Yes, so if you miss out on the temp Stealth from Bloody Bay or Siren's Call then you're out of luck. 
I haven't tested to see if you can join a team with a lowbie within the range and still get it.

To clarify, Warburg is the highest level PvP zone that has missions.
While you are lowered to 38 while in Warburg, it has an upper level of 50 for missions because there are no mission contacts in Recluse's Victory. Initially this was not the case, but it meant that level 50s could never get PvP missions and this was a problem if one wanted to get the badges for PvP buff and debuff missions on a character that was already 50. Hence, the change.

Do you have to be in the appropriate level range of the various PvP zones to be eligible to do the missions for the stealth/invisibility/phase powers?
