Not played an Ice dominator, but I do have an Ice controller.
Ice/Ice is said to be very End heavy, so I would if you can, find out what the most taxing powers are, and slot some of them with ENDRED, especially your secondary.
Ice Slick will be your main method of control, plus all those lovely slows.
Now, onto the powers:
Standard slotting for a single target hold, is 2xRECHARGE 2xACC 2xHOLD.
I would hold off Frostbite until you start PvPing, as that is the only use it has IMO [to bring down fliers]. It also suffers from the accuracy penalty (-10% ACC unslotted according to Sherksliver) - Pulls a LOT of aggro too!
Shiver could do with an ENDRED, 2 if you can afford it.
Replacing the REC in Glacier for an ACC might be better. Nowadays, Mass Holds tend to be only used when everything is going wrong in a fight and you just need a breather - in that case, I'd prefer to hit almost everything I can, rather than worry about recharge.
That extra REC in Jack Frost can be dropped and put elsewhere - he stays out for quite a while, or unless he dies
Flash Freeze - again more of a PvP power to shut down the toggles of players whoe don't have Sleep protection. Other than, it's a very situational power since most people will be using AoEs at this point which will break the Sleep.

Sometimes, I think the people commenting negatively about /Psionic Assault haven't played one - at least not had a lot experience with it anyway.
It's getting to 38 which is the most difficult, as that is when you get the set defining power. Other Dom secondaries just get better damage, earlier.
Don't forget the debuff - - recharge.
You will also be able to solo, just not as fast as others. -
If you want lockdown, go for Earth.
Most of the time as an Ice Controller, you'll only be using Block of Ice, Arctic Air, and Ice Slick - Glacier when the situation requires it. These are your main methods of control.
On the contrary all of Earth's powers are useful. The only situational power would be Salt Crystals (yet if I could fit in a Sleep in one of my builds I would). All the powers complement each other wonderfully, making even the Immob's desirable. -

Confuse recharges faster than it actually lasts, out of the box - maybe take slots out of that and put it in fly? Also read it has a 20% Accuracy bonus. So you'd probably only need 1 ACC in it. -
I'd say take the 2 damage slots out of Lift and put them either in Hasten as 2 REC, and /or in Psychic Shockwave as a REC. You have a whole secondary full of damaging dealing powers, and I would only guess you slotted it because some mobs have psi resistences in the later game. I still do think you could put them elsewhere.
Another END RED in Shark Skin - it can be very taxing.
Drain Psyche is better with END MODs than HEALs.
As with Mass Hypnosis, it can help at early levels, maybe also if you're fighting higher level mobs as it makes things extremely safe, unless they have some kind of resistence, so it's a matter of preference really.

Don't waste too many slots on Psychic Scream - it's damage is [censored].
Fully slot Wormhole earlier, especially with RECS and ACCS. -
Got a mob who you've put an AoE debuff on, but has been knocked away from the rest of the group of mobs?
Deceive him and watch him run back to his friends. -

All the powers in Earth are wonderful, except Salt Crystals in later levels. Three of them (4 if you count Animate Stone) you are able to use around corners (Volcanic gasses, Earthquake, Quicksand)

Earthquake is knockdown and so is Liquify - if Earthquake isn't, I've certainly never noticed.

Hi there
I had an idea for a character that manipulates sound to create Earthquakes (and shatter/weaken things).
Unwittingly, I've created a great Debuff/Buffer with the combo reducing an opponents DEF and RES and adding to allies' RES.
The problem I am finding is that beyond throwing down Quicksand and using Pillars of Salt etc, I don't have much in the way of firepower.
Is my combo gimped? Or am I gonna find that I'm just hanging around waiting in between debuffs or will I be of some use (I mean, before Animate Stone :P).
Also, I decided to use slot Swift and Power Slide for my movement. Is this a bad idea?

This sounds like a great combo. Earth is really great for control.
Salt Crystals can be useful if your team knows that it is a sleep and not to use AoEs - however as you get further into your career, you will most likely find you don't need it. (Mind you I'm talking from the point of view of an Earth/Storm - my secondary has forms of control also.)
If you're looking for firepower, your only "real" taste will probably be the epics at level 41 - other than that - team build!
Also I wouldn't bother slotting powers such as sprints/slides - they're next to useless. Just have enough patience to get to level 14 :P

Having a plant/fire at level 38, I ultimately got rid of my immobs as I found I didn't need them once I had gotten a steady attack chain with my secondary.
Besides, excluding the -fly component, the Fly Trap and Carrion Creepers have immobilizing powers so I didn't feel the need to take it. -
I was going to respec out of it myself - didn't get the chance though.
But then I got my Lightning Storm recently, and the extra damage from Poo certainly helps. However I was gonna get rid of him for exactly the same reasons as you - I rarely summon him on teams because we usually have a tank, but also because he just pisses around.
I wouldn't say he's a necessity. -

My Plant dom is on Relentless all the time - my Gravity dom is usually on Relentless, but I switch to Ruthless if I can't handle the mobs :P -
Your're not mad
Certain builds can solo with their difficulty at the highest, earlier. Others just have to wait.
I think ultimately, Doms are able to play with their setting at the highest, towards the end of their career. -
I have it on my dominator, and it's a quick "Replenish My Endurance!" power.
Even with 2 REC + Hasten, I found it to be up when I needed it.
I'd slot it 3 REC 2 ACC personally - when you need Endurance, run into a large pack of mobs and activate it. Of course the slotting really applies if you have a End heavy build.
The recovery is great when you actually "hit" the mobs. -
I'll bring Chaotix if I'm available - lvl 50 Ill/Rad.
