As for the Rare & Very Rare stuff, it's always been our policy to have the data match the Live servers and that will continue to be the way - this is mainly because making changes to the DB can cause save files to not load, so we don't to release a DB change that might be completely redone (this change by the Devs at the last minute for Inherent Fitness to make it Inherent.Fitness.Sprint,etc instead of Inherent.Inherent.Sprint,etc is a major example of that). We are building this with those in mind, though, so if I19.5 comes out it'll be a relatively minor db update to Mids to add in the Rare & Very Rare.
This, of course, assumes that 19.5 doesn't come out next week. *crosses fingers*

Essentially the silencing of sounds is replacing those sounds (just like icons are replaced in packs by Vanden or Corva) with a short track of silence. Soooo, one could simply name a file the right thing, place it in the right directory (assuring it is the right file-type) and it would replace that sound. Though it may be important to make sure that the length of the track matches up, though that may not matter, I am unsure.
However, to find the right files and right directories would require a LOT of messing in the PIGGs and a LOT of trial and error I should think.

When it was announced that they brought on Jason Graves (Wikipedia link: http://en.wikipedia.org/wiki/Jason_Graves) to do the score for Going Rogue, I was so incredibly delighted. I really, really, really wish that CoH and CoV, but mostly CoH would get some new music.

That's what I did while playing STO. Just downloaded a bunch of Star Trek songs to iTunes, shut the in-game music off, and then just played the ST music.

So I know there is a guide to silence specific power sound effects somewhere out there. Is there a way to make these songs play instead of the original?

I have no idea what that could be. You are most likely correct with it being just the lighting. I also think the grey rectangle next to it might be some clipping issues.

That build makes me want to try another Valkyrior character as an FM/SD.
I didn't want to take Blaze Mastery because it wouldn't fit the concept. The most she's about is wielding holy armaments. Stuff like Char, Fireblast, and etc. wouldn't even match until APPs get Power Customization.

In place of Blaze Mastery is Body Mastery. Build loses some Accuracy, 2.5% global Recharge, but gains a slight amount of HP and is at over 300% Regen. You've made such a great build for me to work off from! I might actually go with this character someday.

Hey Werner, did you ever get an I19 build for this character?

I'm getting unenhanced Damage values of Ball Lightning at 95.72 (including the DoT) and Fireball at 127.31 (without the DoT). It is from that which I see Fireball as the superior damaging AoE. Mids might have those values wrong though.
