly.

Hey, thanks
I may regret it on my corr in Justice though
This was pretty good but there were a few things that bugged me.
1) The biggest thing and one that could easily pass as a truth was the information on PBU. First off PBU has a pretty long recharge timer. It's not nearly as up as often as build up is. Also PBU has absolutely no effect on AB.
2)Leadership is fine for taking veng. But don't expect to be in range of your teammates for anything real useful even in the arena. Its not reliable or good enough to really take for anything other than veng.
I was linking this guide for someone and noticed the question at the end.
No one takes whirlwind. You don't want it at all.
You really, really need the speed pool. Hasten is godly for getting RAs back at a decent rate. Even without that, you really want superspeed for sirens because otherwise you're screwed when the other side has webnades.
SS will add to your survivability and movement a lot. I'd push off phase and use the temp warburg one in Sirens. 90 minutes is a lot of phase shift, and as you get better you'll need it less. Hasten and SS are better to have early.
Since you have res in there, I'd push that back first. If you don't feel comfortable with that, push phase shift and ginvis to post sirens levels while keeping stealth.
