I think Scrapper damage from Oppressive Gloom vs. damage from minions is mostly a matter of how much other damage mitigation you have. I took both powers on my Katana/Dark while I was leveling to see which I preferred. And which I preferred varied. At a medium level, before I had my endurance under control, and before I had a lot of mitigation, Oppressive Gloom worked better for me. It definitely prevented more damage than it caused, and I could afford to give up a few hit points more than I could afford to give up a lot of endurance. But at a higher level, as everything else in the build was coming together, Cloak of Fear became the power of choice for me.
At this point, my defense is soft-capped to melee and about 40% to AoE and Ranged, and I'm farming +0x8 for drops to finish up my build. I've dropped Oppressive Gloom so I can't experiment, but I'm almost certain it would do a lot more damage to me than I would otherwise take from the minions it stunned. -
I'm a fan of Incinerate -> Scorch -> Cremate -> Scorch myself. Even lower DPS, but better DPE, lowish recharge, and save an attack. Mind you, I don't have anything but an abandoned lowbie Fire toon, so I'm not speaking from experience.

The self-damage is the main reason I switched to Cloak of Fear. Because yeah, if you're farming on IO'd out Dark Armor, I bet it's common to take more damage from Oppressive Gloom than you're preventing.
The second reason I went with Cloak of Fear is that I want my enemies to stand still, dammit! Not particularly applicable to Spines, of course. -
That looks like a pre-I9 comment. I heard rumor that a red name had more-recently posted that the originally-unintended uses of Hamios are no longer considered an exploit, and are now considered a feature of the Hamios. Not that the comment was explained to me, but I'd assume the rationale is that it has been like this for years and years, and that Hamios have almost nothing going for them over IOs EXCEPT for things like this. Never saw the post itself, assuming there is or was such a post. It's just what I heard.
If for some reason it IS still considered an exploit, and is still some day changed, I'll need to change my build. Builds requiring changes is par for the course in this game due to nerfs, buffs and new IOs. No biggie. -

One way to visualize survivability (thank you Umbral for the visualization) is as a rectangle. The width of the rectangle is damage mitigation (defense and resistance). The height of the rectangle is damage recovery (regeneration and heals). Your survivability is the AREA of this rectangle.
On a Regeneration scrapper, you have almost no damage mitigation and a metric ton of damage recovery. Your rectangle is very narrow and very tall.
Now, your damage recovery is made up of passive regeneration and active healing (or active buffs to your regeneration). On a Regen scrapper, let's say that you typically get two or three times more damage recovery from your click powers than from your passive regeneration. So you have a LOT more height from the click powers than from the passive regeneration.
On top of that, your rectangle has very little width. Adding more regeneration gives you a little more height, but the overall area is barely changing.
So your first priority is recharge, as it benefits you much more than the passive regeneration. On top of that, recharge also affects how often Moment of Glory is up, and Moment of Glory is damage mitigation, not damage recovery. So the more recharge you have overall and on Moment of Glory specifically, the WIDER your rectangle. Wider is very good, as just a little extra width will do much more than just a little extra height.
Once recharge is handled, your priority is damage mitigation - which is to say resistance (Tough, Resilience, MoG) and defense (pools, set bonuses, MoG). These help you widen the rectangle. It can take quite a bit, though. It takes 25% defense, for instance, to double the width of your rectangle. Still, if you get there, you get twice the survivability.
Tough, Resilience, Dull Pain and Moment of Glory help more than the rectangle would indicate, though, at least when things get really dangerous. Damage can come fast and furious, and all of those help you survive it long enough to click a heal or otherwise take care of things.
Back on our rectangle, let's think about Regeneration compared to all other secondaries. Regeneration has the narrowest rectangle, the least damage mitigation. That means that when you add 10% regeneration to your Regen, you're adding LESS area to your survivability rectangle than that same 10% added regeneration on ANY other secondary. So Regeneration, ironically, benefits the LEAST of all secondaries from extra regeneration. That's not to say it's bad, merely that it's a low priority. -

I'll almost certainly be resorting to lower level ones, but I'll probably let the 53 bids sit up there for quite a while since I'm not in a rush. I'm actually VERY curious what happens when you put a 50++ on the market. I suppose I could experiment on an SO and assume the same thing would happen, but I really need to run to work.

The skew surprised me as well, but then thinking about it, even a lot of the other kinds of attacks have a smashing or lethal component to them. So I'm willing to believe that it's in the ballpark, and the ballpark is really all that matters in this case.

If you can pull off good numbers with typed defense, that's a perfectly viable alternative. Yes, smashing/lethal first, energy/negative seconds, fire/cold third. Here's a breakdown of incoming damage I got from someone who made a careful study of the subject:

In my case, I'm lowering endurance drain by 0.02 EPS, and raising my AoE defense from 44.80% to 44.96%. When you're just under the softcap, that IS the point where very small percentage differences actually have a large effect, but it'll still be pretty negligible. Let's see... my spreadsheet says that my survivability will be lower by 0.3% if I compromise here and go with level 50 Hamios. That matters to me, but in practice will NEVER make a difference.
So really, it's down to a mental defect. It would gnaw away at me if I compromised on performance, even minutely, for reasons of cost. -
I know for sure I wasn't the first person to call it Arcanatime. I just liked it when I saw it, so started using it. I can't remember who first used it, unfortunately.

Yes, 51s and 52s exist as well, and seem significantly more common. That's how I've gotten "53s" on past builds. But I thought I'd start at the top and work my way down this time.
Oh, and an important point...
I WILL post in this thread before taking the bids down. If you want to sell, and there aren't three sold for 200 million, and I haven't posted that I've taken the bids down, the bids are still up. You won't lose the posting fee.

I have three open bids on the blue-side market for level 53 Enzyme Exposures for 200 million each. Yes, I know that none have sold since February of last year. I thought I'd at least TRY to get 53s before more realistically cutting back to level 52 or 51 and combining. -

Ah, I was wondering why people keep asking for me by name. It's the serious avatar and the fact that I'm a braggart! But really, lots of people can help you with Katana/Regen, or any other scrapper. This board is FILLED with experts.
And honestly, I'm not really the best person to answer this question. I'm not even a GOOD person to answer this question. I don't PvP, so all my knowledge of it is peripheral. The following are UNEDUCATED GUESSES, given ONLY because it's embarrassing to not answer when asked for by name:
Skip Divine Avalanche. Defense is pretty useless, and unless you're fight-clubbing, nobody is going to just stand there and let you build up your defense anyway. You need to hit hard and fast. Divine Avalanche is not hard and fast.
Combat Jumping, Super Jump, but I'm guessing almost nobody is hitting hard enough to knock you back through Integration, so you wouldn't need Acrobatics. But what do I know.
Hurdle, Swift, Health, Stamina. The whole thing. Mobility is the name of the game.
Hasten and Superspeed. Two travel powers for mobility.
I'm not sure how good Stealth, Invisibility and phase are. Most people are packing a lot of perception anyway, and with any luck, you'll be doing more chasing than running. Phase might be nice, but there are purchasable phase temp powers, so don't waste the power pick.
I'm also not sure how good Assault and Tactics are. Well, Tactics is good for hitting through defense, but everyone is told that defense is useless, so maybe you can do with less to hit. Assault isn't very good damage for the endurance, but you should have endurance to spare, and every bit counts.
You might consider getting Tough. I suspect that exotic damage is very common, but you might as well have some resistance to smashing and lethal.
Web Grenade and Targeting Drone make sense to me.
I wouldn't bother with defense bonuses, since defense is useless. It's recharge, recharge, and more recharge, or at least as much as you can afford on your budget. I know they're expensive, but I'd blow half your budget on Luck of the Gamblers if necessary. Maybe some damage bonuses as well. You want to be chaining Golden Dragonfly -> Gambler's Cut -> Soaring Dragon -> Gambler's Cut. You only need the Achilles' Heel in Gambler's Cut. Put something else in Sting of the Wasp and Soaring Dragon.
And I'm going to stop there because of the no-PvP I don't know what I'm talking about thing. -

Getting specific, you didn't say you were making a concept build. You didn't say you didn't want anyone's opinion on whether what you wanted to do was a good idea or not. And frankly, advice on what is and isn't a good idea is what most people asking about builds are here for. With no other indication, we assume you want to be as strong as you can be, and would appreciate advice in that direction.
"I want something abstract" isn't very clear. You indicate that you don't care about DPS, so I guess everyone can stop mentioning DPS concerns. But it doesn't tell us that the ONLY thing you wanted us to do was give you a simple yes or no answer to the question "Can I run this chain."
So I don't know what exactly you read and how exactly you read it to go off on everyone trying to help you, give you advice, and answer your questions. I suppose there was a sense of "what the hell are you doing?" to some comments. But as far as the actual information provided, people made reasonable assumptions about what you wanted, and those assumptions simply turned out to be wrong. You did nothing to head off those assumptions, and very little to correct them up to the point of exploding.
That's how I saw it as someone who didn't contribute to the thread, anyway. Apparently it all played out differently from your end.
Play how you want. I honestly don't think anyone cares if you WANT to play a concept build. We're all here to have fun, and everyone has fun in different ways. -

Not yet, but I'm sure it's a matter of time. Although I usually try to be diplomatic, sometimes I just lose my mind and go off. Fortunately rare. And based on the things I've heard of people being negative repped for, I could post a very helpful, informative post that was exactly what someone needed and wanted, and STILL get negative repped. Just about anything can set people off, and this is a public forum without the benefit of visual cues, tone of voice, and so on.

"The rule of five" is that you only get the benefit from five of any specific set bonus. You can't have SIX of any specific bonus; five is fine. So you can use and benefit from five Kinetic Combat sets. Mids' will even tell you when you're over the limit on any specific bonus if you click the View Active Sets button.
