True, unless you fly at ground level, which is probably slower than your RunSpeed options. (And defeats the point of flying.)
In this build, I would consider Flight to be used for non-combat movement. Essentially only for getting from one door mission to the next. It's an option, just not my preference.
I'd suggest Combat Jumping/SuperJump with one slot each. They are great powers right out of the box and need no slotting in order to be good.
Hasten/SuperSpeed may be okay powers, but the terrain in CoV seems a bit unfriendly to flat-land travelers.
The OP makes some good points about travel powers in the first post.

Absolutely true, but I wouldn't consider Hover to be worthless. It has it's uses.
But I will conceed that Air Superiority rocks!
It's a hand-to-hand attack (where a Brute will be anyway), it does good damage, and it takes away an enemy's ability to fly (and does Knockdown as well). Added to ThunderStrike, Lightning Rod and ThunderClap, you have quite a bit of soft control...while doing damage!
What's not to love?

I wouldn't bother posting the 1.2 guide with Issue 9 right around the corner. I9 is going to make more guides obsolete than even Enhancement Diversification did.
technically, yes. However, when dealing with single aspect IOs, the concept is essentially the same, and I intend to have some IO advice in the guide. Basic information on useful IO sets will be included (my 1.2 should hit within a week after I9, 1.3 about a month-two after, or so the plan goes). After testing more thoroughly with IOs, I intend to have a 1.3 that incorporates advice as you advance through various level ranges, both for players without a funding source and those who can get lots of infamy.

Alright, a bit of a teaser for v1.2/1.3. Here's my current build that I enjoy most, and I'll include a Stamina version when the update comes. Note that HeroBuilder and similar programs aren't working for me at the time of this posting, but rather than waiting for the problem to be fixed, I figured I'd post this proto version. Note that levels slots were added is not included (this will change once the builder starts playing nice with my comp again). Just remember that I spread slots around pretty evenly...the 6th slot in the attacks didn't come until around level 42. Also, this is how it looks on my Enhancement screen, NOT the order I slotted things into the powers. Endurance came first for toggles (more important to have up than have enhanced), and Accuracy came first for attacks, followed by damage. Aid Self had the two extra slots immediately and then 3 more pre-40, in the order of Heal, Inter, Inter, Heal, Rch, Rch.

I actually plan on putting the final bit of that together this weekend, but we'll see how it goes. Part of the concern is the practicality of the build. When you're min/maxing, it's great to just cherry pick the best sets and go with it, but practical influence and availability on the market limit things like slotting the Heal uniques.
So I'm finishing the theoretical build [it's a Stamina build], and then going to go into how to make do with the "poor man's" sets until you can upgrade

Sure, feel free! I've got the theoretically build complete [I really am working on this update, I swears, fellas], and am finishing up the section about pre-ideal slotting.
Ok.. Nemo.. so we both know Elec's are favored for PvE.. and we know AoE attacks own the PvE game.. so I tried my best to work around all of the AoE attacks an Elec/Elec/Mu offers..

These two guys summed up everything I was going to say. One thing to remember is that sleep duration is essentially a useless enhancement for any power you have!
