You have to remember that the Shadow Shard TF's were originally focused on the multi-day event styling of other MMO's. It wasn't ever designed to be completed in a day.
That being said, yes, the subject of revamping the Shadow Shard comes up roughly once every two weeks. The developers just haven't had time to sit and "vet" the content for a revamp.
That being said, I wouldn't mind being given a shot at re-writing the Shard events for updated encounters... *raises a mug* Here's hoping I get a phone call or email inviting me out to California for an interview... -
If I recall correctly, sleet is enhanceable for defense debuff.
The controller version is pretty hefty on the debuff debuff to start, -30%, and only has a base recharge of 1minute with a 30 second recharge timer. So you can very quickly absolutely shred the defenses of any target, even on SO's.
Your best slotting here then, if you are playing for effect without an overall slotting goal, is to use the accurate defense debuff IO's. -

Thing is Another_Fan, you make the assumption that the enemy difficulty patterns in the game are going to remain constant, and that simply achieving "current" soft-cap is going to be good enough to make your avatar survivable against future challenges. Well, I have some food for thought that you probably don't want to chew on.
The developers have already made it clear that the amount of defense buffs in the IO sets was an unintentional oversight, and that defense, as a bonus, probably won't show up on any more sets. It has also been indicated that future enemy groups will be specifically targeted against some of the more prevalent IO builds.
So, if I'm looking for something that can take damage and still dish it out... I'll be looking for a Tank, not some pumped up scrapper. -
Adamastor is one of the ...weaker... GM's. I think he's announced by something to the affect of "supernatural event in Dark Astoria"
There's not really much to say about him. He's a typical zone Giant Monster. Take along something that can kill regen, and just about any team can take him. The big problem is finding him, since one of his spawning methods means he won't appear until somebody actually touches a spawn point: Hidden Spawn.

Unfortunately the built-in sound chip is just listed as "High Definition Audio Device" using MS drivers. I'm having issues finding updated ones past the ones I have besides the unworking Realtek.
The first is to disable the driver through the Windows Device Manager.
The second is to turn off the onboard sound in the bios. Depending on what kind of motherboard you have, you should have a little text scroll when you turn the computer on that says something like: "Hit (button) to access setup
That button could be:- Escape
- F2
- F8
- F10
- F12
- Delete

I don't know if this was the expected move to an OpenAL backend for the game, but it might be why the game suddenly started crashing when it had worked perfectly. -
Some of this also stands to change with Going Rogue.
It's been hinted at that some of the inherent powers are receiving the same type of rework that Defenders got with Vigilance / Negligence. What those differences could be, well, requires waiting for a developer comment or an open-beta. -

In one of the global channels that I'm on, one of the... ahem... runnning role-plays is that my avatar is a bit of a kinky kitten, who swats with a silken cat'o'nine'tails. I really don't want to clarify further the sheer awkwardness this role-play can cause when posted in the incorrect global chat. -

short version:
Bad News: the only thing you need to be aware of is that just about every single Mobile Nvidia chipset has been through a product recall due to a tendency for laptops to physically explode. The latest recall was just last week.
Good News: As of yet, none of the recalled products have included the GTX 260m, 280m, or 285m.
Other than that, make sure you keep the air vents cleaned out and you should be fine. -

Again: CoH can't leverage advertising space or methods that WoW can due to the dominance of Marvel and DC Comics in those advertising spaces. -

also, don't forget that if you drop by game.amd.com the splash screen rotates between CoH:GR and a few other games.
Again though, that's probably not the original poster's idea of "advertising"
One of the basic problems that Black Pebble has talked about before is some of the advertising opportunities players have expressed interest in... simply won't be happening. DC Comics is not about to allow a trailer for City of Heroes to be included with any Batman, SuperMan, Wonder Woman, Green Lantern, etc. Production. You'd have to come up with a really good reason why DC Comics would want to "help" cross-promote a game that is a direct competitor to their own DC Universe Online.
By the same token, Marvel comics is never going to sign off on a trailer or advertisement of CoH accompanying the likes of Spider Man, Iron Man, Captain America, Thor, Avengers, or any other Marvel property.
Basically, you can just wholesale forget the entire idea of CoH being advertised alongside in-theater superhero movies, on-television superhero tv shows, and on dvd / blu-ray copies of superhero stuff from Marvel / DC Comics... which... come... on be honest here... is 95%+ of all superhero stuff released into such mediums.
Then there's the question of TV Spots. One of the reasons World of Warcraft can do television ads is that Activision / Blizzard is freaking huge, easily one of the largest combined developer / publisher houses ever. It's also not a super-hero themed game, so it can be safely shown during Geek-Oriented stuff like Smallville, or any Batman / Superman / comic-book hero television show. Activision Blizzard can also afford the huge up-front cost to buy advertising spots on prime-time television shows such as Lost, Heroes, or pick your other favorite prime-time-show.
Then there is the problem of magazine subscriptions. The rise of sites like www.gamenikki.com / www.gamenikkiinexile.com :: www.ign.com :: www.kotaku.com :: www.beyondunreal.com :: and so on have eroded the potential subscriber base for typical magazine advertising. Why pay for a magazine that carries news a month late (and in the case of Game Informer often gets basic fact checking wrong), and often has clearly paid-for-reviews? Okay, I'm ignoring the big problem that most of IGN's stuff is probably paid-advertising as well to make my point... but there just isn't a reliably gamer-centric magazine source to leverage. Most savvy gamers have their favorite news / opinion sites, and a list of reviewers they trust to give them the straight shot on whether or not a game is worth buying. That type of situation doesn't lend itself to advertising as a person commonly thinks about advertising.
Again, some of these difficulties would not exist if it were not for the basic foundation of CoH as a Super-Hero themed game, and if it were not for the direct competition with both Marvel and DC Comics. However, CoH is a super-hero themed game, and is in direct competition with both Marvel and DC Comics.
Which is why the marketing team has to get creative with marketing opportunities. Razer's a pretty big name in the gaming hardware business with their own line of gaming problems, and having swallowed up SteelSeries. Parternships with Gamestop are also another way to increase sales at time of Sale. Setting up shop at various conventions is also another way to increase exposure to potential players.
One of the other problems facing the marketing team is CoH's age. Pretty much everybody who was interested in a super-hero themed RPG has heard of or tried City of Heroes. The amount of hard-core gamers that at least have not ever heard of the property is pretty small. Which means that COH's greatest opportunity for growth is convincing hard-core gamers that CoH offers more than other MMO competitors, or finding new markets to sell subscriptions into. -
