Now count in that Hasten is only up 2/3rd of the time, your overall DPS drops to 6,19 BI/s (Edit: Calculated with the resulting attack chain and some gaps). Quickness is not required for this.

This one, well, this is an extremely hypothetical attack chain. 7 targets huddled around the AV you're pounding on, in Soul Drain reach? Maybe on an 8-man team, but the minions won't be around by the second recharge. It would be amazing while it lasted, but extremely hard to set up. What is the dps if you only hit something realistic, like 3 targets?
The DPS would drop to about 5,6 BI/s (6,2 BI/s while hasten is on). But I didn't count in the fact that you can still improve the attack chain by slotting 1 recharge in each attack. It takes some time calculating chains in a spreadsheet, but I can't find a better method right now.
Edit: If you only leech from the AV, you get a DPS of 5,35 BI/s with 1 rechg in every attack. So, if the fight takes longer and there is only one victim to leech from, claws looks better.

So what do you do for when Hasten drops?
Believe it or not you can do slightly more damage without Hasten, though your KD ratio does suffer.

Granted its not much. But Claws is so good that you dont need Hasten, quite the opposite IMO.

My question to you is why do you feel you need all the recharges? Claws is a VERY fast recharging set, add to that the fact that you have both quickness and stamina and I'm thinking you can get by with no recharges in any attacks (save follow up). If I were you, I'd be focusing more on end than recharges. Sure claws is super cheap on end, but the 5 toggles you're running (especially Focused accuracy & Tough to a lesser extent) are going to be murder on your end use. I'd probably switch out all those recharges for end, and even think about double slotting some of your toggles with end...

I agree that the double-slotting recharge is not needed, and I'd argue that Hasten isn't either. With Quickness and a single recharge in Focus and Shockwave, (2 in Follow-Up would be fine) you should always have an attack up and ready to go. As a matter of fact, I'd drop Hasten altogether, I don't think a Claws/SR gets that much benefit from it.
And since you have Tough slotted, consider getting Weave too. Normally I don't think it's worth the end cost, but SR--if you can fit it in--really does benefit from the extra defense. I went the Aid Self route on my Claws/SR, which is also something to consider, unless you don't like it for RP reasons.
Oh, and I strongly recommend getting Shockwave ASAP; it's a good damage mitigation tool in itself.
The three standard SR toggles have a moderate end cost, so 1xEndRdx should be enough if you have your attacks slotted for EndRdx too. Tough and Weave, however, are costlier, and FA is a complete end hog. I'd recommend 2xEndRdx in the Fighting pool toggles and 3 in FA.

I agree that DM has great single target DPS. Heck, it's great even when using SM in the chain. Imagine if SM had decent DPS....
MA, Spines and DM all beat BS without breaking a sweat. I listed them in the order I thought (without looking too closely at them) they'd perform (best last).
(note: When I convert my values to BI, I get 5.5/sec for the Claws chain. That brings it closer to what you have for DM (which I haven't really looked closely at). Also, keep in mind that it is possible for Claws to get better DPS than what that chain gives)
