On the first mission send someone to "knock" on the door underneath the tree on the left which will spawn the AV -

Not true I've done a zillion katies 2 Controllers with AoE immobs is all you need. Team makeup should consist of at least 1-2 debuffers 1-2 Controllers with an AoE Immob and 1-2 AoE blasters

An Illusion Controller is ideal for this job as they have Superior Invisibility and can Confuse them to death. A Stone Tank can actually be useful here, have them go Granite and just run through the mission.

Ideal is a stealthy blaster with the ability to solo the spawn (aim/buildup - slotted up Tier9). I do this all the time on my main who's an Electric/Electric.

Send one person with Fly to check the spawn site if clear than that one person can KO the altars fly straight up and back to the spawn site. If the spawn site is not clear (meaning there are mobs so close they will aggro once she's freed) then you should clear it. -
It's a mix of CJ and Superspeed in addition to Swift and Hurdle.

Oh believe me I've only racked up 300 hours on the reroll of DB and havent had enough PvP time to even consider myself a "vet" of both sets (though I think I got a wide knowledge of it). I do consider myself a "vet" of Energy/Devices though I'd never make a guide of it (I believe that just about every power in the game I can find or figure out a use for) .

Power selection and tactically speaking sure but what I9 brings is IO set bonuses which are completely tailorable based on you how much influence you have, the market and which direction you which to go to.
Take a peek at www.paragonwiki.com for more info. Basically list your powers out then list out what type of Sets and Bonuses you're going after.... -

Umm TD's base to Hit is 13.875% and with 3 Even level SO's that's 21.645%.

Umm, you cant put DMG RES enhancers in PFF. Put 1-2 Recharge in there. The End Rdx isnt really necessary unless you're gonna run around the zone in PFF. -

I play a Storm/Sonic on Champ who just hit 30. She is a perfectly soloable PvE wise but is geared towards team zone PvP play. I find it interesting that you chose Fighting Pool over Medicine (I have Leadership on my build and O2 Boost) - I would chosen Medicine for Stimulant/Aid Self.

With 3 Recharges in Aim it's a 62.5% Boost to base damage and 37.5% Acc boost available every 45 seconds... I'd keep Aim no matter what -
Ok well.. I have Smoke Grenade pretty late in my build and of course it has Lysos.. so I'm really not a good test subject. Out of 10 packs of pve mobs ranging from even level to +3 SG indicated no misses (meaning say out of a pack of 4 I could see the debuff effect on each one) and the mobs sizes ranged from small (2-3) to medium (7-9). I tested SG in pvp as well with the help of Kush and Midnight Power (thanks guys/gals) and again I could see the debuff effect but never saw a "hit" or "miss" indication.
I think I have a version of Deadboy on test that's hamifree so I can test with him later. -

It should require a to hit check in both PvE and PvP - however you may have Targeting Drone so slotting for Acc may not be necessary.

The smoke effect should only show on affected mobs and should last roughly 60 seconds. -

Other than what's been posted in the test forums on a thread by Revolver Law I've yet to see anything of Red name status for Devices. However a large number of suggestions have been made in the Blaster forums.

Agree - that's why I posted what I said - by omitting the other aspects that Ice Manipulation has to offer you could lead readers to the notion that Blasters are simpling about killing.

I think you're selling Ice Manipulation quite short. Being a Blaster isnt just about dishing out alot of damage it's also about using your secondary powers to support your primary. Ice Manipulation offers quite a few "soft" type of controls with it.
Chilblain - you should mention that Chilblain grounds flyers and it does a good amount of DoT. It's also a Mag3 Immob and will instantly root most LT class mobs.
Frozen Fists and Ice Sword do respectable damage and Cold is less resisted than Lethal - there's nothing wrong with taking either and slotting them up.
Chilling Embrace - again a PBAoE slow - used under the appropriate circumstances can be very effective in both PvE and PvP (It used to be the Anti-Stalker aura).
Shiver - Shiver has a huge cone radius works very well with 2 Acc and 2 Slows. Used in conjunction with Ice Patch or with another slow type of effect (such as Snowstorm) one can pretty much slow stuff to a crawl.
Freezing Touch - It's a melee ranged Mag3 Hold and will stack nicely with other Holds (either from your primary or an Epic)
Frozen Aura - PBAoE Mag2 Sleep (yes it only affects minions) but most Sleep control effects have a good long duration. It does 0 damage so one can theoritically perma-sleep a group of mobs. It also stacks nicely with other Sleeps from other players or oneself (on Test I stacked Flash Freeze and Frozen Aura together). Frozen Auru's use is totally dependant on the ingenuity of it's user - I've seen some AoE users (like myself - I'm AR/Ice) use it solo and in team as well as Single target specialists use it. -

Energy Torrent (from Energy Blast)
Torrent (from Dark Blast)
Shockwave (from Sonic Blast)
Buckshot (from Assault Rifle)
Single Target KB
Power Push (from Energy Blast)
Power Thrust (from Energy manipulation)
Radial KB (these attacks cause KB in a Radial type pattern)
Explosive Blast (Energy Blast)
M30 Grenade (Assault Rifle)
*I know there are more just dropping in some examples
