well i don't know who this guy is, but i'd take his advice over mine since he seems to know alot about i13+ than I do
any pvp in i13 I did was in arena with DR off since I had a fire/elec with an i12 build(zones raged me too hard) but looks like the standard will be no DR(standard for the 4 people left in this game who pvp i guess lol?) -
(anything but grav or plant)/elec

swift doesn't help with travel suppression post i13 if i remember correctly but it's not a big deal because neither does hurdle

they changed TK thrust in i13, apparently it does alot of damage
not sure what you mean by "TS" -
i see some wasted slots like slotting swift and combat jumping for jump
also you need to take hurdle instead of swift
you slotted apoc into subdue but didn't slot the damage proc
I dunno if this is a pve build or not but don't take any AOE control powers like total dominate for pvp lol, take TK thrust instead, supposedly does alot of damage.
take super speed and two slot it with the celerity set, just drop another AOE control power for it
if you're going to take mesmerize atleast slot it for damage
you can 5 slot stamina with 2 end sets that both give +hp
unless someone is drainpsyche'd and you have no outside interference it'll be hard to get kills with taht build with just subdue/psy shock and psi lance -
energy will probably get ET or BU or both who knows.
if they're buffing the base damage that means BU and reds will give more damage buff, that's pretty cool I guess, but no more stacking 2-3 dominations for huge damage -
i took maneuvers(for lotg proc) tactics(perception) venge(lotg proc and good for 2v2s)

anyways if you didn't understand any of that basically if your attack does 100 damage assault will give you like 7 more damage...waste of a power and endurance(especially on an end heavy build like /elec) because even purpled out I would occaisionally run out of end on my fire/elec.
TK can just be 2 slotted with 2 lvl 50 end IOs
YES you certainly need hasten for domination to be up more often, it protects you a little bit from KB and gives a huge damage bonus and full end(damage bonus being the most important part).
I didn't have any self heal or survivability power because I didn't need one tbh. but if I were to respec I would take hibernate so I could do well with DR on. so no I wouldn't take aidself
I would just slot waterspout with whatever set gives a +HP bonus(I think there is a defense debuff set that you only need to slot in two for the +HP bonus) but otherwise don't really worry about slotting it for anything else since it's a fairly useless power imo.
shark skin in i13+ pvp is 20-30% resistance TO EVERYTHING so yes you definately must take this power.
just don't get too hung up on stupid situational powers
most important powers are ST hold, thunderstrike, high dam ranged elec attack, hibernate, havoc p, pets, BU, domination, hasten
oh yeah I forgot to mention I didn't take acro, don't really need it I guess, domination gives some KB protection but you should still take combat jump and super jump -
doms on test, I can only see them as being the set up guy with KB and holds, but a bubbler can probably do the job better.
in zones/duels/pug arena doms can do fine as offense and setting up -
