Too much encroachment on blaster role as DPS machine. Too much damage coming from other sources.
I'll take a shelve and wait approach and see what happens. The good news is, that some of the other devs at PS who don't get much fanfare are very avid CoH players and are well aware of the issues going on.
So yes, they fixed lolstalkers after a few buff attempts long ago that failed to bring stalkers up to par with their brute and scrapper siblings.
First, the devs have to address crash nukes and snipe attacks. All I can do is spec out of them. Then the devs have to decide how much of a DPS "edge" blasters need to keep them "viable" as a "wanted" DPS machine rather than filler or a pity spot. -
Ah, I see the devs went with the heavy fan favorite option #2.

Cooler Master HAF 932 Advance - $165
They each come with a lot of drive bays and nearly as many fans with space for more. The two Cooler Master cases also have USB 3.0 connectors on the front panel (well the HAF 932 is on a 3.5" front drive bay mount). -

Products used by other 3rd party resellers use their designs. Might as well look at these first. You probably won't get "great" graphics performance without spending at least $1200 and will probably push $1500. What they do have for $1000 is a "casual" gaming laptop.
Don't forget a quality laptop cooler! These suckers will get HOT! -
For CPU Heatsink and fan I would say the Cooler Master Hyper 212 Evo is more than good enough. I like the design because you can slide the fan up a little higher to clear memory if you have to. Its fairly inexpensive as well and you can add in a 2nd fan if you really need it. If the 212 Evo isn't enough then you are going to be spending huge bucks on a liquid cooling system.

Sounds like you are spending more money than you need to on a SB-E processor when Ivy Bridge is better and cheaper. (Certainly if you plan on getting a quad core SB-E)
SB-E motherboards are EXPENSIVE!

Tanks already got a slight buff and brutes got a slight nerf. What Brutes lost was mostly "abused" by AE ambush farms. Unless you teamed with a kinetics, it was pretty tough to hit the brute damage cap.
So what sort of changes can be done to tanks short of another "small tweak" to brutes.
1. Have taunt work on 8 targets instead of 5.
2. More damage (power creep)
3. Could make tanks tougher, but they are already plenty tough enough.
(I have the feeling it will come back to more damage) -
Freedom and Virtue.
I've seen 2 groups running incarnate trials on Freedom even at late hours from 1AM-6AM EST.
Primetime there is usually 4 groups running. If you go into pocket D and its empty, just wait a few minutes and a team will return. The other way to get something going of course is to just run one yourself, you'll be amazed how much tell spam you get if you say, "Forming X, pst" -
It depends on how much of a "kakewalk" it is.
Gigabyte is the right motherboard brand but no Z77 on the compatability list.You might have to drop to a Z68 board or hope a Z77 is added eventually.

Even if you went with a more powerful video card, your biggest bottleneck with CoH anyways is the CPU. Given that's an AM2+/AM2 MB. That's why I am suggesting a decent "low" cost GPU that's maybe a little old until you can get more funds for a better rig.

If you don't mind a slightly older card the AMD 6770 is about $105 and plays UM. It should be fine with the same PSU supplying the 9800GT
If you can get the Nvidia 560 for $150 that's not bad. There is a 560 SE (sucky edition) for $129 so make sure its just a 560 not its not an SE. Either of those should be ok if you are already using a 9800 GT with your existing PSU (assuming of course you have a good PSU and please don't quote wattage. Companies lie about it and there is a big difference between Cheaptech 500W vs say Seasonic 500W) -

All archetypes have access to Ancilliary power pools at 35 now, no matter what side they are on, and yet the ability to unlock the Patron pools is still mostly a villain thing, whether you start out there or want to switch over temporarily to get the powers for your hero.
I've never run the Statesman Task Force yet, but since you end up having to fight all the patrons and Lord Recluse during the course of the TF, wouldn't it make sense to maybe let bluesiders get access to Patron abilities by completing it?
It still means that we have to work for it, much like the various Patron arcs we already have redside (which you only need to run one of to get access to all of them), but it also means that a player can choose whether or not to "go dark" in order to get them, just in case if it matters to the concept player that their hero stays as one. -

The character with Hyper-Intellect will always have the max # of intuition stacks. That's a problem. Remove stacking for the power owner or better yet, just remove intuition to save on icon spam and CPU cycles.
Reduce the sizes, 80ft is too large. -
I look at it this way, at least you have the option (however annoying) to take an epic archetype to the other side. It beats not be able to at all!
In the case of SoA if they did allow them to be heroes at level 1, then we will get all of the whine posts about my SoA has to be level 20 to get out of the SoA uniform. Followed by whine posts that hero SoA are "cheated" out of a costume slot.
At some point when the devs have time they might add in the feature for level 1 EATs for any side. Until then, you just have to live with the workaround. -

CoH doesn't like this GPU in particular. A few other users who have this GPU had issues and I don't think they ever were able to get them resolved. -
I think blasters will get fixed before tankers.
Some of the problem that tanks have is that with incarnates brutes and scrappers keep getting tougher and tougher without having to give up the wonderful high damage. Tanks are soildly tough enough already. (I won't mention iTrial gimmicks) -

The Energy blaster was made a long time ago to answer the question of how much of the problem comes from the player. I did not find it that difficult to use KB in a very controlled fashion, the problem is that there are many people who are just poor at how they use it. The other thing I noted was that the people who loved KB seemed to suddenly hate it when they had to "deal" with it.
The FF/Energy came after someone who would use KB rather annoyingly and responded to all complaints with "press F to follow". I won't mention what happened when I used Power push and Force Bolt on this player's target when they played a scrapper and went "press F to follow". It illustrated a point and things are better as a result. -
