First of all, Servers are down at 9 AM ET for patching.
Secondly, if that's not the problem, check out this thread, Common Solutions & Posting Guidelines
Then post the results of these two programs:
- CoH Helper - it will show us basic computer settings and your CoH configuration.
- HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here.

A Vigilante is still basically a Hero, and thus, can't join a Villain SG or enter a Villain Base.
What these 'Tourists' *can* do on the 'other side' is:
- do Newspaper/Radio missions (and thus get contacts for the other side, but can't actually talk to those contacts till they cross over 'all the way')
- join any team on the other side that doesn't involve going into their base or their version of Ouroboros (no Cathedral of Pain nor Flashbacks as a Tourist)
- start or participate in the other side's Task or Strike Forces

The arcs in Praetoria are all tagged as minor arcs and if you level out of their range, your contact will immediately stop giving you the rest of the missions of the arc.
Besides, the important Morality Choice mission is a separate arc, so, even if one could finish, say, Reese's arc, when you hit level 11; he then wouldn't give you the Morality Mission because that's a separate arc and you've outleveled him. -

Mechanically, taking down the War Walls and putting in Vista Tech would require COMPLETELY RE-DOING AT LEAST 20 ZONES.
Not only that, each zone would be 10 times larger (since Vista Tech requires each zone incorporating a low rez version of all the nearby surrounding zones).
Or, they can shut off the War Wall forcefield permanently, but then you'd be able to get to and see how ugly the pseudo-skyline is beyond the War Wall. And if they fix that, then, they'd be COMPLETELY RE-DOING AT LEAST 20 ZONES.
This would take most of the Dev team a full year to do and keep them from doing anything else in the meantime.
So, not likely to happen until CoH2, if that ever happens. -

According to support, Praetorian toons can not unlock EATs.
THIS IS VERY BAD.
If Praetoria is billed as 'the new starting zone for new players'. This means new players who only use Praetoria as their starting zone WILL NEVER UNLOCK AN EAT.
That's not good. And if that information is right, it should change.

Answer There are four unlockable character archetypes in City of Heroes. Two begin their careers as Heroes and two as Villains. They include:- Heroes: Peacebringers, Warshades (also known as Kheldians)
- Villains: Arachnos Soldiers, Arachnos Widows
It is not possible to change archetypes for existing characters, nor is it possible to start a new character as a Praetorian Epic Archetype (if you have Going Rogue).
I have a Level 20+ character, but I can't create a new Epic Archetype character!
Log into the character that's Level 20 or higher. Wait about 30 seconds, then log off. The option to create a new Epic Archetype character for the Level 20+ character's "side" should be available.
Note: Level 20 characters that started as Praetorians do not currently unlock Epic Archetypes, though in-game messaging might suggest otherwise. Only characters created as a Hero or as a Villain will count.
Note: Epic Archetypes used to require a character be advanced to Level 50. This was changed in April 2010 with the release of Issue 17.

Recently I created a DS/Dark Mastermind in Praetoria. I got him upto level 20, then moved him to Villains. It didn't lock any of the epic archetypes. I thought that maybe I needed to hit a level first, so I levelled him to 21 and still no change. I then made a new villain and got him to level 2, to see if that activated it, but theyre still grayed out.
Do I have to make a villain from scratch to unlock these?

If you don't get access to VEATs by doing what I said, then open up a support ticket and a Game Master will fix your account. -
If you have Going Rogue, you might want to think about 'farming' the Morality Mission for an Alignment Merit.
Do five Tip Alignment missions one day, and then five Tip Alignment missions plus one Tip Morality mission the next day and you get an Alignment Merit.
Once Alignment Merit equals roughly 100 - 250 Reward Merits, depending what you buy with it. -
