Notes/Updates:
1. As per a singular request, the unlockable contacts now have the zone they are in listed in the Unlockable Contact List at the bottom.
2. Some level ranges (15-20, 35-40) look like they're incomplete, because most of the contacts in those ranges don't refer you to anyone. Those ranges are complete, those contacts simply don't refer you to anyone.
3. Lorenz Ansaldo gives 2 badge missions, making a total of 3 for the 20-25 range. That's not a typo, that's just the way it is. This also means that 15-20 only has the one badge mission from Willy Wheeler.
4. The 3 "dashed" contacts listed under the zone brokers are the 3 contacts you can get after doing Paper Missions+Mayhem in that level range.
5. As of the time of this posting/writing, Regent Korol is bugged and is not introducing Mage-Hunter Zukhara like she's supposed to. To get this contact (and her badge mission) do Terrence Dobbs' missions and get Dr. Forrester as a contact. After a mission or two, Forrester will introduce Mage-Hunter Zukhara.

Kalinda and Burke's mission are open from level 1-10, I tested taht this weekend by levelling to 7, 10, 11 outside of their missions and checkign if new missions were still available.
Likewise, Creed and Mongoose's missions are definitely available at level 4, so I am assuming they are level 1-10 also, but I haven't gone to the trouble of going through the initial contacts for 0 xp to see if they will offer missions at anything below 4.

1. The Pirate badge, needed to unlock Veluta Lunata, has had it's requirements reduced from 50 to 10, as per the patch notes.
2. Changed the level ranges on a couple contacts. Burke the Mercenary and Kalinda the Fortunata are actually available from 1-10 (thanks RedTomax! I love your site!). Similarly, it appears that Mongoose/Dr. Creed (who give missions at level 4) are also in the 1-10 range, so those 4 have their own category now. I have also been informed that Number 204 is actually a 40-50 contact, as people have gotten Venomous past 45 and 204 still opens up to them.

I'd knock those numbers down a tic to be accurate if I were you. Level 10-15 Contacts are actually Level 10-14 Contacts (5 complete levels). Although if in a Story Arc you will find yourself able to get missions from them into 'any' level to complete said arc. They will finish at the level before the next group of contacts is available. I have tested this throughout CoV inadvertantly by doing all the contact arcs and missions. Of course, Level 45+ Contacts are a special breed, and will continue to give you missions into level 50.
It is a small point, but has left many Villains wondering why they didnt get a badge mission when the contact is a Level 20-25 and they just dinged 25 without getting the badge mission, and the contact wont speak to them anymore. Now, if you are counting the first tier contacts in any zone saying they dont have anything for you but to come back at say Level 35, this does not invalidate the information. That contact cannot give you the next tier at Level 34 because you cannot get missions from the Second Tier contact at 34, only at 35. Just as proof, search for posts by villains wondering why they cannot get Veluta Lunata to give them missions when they finally got the Pirate Badge at level 15 (ie; they outleveled her as a Level 10-14 Unlockable Contact).
Sorry, for the long-windedness of this, but just wanted to make sure I was absolutely clear on the particulars. Other than that it is an excellent framework for people to work off of when leveling.
Whups, missed your 'Point 6' there. Do not think that 'only' a particular First Tier Contact will give you a particular Second Tier Contact (vis a vis Regent Korol/Mage-Hunter Zukhara). They are variable, and it is not a bug. Do another First Tier Grandville Contact and you will most likely find them referring you to the Mage-Hunter. This is not as noticeable in the pre-Grandville levels due to the number of First Tier Contacts available there, but I have noted it as low as Cap Au Diable with a different First Tier giving me a Second Tier Contact while my wife's toon got it from the usual First Tier. While I dearly love Red's work, and completeness; concerning this he is in error. I am sure it is through no fault of his own, but just the vagaries of the variable which may indeed have been added in a patch 'after' Red first put his information down.

- Mercy Island contacts' missions level range has been narrowed down to levels 1-8
- In Port Oakes, Billie Heck appears to be level 6-10, not 5-10.
- Cap au Diable: Krylov and Percey are set at 10-14, but Peter Themari will offer missions at level 15.

I don't know how you figure Billie Heck is 6-10, you can get him at level 5, and are able to do his missions at 5. Just tested this and concluded this is incorrect.

I wanted to verify Red Tomax's post.
Dr. Shelly Percey would not give me the badge mission when I made lvl 15.
I started her at 13th. I finished her arc (the Midas 'cure' one) at 14th. I did another single misison (steal the antidote) durring that I made 15th. She passed me on to Brass without giving the Mask Maker mission.
ALL contact will allow you to complete their story arc at ANY level once you start it.
One gets a referral to Seer Marino by anyone, not just Willy Wheeler. Brass and Roller have referred me to her in the last two weeks. She is like the PvP zone liaisons. Once your character is in the level range (after making lvl 15) you will get sent to the PvP zone liaisons and Seer Marino by any contact that would have given you a new, non-story arc mission.
The dashed "-" contacts are not the only ones available form a broker. Here again it depends on your level after you have completed the Mayhem mission. I did a Mayhem at lvl 19. I was given the choice of Golden Roller or Willy Wheeler. I chose Wheeler and was able to get the Paragon of Vice badge mission before I made 20th. Notes:
1. Some level ranges (15-20, 35-40) look like they're incomplete, because most of the contacts in those ranges don't refer you to anyone. Those ranges are complete, those contacts simply don't refer you to anyone.
2. Lorenz Ansaldo gives 2 badge missions, making a total of 3 for the 20-25 range. That's not a typo, that's just the way it is. This also means that 15-20 only has the one badge mission from Willy Wheeler.
3. The 3 "dashed" contacts listed under the zone brokers are the 3 contacts you can get after doing Paper Missions+Mayhem in that level range.
4. As of the time of this posting/writing, Regent Korol is bugged and is not introducing Mage-Hunter Zukhara like she's supposed to. To get this contact (and her badge mission) do Terrence Dobbs' missions and get Dr. Forrester as a contact. After a mission or two, Forrester will introduce Mage-Hunter Zukhara.
