The word on the street is IO builds > HO builds. You only really use HOs as fillers.
Ive been slotting my lowbies mostly so far (lvl30-40), and I love them IOs.
My favorite IO combos are actually in PvE. Ive got my fire cages slotted with posterions blast: nrg dmg, and trap of the hunter: lethal dmg. Its fecking awesome. -

Yes they do. A [censored] load of psi resistance sets to balance it towards PvP. Psi/nrg blasters would be insanely overpowered. -

I presume you are talking about your MA/regen. All I can say is this. "Doesnt the rad/psi slow cap ya [censored]?" He can webnate ya and kite the [censored] out of you. Powerboosted LR is damn nasty when you cant jump.
I wouldnt say rad/psi vs. MA/regen is a hard fight.
The only build that might work is spines/regen using a ton of reds, getting one kill and spending the rest of the day running and thos winning 1-0.
Perhaps the guy you fought didnt plan his insp right? Bring a couple of oranges, and other nifty things. Also a couple of SoW's will totally nullify any kind of stun you can smack on him. -

You say the fact u can pop BFs and have heal aura mean they wont kill you, well the stalkers could be popping reds both attack and kill you, run for the hills till they can placate the blaster again, and with the new stealth IOs CM aint gonna help the blaster so much anymore.
Ofc skill factor will come into it tho if the emp or blaster stray to far away from each other the stalkers should have a good chance of winning imo.

Using reds doesnt garanti the kill. Its just too hard to get close enough with the empath doing his SJ rutine.
If the stalkers do manage to drop the empath, they also loose hide which means the blaster is free to rain chaos, and it should be enough for the blaster to get a kill making it a draw again. Or maybe a failed spiking attempt on the emp will result in the blaster getting a kill. There are a lot of ways the stalkers could drop the match if they arent very, very precise (or lucky).
Another good question is where they fight. On the office map I serously doubt the stalkers have even a small chance since the blaster is bound to find them, and once he does, its not easy being a stalker. On an open map like perez they will have a hard time getting the jumping emp, but at at least they will be able to choose the when to fight.
Anyways ill give the blaster/emp a small edge due to the luck of the map. -

1)Regens are dead meat against rad trollers or rad/psy defenders. They less chance than a showball in hell.The troller would eat your bf's before the fight is over, and the rad/psy or rad/sonic would just kill you.
2)DM lacks a build up power, and scrappers cant get a kill without.
3)Blasters have Aim/BU and can hit right through ToF's -acc. A rad will ignore any -acc with radiation infection.
Another scrapper cant kill a regen, nor can a tank thats cuz of the clicky heals and NOT ToFs -acc which is completly negated by focussed accuracy or BU.
4)DM doesnt have any range, so they can easily be kited to death by fire, ice blasters with the cold epic.
Basicly people didnt forget DM/regen, they just find it [censored]. -

What do you want your build to do?
Fire/fire blasters have more AoE dmg than any other build in the game. Personally I would skip aid self, and find teams with good tanks. I would get fire sword circle ASAP, and not that late. I dont really like fire rain, so I would skip that.
I would also get hotfeet and blazing aura for the silly DoT factor + combustion for more AoE dmg.
What do I think about your build? Its prolly ok, you should be able to solo with it, and it looks ok in teams. I would just have min/maxed for AoE dmg had it been me. -

the eye poker + pbaoe stun = stunned everything.
I can see at lot of reasons why MA/DA is a good combo.
Dragons tail does AoE knockback, so it isnt just crane kick. I dont think knockback will be a problem tho. Its not like the debuffs stop instantly once they are out of the pbaoe.
If I had to make another scrapper for PvE (which I prolly wont), I would go MA/DA defo. -

I quickly want to say gratz to the winners. Good idea and well used. Even if the cage is a tad overpowered, its up to us to stop it, and we failed. So gratz on the victory.
I must say I had tons of fun lost night, and I hope it was the same for the rest of you. Big thanks to KS for organising. -
Dark defs arent the most viable for PvP.
-Your heal requires a hit, and you cant really use it to heal others since they are jumping all over the place like a bunch of loons.
-Your res debuffer is place on the ground, and is fairly easy avoided by your opponents, but if you do get place it has a nice -jump opponennt which makes fleeing from it very hard.
-Your defence/dmg debuffer can be dropped by just running away.
The best piece of advice I can give you, is not to try and find a build, but try to get into a PvP SG. It isnt as much the build as it is finding out what works with your team mates.
40% of the skill in this game is teamcoordination. So this is very you wanna be viable.
40% team coordination, 35% build, 25% own skill is how I view the game. -

drop the defence buffs in stealth and combat jump. Both have a very low base defence value, and they are hardly worth slottting for.
Power mastery is defo. a better choice than mind. PBU and regen aura = LOL. You have more regen than a regen scrapper using IH. And powerboosted fortitude is yummi for any blaster (2 Acc SO's alone isnt enough to hit through it).
Drop the slots in mental blast. Its hardly good enough.
A couple of slots in SJ for end red?
Range in heal other, absorb pain and clear mind. That way you can jump arround stealth far away from the main battle and still do your job.
An empath is prolly the most important toon on any team, and you wont have problem finding a team.
You can make a flying empath, but then you need stealth even more.
Phase Shift is an excelent choice for escape. -
Good question. It really depends on play style.
I have it 1 slotted on my troller (1 acc)
If you ever fight on higher difficulty than rugged (and use the power), you need at least 2 acc SO's maybe 3.
The only other enh I would considder slotting into gale is recharge. Perhaps 3acc 3 recharge? It would be nasty in indoor missions, but prolly too scattering for most teams.
Anyways its a fun soft control power which ive actually seen used as a primary weapon. It doesnt really work past the low lvls, but in the first part of the game its both fun and powerfull.
What you dont want to do is this. Slot with knockback (since its fine allready) or slot with damage since its pretty much none existent. -
There is no GM counter attacks, and you are all a bunch of n00bs if you think this is a more important task, than doing what you are supposed to. CLEARING MITOS.

Get tornado.
Its good dmg and with fire cages you dont scatter mobs every where. Also its one of the best powers in the game against an AV. -
Best raid in ages! Its about 30 times more fun attacking mitos than it is tanking that big sucker.

1)Tesla cage has a pretty good -end rec. Its actually one of your best sources of end drain
You would prolly like at least 2 recharges in it.
2) Ive heard static charge is pretty lame. Ive never tried it tho.
3) You prolly want to skip on attack to free up more slots. Statics charge or Zapp seem like good choices to skip.
4)Voltaic sentinal isnt that good in PvE according to most player, but its a fun power.
5)An extra recharge in SC wouldnt hurt.
Anyway your build isnt bad. I would just focus more on end drain, and less on utility (like a snipe attack).
