Remember, when you pay your monthly subscription, you're paying for the month to come, not the month that just passed.
Since you activated on 9/30 your allotment of points received at that time was for the period of 9/30 - 10/30.
When you renew your VIP subscription on 10/30 it will be for the period of time between 10/30 and 11/30. -

Well I still haven't gotten any points or an answer to my questions so I'll have to ask again. Will I get any points because I reactivated my account on Sept 30th? If not, would I have gotten points if I waited a day to reactivate on Oct 1st? If so, does that seem fair to you?

Not that this is all some elaborate plot to get impatient people to pay real dollars for street justice, even I'm not that cynical yeesh. It's just people being dumb. Annoying as hell, but nothing malicious.
If this happens again though (what is this, the fourth time we've had when we get our Points changed on us now? From "All up front" to "Billing Dates" To "October 11th" to... Whenever we get them now)... Then I may change my opinion.
EDIT: Okay, sure, still no topic announcing this. But could we at least get the OP edited? The OP still says 'you get them on the 11th'. There, now I've added practical and constructive content to this post. -
So I have a question. I notice it says if your billing date is Oct 1st-10th, you're supposed to get your points today. My account was active from the announcement of the pre-release allowance up until September 23rd where I then downgraded to premium. On September 30th, I reactivated my account to VIP status and didn't get any points. Can I expect to get the stipend too? Or do I not get anything because I didn't wait one day?

You know, come to think of it, there's a Newspaper mission where a villain has to retrieve a horror novelist from a magically-powered group that thinks his works of fiction are based on fact. And then there's a Police Radio mission where a hero goes to rescue the owner of a shop that carries old tomes and other weird things from a magically-oriented villain group, only to find that he's been freaking out his captors by babbling vague things about unseen horrors and cosmic geometry(which is particularly odd if it's the Circle of Thorns who kidnapped him).
