M.A.G.I. Artifact findings:
This crystal appears to house a djinn-like entity that calls itself a "Shadestorm." The entity's cooperation and communcation was instrumental in this report, as the entity was both communicative and helpful in explaining the origins of both the crystal and itself. Apperantly an Archmage named "Arixus" created a series of these crystals to form, bind, and subjugate the essence of an extraplanar race of beings called the Kyaris. Once bound to one of these "Shade crystals" the essence is re-formed and creates one of these "Shadestorms." During the last years of Arixus' life, the Kyaris' warriors managed to destroy many of the crystals. However, the ingenious architecture of the crystals themselves simply funneled the trapped essence into the nearest crystal upon destruction. To the entity's knowledge his is the last crystal. Like most djinn, Shadestorm is bound to the will of whomever has posession of its control object. Though this Shadestorm appears to prefer a bladed weapon, it assures me that this is not a feature indicative of its race. Most Shadestorms prefer their own natural weapons, but this one seems to have been weakened by forces unknown. It seems genuinely willing and even enthusiastic to carry out any task which I ask of it, including providing the information given forth in this report.
Shadestorm posesses the ability to shift slightly out of synch with the physical plane, in effect providing it a very effective camoflauge, and means of transportation. It also appears to have a limited ability to shift others, an effect it relates as having used to draw its enemies away from their reinforcements. Due to its connection to its crystal, Shadestorm seems quite resiliant to mental trickery. It appears to posess limited psychic ability, using this ability to cloud the minds of its opponents, or read them to know where the opponent will strike.
It is this office's hope that whomever came into posession of this artifact does not seek to use it for malicious purposes. We deem this entity highly dangerous to the unprepared.

Investigator's Report:
Jen Rossum is the daughter of the late Carl Rossum, a.k.a. Karel Rosumov, a Czech-born Soviet roboticist who defected to the United States with the aid of Miss Liberty and the Freedom Corps in 1982. Dr. Rossum worked as a researcher and instructor at the Steel Canyon campus of Paragon University, and was an active supporter of the city's technology-based superheroes throughout the '80s and '90s. He and his wife June, an American woman he married in 1985, had two children, John (born 1987) and Jennifer.
By all accounts, Jennifer Rossum was a genuine prodigy, taking an interest in Dr. Rossum's work at a very early age and becoming an unofficial lab assistant to her father by the time she started grade school. By the time of the Rikti War, she was a capable technologist in her own right. She and her father spent the war in a Freedom Corps secure bunker in Founders Falls, helping with repairs and upgrades to high-tech heroes' equipment and working with other researchers on attempts to decipher Rikti technologies. For these efforts, she was awarded the Distinguished Citizen Cross by Statesman at the end of the war - the youngest Paragon citizen ever so honored.
After the war, however, the Rossum family fell on hard times. In March 2004, Dr. Rossum was murdered, his lab at Paragon University ransacked, and the Universal Robot, a prototype security droid he was developing for the city, taken. It is believe that the perpetrators of this crime were members of the Sky Raiders. (The distinct resemblance between Rossum's Universal Robot and the Sky Raider Jump Bot makes it appear likely that the Jump Bot is a reverse-engineered production version of the UR.)
What happened subsequent to Dr. Rossum's death is unclear. Our best guess is that her father's murder unhinged Jennifer Rossum's mind. We know she built a lethal combat droid of her own, possibly by converting a previously constructed servant robot for combat. We also know that a group of Sky Raiders went to the Rossum home a few days after Dr. Rossum's death and were annihilated by said robot under the command of Jen Rossum. In the ensuing chaos, the Rossum house burned down, June Rossum was killed, and John Rossum disappeared. Evidence obtained in a subsequent investigation indicates that Jen Rossum lured the Sky Raiders to the house intending to ambush and kill them in revenge for her father's murder.
Rossum was arrested at the scene and charged with arson and murder in the deaths of the Sky Raiders whose remains were found in the wreckage of the house, as well as the negligent homicide of June Rossum. She was remanded to a juvenile detention facility to await trial. A month later she improvised a control device for her battle droid, which she called "No. 76", and with its aid escaped into the Paragon City underground. Once there, she adopted the costumed persona of "Gen. Rossum" and began a one-girl war against the Sky Raiders, the Paragon City Police Department, and anyone else who got in her way.
Rossum was recaptured in April of 2005 by the registered heroine Paradox Archer. She was tried as an adult both on the original charges and on others stemming from her escape and her subsequent activities. Upon her conviction, Judge Sebastian Cranston sentenced her to a 25-to-life stretch in Zigursky Penitentiary. Her first parole window would have been in 2017.
Zig records indicate that Rossum was a model prisoner. She was placed on Warden Sokolov's "trusty" list in late June and even allowed to work on one of the prison's Internet work-outreach programs (doing database work for an Internet dating company under strict supervision). She put her technical skills to good use, stayed out of trouble, and was well-regarded by prison staffers and her counselors, who reported that she was making good progress managing her anger.
All that was apparently a front for an audacious escape plan, however. On October 29, 2005, forces of the international terrorist organization known as Arachnos attacked Zigursky Penitentiary and freed a number of inmates. Among those released was Gen. Rossum, who was seen by several guards receiving her distinctive weapon and costume from an Arachnos trooper. She and the Arachnos personnel shot their way out of the prison and escaped aboard a vectored-thrust aircraft standing by to evacuate them. At around the same time, another Arachnos strike force stole her battle droid, No. 76, and control equipment from the Paragon Police evidence storage facility in Kings Row.
Two days later, Rossum and No. 76 were sighted by Longbow agents in the Etoile Islands, commonly known as the "Rogue Isles", a well-known hotbed of Arachnos activity and the site of that organization's world headquarters. Longbow operatives assigned to cover the defection of Arachnos Operative Egon Burch reported that Rossum and 76 were responsible for the failure of that mission. Since then, her name has been connected to a string of crimes and terroristic activities, both in the Rogue Isles and in Paragon City. She appears to be headquartered in the Rogue Isles now, and there are strong indications that her association with Arachnos was not limited to her escape from the Zig. She has also been linked to an organization known as "The International Techno Union", but almost nothing is known about this group.
Gen. Rossum customarily dresses in a black or maroon leather jacket marked with a logo showing interlocking gears, matching trousers with a stylized diamond pattern, and heavy boots. She sports a bionic optic device in place of her right eye, which was lost in her first confrontation with the Sky Raiders. When traveling incognito, she removes the optic unit and wears an eye patch over its mounting hardpoint. She has naturally white hair, which she sometimes dyes.
Though still in her teens, Gen. Rossum is an incredibly intelligent young woman with special talents in the areas of mechanical and electrical engineering as well as software design. Her intellect is well-rounded and is not a form of savantism, though her formal education has been interrupted and her interest and willingness to learn does not span the same breadth of subjects as her capacity to learn. She is physically courageous and a cunning strategist whose youthful appearance belies a ruthlessness tempered by more than a year of hard criminal living.
Gen. Rossum is always accompanied by at least one robotic servitor; some reports have her possessing as many as four. These are heavily armed and armored machines built for war and should be approached with extreme caution. Rossum herself is not shy about leading her robot minions into battle; even if encountered alone, she should be considered armed and extremely dangerous.

NOTE: As a child growing up, Niel was always much more intelligent than his peers, even his own perants. One day, his perants cought him talking to himself. And he began acting strangely, damaging public property, and stealing.
Finaly, he went too far when he killed a fellow student by throwing him through a brick wall and into a light post. He was tried as a minor and sentanced to life. He was perscribed medication, that prevented his "imaginary friend" from returning. He was later aided in escape by Arachnos along with many other meta humans, and remved from his medication.

Eric Riler (AKA "Unseeing Death") was first convicted due to the theft of a book, killing the store owner in the process.
Much psychological counseling revealed he suffered from an inferiority complex, intense paranoia, and what appeared to be mild schizophrenia.
He was released after a 6 year sentence in a medical prison facility.
Although the book was confiscated, it vanished on the day of his release. As he was always watched, it is not known how he acquired it.
Witnesses claim to have seen Eric Riler at a graveyard that evening, carrying a book, and clawing at the ground with his hands.
The scene was investigated, and 6 bodies were missing from their graves.
M.A.G.I agents took over the investigation at this point.
They discovered that the missing book dealt with necromancy, soul binding, and sacrificial rites.
A full scale search was launched, as the book was said to be highly unstable at best.
Eric Riler was later found hiding in an abandoned building, along with the missing bodies from the graveyard.
Agents came upon him as he was chanting from the book. To their disgust, he proceeded to gouge out his own eyes with an ornate dagger, all the while chanting the incantations.
Wires streamed out of the book and wrapped themselves all about Eric. They tore his body to shreds, but Eric did not seem to be in pain.
The bodies which had been arranged in a star pattern on the floor vanished suddenly, and Eric fell unconscious.
He was detained and his wounds treated. However, even the best efforts of M.A.G.I agents could not remove the wires which were now wrapped around his body.
Eric Riler was sentenced to life in the Ziggurat facility, provided with psychological counselling and was kept under close watch by M.A.G.I.
These is no sign of the book he used, or the bodies he had taken with him.
Known Powers
It is believed that the book he stole had granted him the ability to summon the dead - Presumably the bodies he had stolen.
Also, prison guards reported that he had a mind for alchemy.
Using common ingredients, he concucted powerful poisons, which he used to torture and murder his inmates, until he was sent to solitary confinement.
Later reports also indicate that he can move himself and companions at will, over great ditances.
Psychologists have not yet been able to determine why he feels the need to murder his fellow man. Reports indicate, however, that he craves power.
He escaped from the Ziggurat, and his current whereabouts are unknown. He was briefly spotted by a Longbow agent in St. Martial, but the now named "Unseeing Death" vanished before he could be pursued.

Chiroptera has been linked to the Eco-Terrorist organization known as FANG and is believed to actually be the head of the entire organization. Her genetic tampering with her own body has granted her animalistic abilities, and study of the occult (apparently for years even while in the service) has given her a master of nether world powers.

Profile:
Dae Se Chan is a highly trained martial artist and assassin, originally from Cambodia. Psychological testing and interviews revealed extensive hypnotic/psychological conditioning, rendering her little more than a machine. Attempts to cut or remove the chains locked to her body resulted in extreme mental anguish, bordering on epilepsy. Zigguirsky medical personnel speculate that these symptoms are the result of post-hypnotic 'triggers' emplanted to keep her from being properly de-programmed.
Investigator's Report
Dae Se Chan was apprehended at the scene of the murder of General Tsung Ho Diep, a Taiwanese official. She was subsequently charged with his assassination based on evidence gathered at the scene. The Taiwanese courts have requested extradition, so that she may be tried under their law.
She was awaiting extradition when the terrorist group 'Arachnos' staged a breakout, and has not been seen since. Like many others who escaped during that uprising, she is suspected to be holed up in the "Rogue Isles". No legal recourse exists to recover her - at this point, the State Department has advised the PCPF to 'cease and desist' any and all efforts to apprehend, and has turned the matter over to the government of Taiwan.

Report:
Feel the Burn is still only 13, and is very powerful for someone her age, although for adults, she is still relatively weak. We currently have her classified as a threat level: 9 out of 50. She was determined missing at the age of 9, on a vacation in Hawaii. Interrogations in 'The Zig' tell us that her brother pushed her into a once-beleived dormant volcano, thus developing her mastery of flames.
Many beleive her to be dead, possibly in a Circle of Thorn mission went wrong, but others say they have seen her sneaking through the allies in the late night, trying to avoid the police. We are currently unsure whether or not she is alive, but if seen, please contact the proper authorities instead of dealing with her herself. Anna has the ability to cover herself in layers of fire for protection. She attacks with her fists and has some short range abilities using dark energy. She is shown to have the power to steal life from others in order to heal herself and restore her own strength. Capable of leaping long distances.
Investigator's Report:
Annabelle Thema never displayed any metahuman powers before she was abducted by the Circle of Thorns. A Longbow rescue team arrived at the sight of the sacrifice to find the girl transformed and in the process of slaughtering the mystics. Two Longbow agents were severly harmed in the process of subduing the girl. She was moved to the Special Medical Wing of the Zig Prison for holding and observation.
Anna does not show any signs of demonic possession as it was first thought. Research using a sample of her blood and the Bloodline Codex that was also recovered from the Circle of Thorns reveals her to be a descendant of the people of Mu, particularly of a group that was interbred with demons in order to make them powerful slayers of mystics. Apparently this dormant power was somehow awakened during the sacrificial ritual, most likely to the surprise of the Circle mystics. She appears to have a bloodlust for those with strong magical powers.
Anna escaped from the prison with the assistance of Arachnos along with many other inmates before more analysis could be performed. It is not known if there is any way to reverse her transformation.

It was to be used to detect any assination attempts or acts of terrorism. The public recieved wind of the project through a leak causing much uproar. The government tried to terminate the project but they would have to get rid of Cody too. Investigative Report
You would never look at Jacey Morgan (Techno Tyrant) and see a villain. I managed to hold a civilized converstation without violence and restraints involved. Morgan was once a member of the Cap Au Diable gang, The Gold Brickers. He worked as a developer for their technology. But he never spoke on how he figured out how to create the equipment. At this point, Morgan spoke on how Midas, the GB leader, felt threatened by his presence. Morgan had created better and more efficient weapons then their standard sonic rifles and jetpacks. He had even developed a safer model of battle armor (their old models would crosswire with the jetpacks and explode on occasion). Midas cast Morgan out shortly after his first theft conviction. After serving 5 years, Morgan attacked the Gold Brickers in an underground oil refinery the city had been funding. He had no details on the fight, but it ended with an explosion that blinded him and killed the nerve endings in his hands. He wouldn't say how, but he can see with the aid of his red tinted goggles and has bionic gloves. Security footage has captured Morgan fighting with the use of modified pulse rifle. Investigative Report:
Former commanding officer of the Black Templars military commando squad. Col Greyson commanded a crack team of 6 of most dangerous non-supermen the military ever knew. When the military needed results, the Templars were there. It wasn't until the Army questioned those tactics that they relised their mistake. The reason that the Templars were so effective against their enemies was that they used the same tactics against them. In essence becoming the very thing they fought against.
When confronted by the Military Oversight Commity, Greyson knew what had happened and in exchange for his unit to be disbanded and clear of all charges, he would take sole responsiblity for his actions, claiming that his men were just following his orders. The Prototype was created to link with and coordinate autonamous defenses in the defense of a fixed position. A pair of force field generators were built into its wrists for additional defense. A factory satellite in orbit is under control of the Prototype, resulting in almost unlimited supplies of replacement drones which are the Prototype's main armament. A secondary variable tech laser rifle is the Prototype's personal weaponry.

Investigative Report: Catherine Sine does not display the stereotypical signs of a criminal. In fact all research shows is that she was a much loved dance music DJ working in Paragon City. Her sets were known to last throughout the hours of the night and leaving the people always wanting more.
It is believed she took the job as DJ to hide her sonic powers she received after handling an unknown artifact at the age of 15 during a vacation with her family.
Files are unconclusive about her life from age 15 to 21, when she came onto the Paragon City dance scene.
It is during this time that the legal trouble began. Her parties were constantly raided on suspected sales of Supadyne, but never substantiated in court. Fallen Liberties was once known as Kid Liberty. He worked publicly with Statesman and the Freedom Phalanx on the German front. When a German Super through the kid sidekick through a tank, it blew up and only parts of Kid Liberty's cape was found. He reappeared agian at the side of Ghost Widow, a known Archnos agent, when he attacked the streets of skyway city in an attempt to draw out Statesman. The resulting fight was devastating.
M.A.G.I. Offices Notes that Kid Liberties powers come from the same source as Statesman, and it is assumed Lord Recluse as well. Vandre possesses the ability to manipulate magic; while most of the repertoire is at best elementary he knows how to handle artifacts. Furthermore, he can materialize such mental energy into a telekinetic ability or a blast of psychic energy. Born in Los Angeles to Hispanic parents, Gustavo Capistrano led a normal life. At least, most of it would have been normal if not for his Santeria priestess mother and her domineering personality. Forced to take up a religion he had little interest in he was trained in the mystical arts if only to serve as a trophy to his mothers parenting. So much that he was offered as a sacrifice in a mistaken attempt to channel a specific Orisha, or multi-dimensional being that represents a force of nature, and to call for the wisdom of Egun, their ancestors. It was after that Gustavo was left fueled with more capability in the arcane and cosmic. With the failure, his mother was cast out of her circle of influence and both resumed their normal lives. During puberty the imbued energies within Gustavo manifested himself and he soon realized he was able to hear the echoes of others minds, or rather their thoughts. So painful was the experience that he set out to organize a mass murdering of the school if only to silence their voices. Shortly after the disappearance and reappearance of some of his teachers in a deranged state, he was sent to an asylum for unstable youth. There he stayed but later escaped with others and presumably with the assistance of Arachnos agents.
Note: While not a direct threat, it can only be assumed that the youth has fled to the Rogue Isles in pursuit of a life of liberation, debauchery and soldier-of-fortune-work. Report:
Overstrike was born in the Rogue Isles to unknown parents. As a child, she was inquisitive and intelligent, a combination that allowed her avoid some of the worst of the common pitfalls of Isles life, though it didn't allow for great social development. She made a life at petty grifting and running with a gang on Port Oakes before her abilities began to develop, at which point she hitched a ride with the Ferry to Mercy to begin exploring the obsolete Arachnos technology disposed from the development of the new Arachnos base Fort Darwin, relating to Recluse's Destined project.
These experiences left her with a mechanic's insight into technology and a firm cynical belief that Recluse's philosophy was correct. Desiging a remote drone to interface with Arachnos thugs, she arranged passage to the better educational possibilities in Paragon. Unfortunately, she hadn't realized Paragon had a more healthy social structure and ended up being quickly arrested by a passing hero.
Counselling is making some progress with Overstrike - her respect for human life in general has improved. She has achieved her GED and is studying college level textbooks despite being an estimated seventeen. Unfortunately, she still plans to work towards a 'corrected' social structure on release and spends an unusual amount of time in the 'Mad Scientist' wing of the Zigguraut with its thousand failed leaders of armies or in playing tactical games. Recommendation at this time is to deny parole.

Investigator's Report
Jack Barrow did not develop his metahuman traits until he was in prison. He was serving a 5-year sentence in a standard prison for his involvement in a number of altercations, including one in a police holding cell (see Attachment A). During his stay at the prison he was involved in an altercation with a prison gang that triggered what seem to have been latent mutant abilities which made him stronger and much more resistant to damage. After he was subdued, he was quickly transferred to the Zigarraut and his sentence was modified to reflect his metahuman status. He escaped when Arachnos assaulted the facility and engineered the escape of a number of metahuman prisoners (see Attachment B).
