    I can confirm this. I ran the Devil's Timepiece this evening with my fiancee. I was awarded the badge and received the power, (my fiancee didn't get it but she logged in when I was half-done with the mish and I wasn't expecting her to receive the badge.) I was lvl 23 and I could cast the portal but not enter.

  2. I have encountered nearly the same behavior from Maelstrom many times in the past. I've most often found him standing next to the Oberst. Occasionally, I'll defeat the boss, fail to notice him and have him start trailing me. I've even had him engage my enemies without me being aware of his presence. I do think that the level of stealth he has is a bit much, but I've learned in which tip missions he appears, and I plan on doing some looking for him whenever that tip rolls around.

    Umm, Raj, F_W and SG, I would normally defer to you folks since ya'll have consistently provided excellent information in the past but I'm going to have to disagree with something that ya'll have said in this thread.

    Specifically Snow Storm. I double checked just to make sure but I could not see that Snow Storm had any defense debuff capabilities. Therefore, I'm thinking that one probably wouldn't be able to slot the Achilles Heel set in Snow Storm. The information about Sleet is spot on however.

    It will at the very least give you the zone you're currently in, so this might be enough information for the OP.
  7. To add to everything that's been said thus far, you're going to want to take all three passives if that fact hasn't already become apparent. Yes, the scaling resistances are nice but they are not the reason why.

    Fully enhanced, at level 50, an SR scrapper has 95% def debuff resistance. No other set can offer that (not counting a Shield user using Hami-o's.)

    3 generic def IO's is what I usually slot in mine.
  8. Do you have to be in the appropriate level range of the various PvP zones to be eligible to do the missions for the stealth/invisibility/phase powers?
  9. See, here we are at one of those "playstyle preference" decisions I was talking about. I would totally agree with what Demobot posted - dropping Eviscerate for Shockwave - but for slightly different reasons.

    Using nothing but SO's and working with the build you posted, you won't quite be at the softcap (45% def to melee, ranged and AoE.) So, using Shockwave to blunt the alpha as Demobot suggested is a perfectly valid (and some would say superior) suggestion.

    Once softcap is achieved, things change dramatically, so dulling the alpha strike isn't as much of a priority. At the softcap, I opted for a heavy-hitting melee cone instead of Shockwave.

    One other note - I would seriously suggest you look at the order that you've selected some of the powers in your build, (ex. Follow Up.) This is your "build up" type power and I would suggest taking it far earlier than what you have listed.
  10. Well, since you haven't posted a build it's hard to know exactly what we are working with here. My Claws/SR scrapper opted to drop Shockwave which is heresy to some folk.

    Best advice is for you to make that determination yourself depending on playstyle preferences.

    Out of the three choices you offered, I would heartily recommend Claws/SR and fully agree with Spin being must have.
  11. It is without a doubt my all time favorite program. If you already familar with the inteface, all you need is the lowdown on what the tools do. You could obviously Google that info, but I would seriously suggest you consider something like this . I used to teach people how to use computer applications and this is the series of books we used. I still refer back to that book after several years.
  12. In a nutshell, yes, that's what they do. *MASTERING* the use of the dodge and burn tools like much of the other tools in Photoshop is where the "art" comes in to play. Both tools (dodge and burn) come from actual photography and for examples of the kind of mastery I'm referring to, take a look at the work of Ansel Adams.

    First, I think the correct forum for this is the Player Questions forum, as this is a location for player-created guides.

    You also didn't mention whether this was for heroes or villains or both. That bit of information is critical in answering your question.

    Now, being the kind soul that I am I'll give you the information you seek (as long as its for heroes. No, I'm not morally opposed to villains, I just don't know the location of that information for villains.)

  14. Never really cared to find out the exact duration, but I can tell you that it's significantly longer than build-up from Spines (or katana...the only other experience I have with the power.) IIRC the duration is somewhere in the 60-90 second range, but I may be very wrong about that one.
