Do Scrappers have the ability to draw natural Aggro?
Enemies determine who to pounce based on the level of threat.

Scrapper primaries have no natural taunt component; it's strictly damage agro.
Some scrapper secondaries have a minor taunt component. Damage auras, of course, tick off every one they hit, but the debuffs from Invincibility and Rise to the Challenge will also attract bad guys, provided some other agro source doesn't override that.
To add to what sprintstnyc posted, Shield Defense's Against All Odds is guilty of this as well.
In terms of "Natural Aggro" only brutes and tanks get it.

Tankers have a special power called gauntlet that causes them to aggro everyone nearby when they hit any enemy. Also, I believe all tanker primaries come with an aura that taunts.
All ATs have a taunt modifier, just like the damage and buff modifiers. Tankers, Brutes, and Stalkers are rated at 1, VEATS and HEATS are at .85, then come scrappers at .75, then everyone else at .5
so if a scrapper and a blaster both use the same attack, the scrapper will generate more threat than the blaster will. Just like when a corrupter and a defender both use forcefields, the defender gives a higher bonus.
Some stealth powers also reduce threat as a component.
It's a bloody confusing mess really. But overall scrappers are pretty good at claiming and holding aggro.

A secondary with a taunt aura (Invuln and Shield primarily as theirs are strongest) will do a great job of getting aggro... Inv (Invincibility) and Shield (Against All Odds) both have a full strength Tanker level taunt aura so they're fully capable of tanking and holding aggro. Fire, Dark and to a (much) lesser extent WP likewise have an aura, albeit a weaker one.
If an Invuln or Shield scrapper with his aura running is first into a group then he has the aggro... even a skilled tanker will have a VERY hard time getting aggro away from them. It's possible, but the tanker will really have to work hard at it.
A secondary like SR or Regen with no aura will have a lot of trouble with aggro... if you're first into battle then yes, you'll get the alpha strike but a nearby Blaster can and will strip aggro away from you.
So, depending on your secondary you may have been holding aggro with your aura or you may have simply been getting the alpha by pure damage aggro.

What you really meant to refer to is the different Threat Levels of each AT. Tankers and Brutes both have Threat Levels of 4, Scrappers (and Dwarf form Khelds) have a Threat Level of 3, Stalkers, EATs, and Masterminds have Threat Levels of 2, and all others have threat levels of 1 (as shown here.
Don't confuse an AT attribute modifier (like melee damage, or stun duration, which modifies the base values of a power to account for AT differences) with an AT attribute (like max hp or threat level).
I say natural aggro as I thought I read somewhere that Tankers, just for being Tankers, will still draw some aggro by provoking an attack on a group. I know that you can get Taunt or Confront as a separate power but what I mean is without these added taunt powers, can a Scrapper still draw aggro?
I ask this being that I am working on my first Scrapper and did the Citadel Task Force last night and we didn't have a Tanker on our team. The primary melee attackers were myself and another Scrapper. I found myself as the main one jumping into the large groups of Council and it appeared they were all coming at me as if I was causing natural aggro?
