It really is a terrible shame that there aren't more guy bits, though. I think you should add in a solid version of the veil for them - that could have everyday, non-girly applications. Aside from that, that's some great work, guys. It's kind of pricey, though... $5.99 would have been more reasonable, considering how many of these you stand to sell (seriously, you can't tell me you're not going to make a packet off of this!). Or maybe a pre-order discount next time?

Also, why would you want to use a double XP power, unless using it for solo levels only.... because if you are earning 2x the XP of a good team, you're going to out level them then have to go through the irritation of finding a new team... that's kinda lame.

Where are the numbers on this? I know for a fact I HAVE to be standing right on top of a controller or dominator to get the mez buff. If they move away from me even 70 feet, it dropps and I'm held. -

Of the various issues with Kheldians, I'm really not sure where the 'range' issue weighs in since I've never really had an issue with the range of my powers playing my Khelds. What specifically do you think needs changing? Or are you talking about the range for Cosmic Balance/Dark Sustenance, the "tether"? That I do think could stand to be increased substantially or even made instance-wide.
To answer your question - yes, Devs do occasionally read these forums, though directly calling out a Dev (i.e. making a thread titled "Devs read this!", etc) is against forum rules and will get your thread deleted). If you really want direct, timely communication with a Dev on any given topic, however, the best avenue is to PM the Dev with your question or concern.

I - Cosmic Balance/Dark Sustenance inherent signature power
(Aka Interspacial Link, or I-Link, the name in the initial beta of the kheldians inherent)
Range : the power has a limited range, 300f according to city of data, constated much less than this,but not thoroughly verified, like a little more than the leadership toggles (60f range). Anyway, the range proved to be not large enough as when the group split between 2 spawns, many bonuses will disappear because of this. Also, I-Link is completly unusable in pvp, because of the range limitation.
wishlist : remove the range limitation (or increase it to max zone range)
Delay before activation : DS/CB are on a refresh timer (city of data put it at 10 seconds, same for the fitness powerpool powers). Meaning that if you're in a form, and because I-Link is deactivated while morphed, switching back to human won't reactivate immediatly the I-Link bonuses. You may have to wait from 1 up to 10 seconds before they kick in. This behavior is due to the way the game handle passive powers and was confirmed before by _castle_.
As the main mez protection source in human form, this power must be activated at worst 1 second after morphing back to human form.
wishlist : 2 possibilities :
* force an immediate refresh of CB/DS when switching back to human form, even by creating a new instance of this power, non cumulable with itself, with a 10 secs lifetime.
* Allow the power to carry over the form, but giving no bonuses if not in human form. Because while the power is refreshed each 10 sec (renewed would be more accurate in this case), the bonuses are calculated immediatly. Easier to spot when under a low mag mez effect and having a controller jousting with the range limit of I-Link. The dampening mez effect will stop and restart immediatly, as many times as needed without any regards to the 10 second refresh duration.
In the second case, the question about allowing to retain partial bonuses in non human form could be raised.
Viability : A little explanation first : Kheldian I-link was here to balance the archetype versus a team composition that only existed on paper, and rarely occured in game. It's only a deduction, but given the old inherent debuffs we had, the group where a kheldian should stand is along the line of : 1 tanker, 1 defender, 2 controllers, 2 blasters/scrappers, 1 free spot, and the kheldian. Pure speculation, here, but by getting a look to the inherent debuffs kheldians had back at their release, you'll start to easily see the pattern.
As a reminder :
- Tanker, Mastermind, Corruptor or Defender teammate : +dmg (20%) for peacebringer, +res (10%) for warshade
- Scrapper, Brute, Stalker or Blaster teammate : +res (10%) for peacebringer, +dmg (20%) for warshade
- Controller or Dominator teammate : +mez protection (mag -1)

I feel that the inherent is one of the largest problems with the AT's, I feel like I have to be holding hands with my teammates to get the bonus. Its outrageous, the radius needs to be expanded to at least 300 feet if not further. I think this should be the first priority to fixing kheldians, we were the first (if I recall right) to have an inherent, yet dominators have been fixed, and blasters are being looked at, however what happened to usThis just has to be fixed.

I just wish Voltaic Sentinal would be like a controller pet, you only have to pull it up at the beginning ofa mission, but it has a horribly long recharge, hell I'd even take a 25 minute recharge, and the ability to dismiss it. I think that would help electrical blast A LOT.

The one from the game is from the Rikti War Zone, you have to be +35 to see them, and I think +38 to get that mission arc. (could be wrong about the latter).
The second blade is the most idiotic illogical useless wepen I have seen ever. Think about using that in any kind of close quarter combat and then imagine your own intestines on the floor.
And, I don't mind the dual blade look, maybe a smidge, and I mean a smidge and I mean a very small smidge shorter would be cool. Though I have not seen any mpg's of the powers so maybe they look graceful while in motion, and perhaps everyone is just over reacting. I'd honestly really like to see a video file of the powers. Though, I'd be lying if I didn't say I do covet the vanguard's version of "claws". -

Personally, I have a mixed feeling towards both the player base and the devs regarding this new set.
On one hand, I relate to the majority of the players in that a dual swords set DOES seem cool. On the other hand, I abhor the common denominator that got us ANOTHER sword/lethal set for melee types, when we could've had something far more unique and different from what we already have available. In other words, while Dual Swords seems like fun, I think it pales in comparison to what we COULD have had.
As far as the devs, I actually feel bad for them because of how constantly they get lambasted with criticisms no matter what they put out for us. I genuinely believe we have a dev group that cares about their player base, and it's a shame they receive so much flak. On the other side, I share the feeling that a lot of players do that we do often end up getting the "easy fix" with things like repeat animations, certain game mechanics and un-fixed problems (Fury, Placate, the Market, defense-based sets, etc.), the over-abundance of smashing/lethal, the perpetual gimpage of certain sets, and so on.
It's a mixed bag, really. Overall, I sure would've liked to see a more innovative set like War Hammer, Psionic Weaponry, or Street Fighting, but assuming the actual powers of the set are decent, I'll give Dual Blades and Willpower their due. Now, if we wind up with another Claws-type or DPS-based attack set, or a defensive set that gimps itself by trying to be jack of all trades, master of none, then to hell with 'em.

Couldnt have put it better myself. I still stand by my position that the City of Legends project should not have been scrapped. If things would have continued we would have got a unique power set for each AT and that is what we need.
I hate that each time we just get 1 or 2 new ones and that is all you get to team with for the next 4 months. If we just had an issue of new sets then we would have basically a full 6 months of awesome teams and fresh toons.
I know this would be very hard though......... I just hope that in the future we make our new sets count. Cause pretty much all of the new ones have sucked royally.

We could be doing so much more right now. I really think that we need to start having veteran polls. How about when we vote on things from now on we have two polls. One that everyone can vote in and one that you can only vote in if you have a certain ammount of veteran badges.

Im not saying we should go off of what the vets want only, but dont you think it would really show whats best for the game?

Electric Brute mele and defensive set.
All of those sets are pretty damn good.
Only a many ignorant people up until its recent graphics change thought sonic resonance was "useless", even less know how to play a sonic blast set appropriately.
And, while I'm not a huge fan of the kheld ATs myself, I have witnessed those sets in the hands a of a good player to bring a great team up to a freaking fabulous team.

I'm extremely disappointed that an image of Statesman would be used in such a way. I know that we designed City of Heroes to appeal to "children of all ages." My proudest accomplishment with the game is that many parents (including my brother) play with their children...sharing, I hope, the same joy for the comic book world that I've had ever since I was 8. I cannot express the shock that I felt seeing that a character created by Cryptic would be used in the same sentence as Columbine.

Now, to protect others from himself, he remains imprisoned within his battle suit.
He is constantly searching for a cure for his condition, but that does not stop him from contributing to the defense of Paragon City and contributing many other technological breakthroughs for the good of all.

Synapse escaped Crey's clutches by shorting out the lab where he was kept prisoner. To this day, Crey executives deny any knowledge of the project in which Synapse was an unwilling participant.

Bastion does not fully understand human ways, but he is a valiant defender of Paragon City.

Manticore's father had once been a costumed vigilante in England, until he and his wife died at the hands of a German villain called Doppelganger. Background: Numina was born Tammy Arcanus, daughter of Tommy Arcanus of the Midnight Squad. Tommy delved so deeply into the metaphysical that his very being was affected, and Tammy was born with magical powers. Early in her super-powered career, Tammy joined the Midnight Squad. In the 1960s, she and her team were sent into a series of caverns surrounding the Earth's molten core. It was there that the Red Threat, a Soviet villain, intended to destroy the world.
To save the Earth, Tammy possessed the body of the Red Threat. She minimized the damage, but her body was destroyed. Her consciousness survived, trapped within the Red Threat until he was killed in prison during the Rikti Invasion. Tammy's astral form was at last free. She renamed herself Numina and threw herself into the war against the Rikti. In the war's aftermath, Numina uses her abilities to nurture the next generation of heroes.

Only time will tell if Shalice will be able to return to her body.

Background: Jessica is the granddaughter of Miss Liberty from the Golden Age. She has taken up the mantle to fight for freedom, in this specific case to free Paragon City from its infestation of villains. She has heightened strength and endurance as well as the power of the Liberty Belt, which was passed on to her by her grandmother.
Early in her career Ms. Liberty worked extensively with Statesman, but recently seems to be spending more time working on making certain that new heroes in Paragon City have the information they need, as well as working on the Freedom Corps. It is clear that she is determined to do her energetic best to make the Freedom Corps the premiere hero assistance group in Paragon City someday.
Valkyrie

Secret Identity: Valerie Kellum
Origin: Technology
Archetype: Scrapper
Primary Powers: Spear, Regeneration
Background: Valerie Kellum was an up and coming Archeologist exploring Scandinavia when she discovered what she first took for an ancient spear. A more careful examination led to the realization that the spear had a technological component. She traveled around Europe looking for ideas about its origin and ended up in a local Crey facility. When a Crey security team tried to take the weapon from her it activated and injected Valerie with advanced nanites that transformed her into Valkyrie, an extraordinary warrior with a completely different personality. She broke free and traveled to Paragon City where Positron is helping her come to terms with her new identity.
Minx

Secret Identity: Katherine Steffan
Origin: Science

Primary Powers: Claws, Regen
Background: Katherine Stevens was a young girl in the wrong place at the wrong time. While attending Paragon City University, she volunteered for a Crey research project. When the Crey research scientists realized that she had no family and few friends, they decided to try some of their more dangerous procedures on her. A volatile serum transformed Katherine and gave her some feline features and characteristics. Crey considered the result a failure because Katherine could not be controlled. She managed to break free of her captors, scarring the face of one of Crey's top Scientists horribly with her claws.
Adopting the identity Minx, Katherine lived on the streets or Paragon City for a time. She got involved in petty crimes to keep herself alive. Synapse discovered her there and helped her develop control of her heightened reflexes and her animalistic nature. She is still undisciplined and prone to overconfidence but is fiercely loyal to Synapse and grateful for the second chance he has given her.

Primary Powers: Illusion Control, Kinetics
Background: Jean-Pierre Lourdin was not always a hero. He began his career as a villain in Europe, using the twisted images in his mind to commit robberies. With INTERPOL hot on his trail he landed in Paragon City, where his broken thoughts were detected by Sister Psyche. She confronted him and after an intense battle was able to subdue him.
She spent months healing the damage to his mind and has taught him more productive uses of his abilities. Sister Psyche vouched for him with the authorities and he has been allowed to help with the current crisis in Paragon City. Many are keeping a watchful eye on Malaise, however, for signs of his madness returning.
Luminary
Zone: Talos Island
Secret Identity: None
Origin: Technology
Archetype: Blaster
Primary Powers: Energy Blast, Energy Manipulation
Background: The original Luminary is Kit Rafter. He retired from the Freedom Phalanx in 1995 to become the spokesperson for Hero Corps. At his wedding, Positron presented Kit and his new wife Jeanette with the ultimate wedding present: a new android modeled after Jeanette with powers similar to Kit's. This next generation heroine was the new Luminary, carrying on Kit's fine tradition under the watchful eye of Bastion. Her systems were all more advanced than Bastion's, making her the state of the art in android technology.
The new Luminary has recently shown signs of developing a strong personality. It has caused Positron some concern that it seems similar to Jeanette's. He has performed many tests on her but has not determined the cause.

Background: Lena Elliot was touched by magic from the moment she was born on the Vernal Equinox. Her life seemed almost charmed; she grew up happy, did well in school and loved her parents very much. Everything she tried she seemed to succeed at. There was a reason for her good fortune. Both her parents were powerful mystics, and performed a ceremony to bless Lena's birth.
Shortly after her 21st birthday the Elliot's luck ran out. They got caught in the middle of a battle between the Circle of Thorns and the 5th Column. The groups were seeking a pair of rings that had been in the Elliot family for generations. Lena's powers manifested and she instinctively threw a protective shield up around herself and her parents. Manticore had been following the 5th Column group and came to the Elliot's aid. The battle was going poorly when Lena lashed out with her psychic abilities, stunning many of the villains. Manticore mopped up the rest, but not before the 5th Column managed to escape with Lena's parents.
Manticore offered Lena the chance to fight at his side and she jumped at the opportunity. As Swan, she aids him in his relentless war against the 5th Column, in the hopes that one day she will find her parents alive.

Background: K'Varr D'Shall was the most skilled demon binder in the Order of the Crimson Lotus, on an alternate Earth. His order bound demons into their weapons and armor, in order to keep Infernal Earth from being overrun by them. They were maintaining and uneasy peace until K'Varr's best friend T'Keron grew jealous of his comrade's power and skill. T'Keron attempted to bind Valmaz, Lord of Demons but lost control of the ceremony. K'Varr arrived to help his friend, but it was too late. K'Varr, T'Keron and Valmaz were all drawn through a dimensional rip caused by the binding ceremony onto Primal Earth, our Earth. T'Keron and the Demon Lord were bound together by the potent mystic forces.
The ways of our world are strange to K'Varr but Numina is assisting him in becoming acclimated and beginning his search for the unholy fusion of T'Keron and Valmaz.
