(I use the second monitor for the Paragon Wiki or for running other non-graphically intensive apps.)

I'm looking to spend in the neighborhood of $200-$300. This is my motherboard. I'm not a whiz when it comes to hardware, translating specifications into "This will run City of Heroes really well," though I'm perfectly proficient at installing it once I have it. I prefer nVidia cards since I've had trouble with ATIs in the past.

So... Any advice on what will help me get set up would be appreciated. Links to Newegg and/or Amazon would be come close to getting on my Christmas card list.
If you're price point is around $200-$300, there's pretty much only two choices. RadeonHD 5830 or RadeonHD 5850.

The lower priced (~$160) RadeonHD 5770 is capable of pushing all Ultra Mode at 1920*1200 with a good processor (in my case the Phenom II 965), and the 5830 / 5850 are quite a bit more powerful than the 5770.

Geforce cards in this price point aren't really an option. First, you'd be sacrificing DirectX 11 / OpenGL 4 support. You'd have to break the $350 mark for one of the feature equivelent GTX 400 series... and then you'd have the small problems that the cheapest GTX 400, the 470:Second, you'd be sacrificing performance. If you can find one, the GTX 275 runs over $300... and depending on the game has problems keeping up with the roughly $200 RadeonHD 4890... which in and of itself often trades blows with the more powerful and more expensive GTX 28x series cards.

Who was saying this? People on the forums.
Also incorrect. Corruptors started CoV with the Kinetics set , which much like TA, doesn't actually fit into a pigeon-holed this is a "something" set.

Again, if you accept the over-arching theory that corruptors secondaries are based on debuffing enemies, Trick Arrow is one of the most versatile debuff sets available. If you accept the over-arching theory that the mastermind secondaries were based on protecting pets, again, Trick arrow fits the bill as it has some powerful soft and hard control features. Trick Arrow features pretty much every debuff that's available in the game, even a regeneration and recovery debuff if you take EMP Arrow.

So, I'm not sure why you say that Corruptors should get Force Field based on Corruptors getting Trick Arrow. From what we know from the developers, Cold Domination "was" the Corruptor answer to Force Field.

I don't recall any reason discussed for this not being ported to doms, but I've wondered if it has to do with there being so little control in Ill. Illuision has all these powers that misdirect and confuse, but that's something I say and I have nothing to back it up.
Remember: Illusion Control was the genesis of what eventually became the Mastermind set. It was stated pretty explicitly a few years back that the Illusion Set was close to a MasterMind as Heroes were going to get.

Now, yes, that is changing with Going Rogue. Existing Masterminds will be able to become a Hero, and through Praetoria, new Masterminds can start as Heroes.

Looking at Illusion from a design perspective, what I stated is what holds up. The gameplay of the hard control sets suits the fast paced Assault play of the Dominator archtype... which is the design goal. Dominators should not play like Controllers.

One of my biggest personal issues with the cries of proliferate that set, or that set, or that set is that the uniqueness of each set is lost. The different play experience becomes meaningless, or harder to differentiate. Right off hand, unless somebody can make a convincing argument for how Illusion Control would suit the Dominator play-experience goal, there's no reason to proliferate it.

Brutes had Ice Armor during CoV beta. Back during that time the developers found that the functions of Ice Armor interfered with the functions of the Brute Play Experience.

Several players have pointed out that Brutes generally don't rely on taking hits as much these days to generate fury, so there's a possibility that Ice Armor could be re-visited. As far as I am aware, the developers haven't given a flat no to the idea, but we do know it's not at the top of their list.

With the current game's focus on Soft-capping defenses via IO's, and admission from the developers that maybe they put too much defense bonus's into the IO sets, it's possible they are rethinking the inherent design balance of defense, which could also explain why Energy Aura hasn't been proliferated.

Why don't Masterminds get Cold Domination, even though they get Thermal Radiation? Why don't they get Radiation Emission, for that matter?
Good question. There is an over-arching theory about why Corruptors got some power-sets and Masterminds got others, as brought up here: http://boards.cityofheroes.com/showthread.php?t=197785 :: and restated here: http://boards.cityofheroes.com/showp...38&postcount=4

The basic idea is that Cold Domination was a debuff version of Force Field, which Mastermind's did get. As force field contained no enemy debuffs, it didn't fit the Corruptor Design model, so rather than rebuilding the Force Field set from the ground up, the developers made Cold Domination.

Why don't Blasters get Dark Blast?
Oh this came up recently in another thread when somebody asked about Dark Control: http://boards.cityofheroes.com/showthread.php?t=217534 Short version: Dark Blast has a ton of soft-control, and one of the factors about most of the Blaster Sets is that they are pretty much light on soft-control. As I understand the concept, Dark Blast has too much soft control.

Now, the developers may revisit this in a future proliferation.

    Quote:
Why don't Defenders get Thermal Radiation and Fire Blast, even though they get Cold Domination and Ice Blast, and even Traps and Assault Rifle?
No. Idea. These are actually likely for future proliferation.

Why don't Tankers get Energy Aura?
    Already answered up above.

    Quote:
Why don't Dominators get Illusion Control?
Too much soft and non-direct control. Dominators are supposed to provide a faster paced, more active combat style. The Pet heavy Illusion Control set basically forces Controllers to sit back at the edges of battle. If you've ever played an Illusion / Force Field... you've played the closest definition of boring I can think of in the game.

While I could be wrong, I'm pretty sure that Illusion Control is on the list of never to be proliferated sets.

may not. x800 would be a Shader Model 2 card. The line-up was continued from support back in March 2009. The last "stable" driver main-line release was the 9-3 driver.

ATi/AMD still rolls the legacy driver up as part of a quarterly package, but outside of making sure the quarterly legacy package accounts for Windows API changes, little else is done to the driver.

    ***

Sound I suspect may be a separate issue. An x800 would have been before ATi started putting an Azelia audio class sound chip on their GPU's, so my bet is you'd have to be using either an add in card or onboard sound. We'd need to know more about your actual hardware to solve a sound issue.

    Not. Going. To. Happen.

Enhancements are currently the only real influence / merit sink in the game. There's nothing you can really buy with CoH's dominant currency outside of enhancements. Sure, you can spend influence on inspirations, but at high levels, a single minion is worth more per defeat than a purchasable inspiration. e.g. Jaegers in PI are worth 2,127 influence in SG mode.

The decision to allow characters to deslot any enhancements was largely seen as a gesture of goodwill back in the SO days.

In today's IO influenced game, it's actually more likely the developers will look at limiting... even further... the ability to deslot and retain IO's after a respec.

  14. Question: why on earth are you running Bank AV's? Well, other than for the badge.

Second: My own Ice Tank can pretty much take on every AV but Mother Mayhem and pretty much hold aggro while the team works off the minions.

Which actually is going to bring me to my point.
    • Not All Power Sets Are Created To Be Equal.
    • Not All Power Sets Will Give the Same Play Experience.
The Ice Armor set is designed to be an aggro management set. It's built around the concept of using mobs to feed it's high endurance consumption and maintain defenses.

It's not designed to be a Single-Target aggro holder. Without a mob around to feed Energy Absorption, you are supposed to be feeling the impact of no endurance long before you feel the impact on your HP bar.

So, I'm going to be blunt here.

What you want, you aren't going to get.

The, what we'll call, "AV" hole is intentional in the design of the power-set. The weakness can be offset by other archtypes buffs and debuffs. Patching up this "AV" hole would actually discourage teaming and... you know... working together. Since what you are asking for goes against the design of the game... it really doesn't matter how you phrase it, sell it, or communicate the idea.

    Not. Going. To. Happen.

Okay, here's what I'd like you to do.

First: go here and follow the instructions on this webpage: http://www.mydigitallife.info/2007/0...elcome-screen/

    Second: Reboot the computer:

as the computer starts up, start tapping the F8 button.

Yes, I'm sending you into safe mode.

According to this post: http://boards.cityofheroes.com/showp...2&postcount=11 :: you are using Vista/Win7.

You should be presented with click-login with your username.

There may also be another login labeled Administrator

If there is, I want you to login as Administrator. If there is not... go ahead and just log-in with your existing username.

    ***

Now, logged in as (hopefully) the admin in safe mode, NOW try to go open up the netinfotool_allOS_USEU.exe file.

If you still get an error where the program will not launch, your computers ability to understand binary executable files is damaged.

Okay, Shuri? What hardware are you using?

    Based on this post: http://boards.cityofheroes.com/showp...48&postcount=2

It looks... LOOKS like you are using Intel Integrated graphics. One of the threads Zombie Man links to directly deals with this issue in later posts: http://boards.cityofheroes.com/showthread.php?t=219502 :: cross-references to http://boards.cityofheroes.com/showthread.php?t=220618

Luminous Martini found that forcing -useTexEnvCombine as a launch option solved the outright crashing on Intel chips:

    ***

Now, if you aren't using Intel integrated graphics, and you have some other graphics card from ATi or Nvidia that's on a legacy driver, such as from the Radeon 9x00 series, Radeon x300-x800 series, Radeon x1x00 series, and Nvidia Geforce4 through GeforceFX... your graphics options might be limited as neither company commits (a significant amount of) resources to addressing bugs or issues on cards from these errors.

    ***

Also, if you ARE using Intel Integrated graphics, you may, or may not, be S.O.L. when it comes to getting the exact same graphics settings as before. The existing graphics engine contained several hacks, work-arounds, kludges, and in some cases just plain bad coding to achieve some of the visual effects under OpenGL 1.3-1.5 Rendering paths.

The Ultra Mode upgrade fixed several of the outstanding code quality issues. Unfortunately, just because the graphics code itself might now be API Adherent... does not necessarily mean that the drivers themselves are API Adherent.

It is very possible, although unconfirmed, that CoH's engine was making use of non-specification OpenGL API calls to achieve some of the graphical effects. Converting these graphical effects into "standardized" OpenGL API calls may encounter problems when a vendor has implemented the non-specification call for performance or hardware reasons. E.G. : Nvidia, UltraShadow, and GeforceFX.

From the information that has been given to the players, it seems that the guys working on the engine think they can reduplicate existing effects on the cleaned-up code. They might not be able to. As demonstrated... quite painfully for many players... in the 5/04 patch, kludging the engine means... kludging the engine.

I rarely use Hibernate on my Ice Tank, and the times that I do use it are usually when I have a small team taking on a challenge meant for a larger team.
    This.

Ice is the only power set in the game that can, on it's own, reach Smash / Lethal Softcap Defense on SO's with no IO boosts in mob combat without activating a Tier 9 Alpha Defense:

Ice also gets a good amount of Defense Debuff Resistance. At level 50, you'll be pushing 51.90% Defense resistance (17.30% from Glacial Armor, Frozen Armor, and Wet Ice). Thus, if you've got the cash / merits, you can rack up on IO defense boosts and pretty much never be put into cascading defense failure.

Ice also gets one of the strongest Mob Endurance Reduction powers in the game, as Energy Absorption can yank in -70% AttrEndurance when slammed into the ED limits. Two swipes will pretty much do in every single minion / lewy in the game, and wipe out most bosses. Ice also gets one of the strongest constant toggle slows in the game: wiping out 56% travel speed and 32% recharge on an end usage of .26/s. A Controller Cold Dom / Storm's Snow Storm uses up twice the end per second for a 62.5% run drop... although the recharge drop is better as it's 62.5% as well.

Even on SO builds, Ice is one of the more potent tanker sets in the game. When you start accounting for team-buffs, IO boosts, and accolade powers, Ice gets even more disgusting.

Hoarfrost, for example, can push an Ice tank to 3212.69 Hp. That's cap. That's: MAXIMUM HP:

Even better, Hoarfrost has a base recharge timer of 6minutes and an effect of two minutes. So, just on SO's you can punch it down to a 3 minute timer. If you work the IO system, you can almost get massive recharge boosts and get Hoarfrost really close to perma.

    ***

Okay, fine. Ice does have some glaring weaknesses. It is only a defense set, so pretty much any attack that does make it through is going to hit for full damage. And yes, it does have a gaping Psi hole so Rularuu / Carnies / Rikti cackle madly with glee. It's also a tremendous end hog, chewing up around 1.56 endurance per second unslotted, never-minding tough and weave.

But for what the set can do on SO's and then IO's? Those tradeoffs, and the hibernation trade-off... are more than worth it.

    Um. No.

Neither the regeneration nor willpower rezzes contain damage components. The two self rezzes that do contain damage components, Rise of the Pheonix and Soul Transfer, do contain 10mag untouchable for 15 seconds.

It's one of the things that you know... actually makes the power sets... DIFFERENT from each other.
  21. Strictly speaking... neither of them.

At high levels... scrappers really shouldn't be taking on an AV. That's normally the job of the Tank. That's also why you suddenly started face-planting more often, and probably have found it more difficult to land your defense boosting attack.

Scrappers don't have the HP, or the defenses, to take AV alpha strikes on a regular basis. Nor do they have the taunt aura's to hold an AV's attention. I've got both blasters and controllers that can out-aggro tauntless tanks and spines/fire scrappers.

One of the reasons you can get away with tanking AV's early in the game is that they really don't have any esoteric attacks or oddities. When you reach the later game and start going up against Rularuu, Romulous, any of the Statesman TF AV's, the Praetorian AV's, or the Rikti AV's, you'll start consistently running into AV's that just don't play fair.

Most later level groups also start racking up various debuffs / buffs. The Nemesis, for example, can stack vengeance. Arachnos can pretty much hit you with every debuff imaginable. Malta have sappers. Carnies have -regen / -recovery and loads of mez effects. Rikti have Mages. The list goes on of enemies that do more than just smack you with a baseball bat.

    ***

Now, I know, you are probably thinking... but I see people on the forums all the time talking about how their scrapper took on such and such an AV... why can't I?

The short version is, most of the scrappers on the forums going after AV's have tweaked out builds with massive IO set bonus's. So yes, if you racked up some defense buffs, hp cap increases, recharge increases, or so on, you could probably hold your own against pretty much any AV in the game...

    ***

So, if you want something to keep an AV BUSY... make a tank.

If you want something that can actually SOLO an AV, as in DEFEAT IT... make a Fire / Shield and have several thousand merits and a couple billion influence stored away to IO yourself out.
