While I agree it sucks, I would imagine that the limitations are due to legal reasons and the devs' hands are tied. Every country (and probably every American state) has different laws governing how competitions can be carried out. I would guess that it would be of enormous cost to make a competition that follows the laws of every single country.
I would much prefer NCSoft put its resources into developing the game, rather than dumping a bunch of money on hiring an army of lawyers to work out competition legislation for the whole world. It was already a cost to NCSoft for the legal department to write those terms and conditions for the US and EU. Imagine the cost if they wrote that for every country. -
Ah that's right, you can get the basic "Arcane" cape with females at level 1. However, with male toons you can get the whole list of cape styles from gothic to scarf to dragon to tattered as long as you pick "high collared." With females, you can only get the one. So it's unclear what pre-cape mission female toons are going to get with the new pack unless they get around to fixing that bug (since I assume it's not WAI).

I pretty much never take capes that look like capes, but bear in mind that many of the capes don't look like capes. There is a great scarf cape that looks fantastic on civilian-style costumes, the fringe cape that looks like the back of a sailor style blouse, the magic pack cape that looks more like a cloak, the fortune cape that looks like a long shawl, the gothic cape that looks like a sort of shawl, any of the over-the-shoulder vet reward capes look like shawls or sashes, and any cape becomes a cloak if you pair it with a hood.
EDIT: And how could I forget, the capes that look like wings! I have a toon with a pair of broken non-functional wings as part of her backstory and those wing capes were perfect for that.

Misaligned, I just have to ask. Why are you so upset over this? I disagree with your claims about a game's economics and one would think I insulted your mother or something. So let me just say that I'm sure your mother is a fine person indeed.
If that is not your claim, then great, we have no reason to be arguing. But then why are you so upset about someone pointing out that such a conclusion cannot be drawn from your experiment? Why do you write long post after long post about how unfair it is to say so? Why are you constantly telling me to prove the contrary? Why is this thread sarcastically titled the way it is? Why do you go on to tell me about how you intended this thread to be directed at those who claim flipping is affecting the market? If that's not your claim, why didn't you just say "Yep, just like you say, this doesn't prove anything about whether flipping affects the market," and our conversation would have ended as soon as it started?

It's silly when people say that someone can't criticize a film/song/painting/interpretive dance/underwater ice sculpture unless they have done one themselves. It's ginormously silly when someone says that a person can't point out a flaw in an experiment unless they have done one themselves. I can't imagine where science would be if everyone followed that rule. -
I never made a request. I said that your conclusion was erroneous. That isn't a reason to bring me into any argument you happen to be having with anyone else.

Sorry, but this just isn't a logical conclusion.
1) You have no idea what the price would be without you influencing it. You are just assuming it would be a certain price and then claiming you did not influence it because it is the price you assumed it would be. Without you doing your anti-flipping, the price might have gone up, it might have gone down, or it might have stayed the same.
2) You are just one person, doing this on one toon, over a very short period of time. This makes your argument sound like "I smoked a cigarette a couple times and I didn't get cancer, therefore cigarettes don't cause cancer."
3) Just because "anti-flipping" doesn't affect the economy, doesn't mean that flipping doesn't either.
To really test whether anti-flipping affects the economy, you would need lots of people to get together and do this over a long period of time, with many different items, and at many different prices. You would also need to be tracking the price changes in items that aren't being anti-flipped so that you would have a control group.

I'm pretty sure Terror was wondering the same thing I'm wondering. How are you sending inf from a NA account to a European one? We even tested this on a thread a while back and it didn't work.

Oooh, they did a study on that a while back. They asked people with different income levels how well they were doing. The people who were most likely to say they just barely made enough to get by? The richest people earning six figures in US dollars! I wonder if I can find that study again.

I would definitely sell. There may come a time when you want to purple out a toon, but it will take a whole lot of time and work before you get the rest of the set, much less other sets, so it's no good to you right now. You can fund an excellent build or builds by just selling that one. So keeping it seems like a bad idea to me.
Besides, when you're new to the game, I would think you would prefer to spend your time discovering all the awesome new stuff rather than working on purpling a toon. -
Okay, I gave it a go. I tried sending an energy weapon and 10 inf to @StarGeek, since that seemed to be the only person in this thread who was American and advertised their global. It bounced right back to me. Anyone else is welcome to give it a try if they like.

Oh I see. I thought you could since we share a chat server. That's too bad. I was entertaining the idea of saving up purple merits for a couple months and selling off a PVP recipe, but I'm in Europe and it seems the buyers are mainly in the US. Scrap that idea then.

So no overseas business is being done? Europeans and Americans aren't really buying and selling off-market PVPs with each other, I guess?

I see a lot of people buying and selling PVP recipes on this forum. I'm curious how this is handled. Are you only selling to people on the same server so that you can use the trade window? If not, is one party being very trusting that the other party will send the recipe or money? Or perhaps a third party you both trust acts as an escrow?
