Does anyone know about Panacea though? Nothing I can find anywhere? Not even Paragon WIKI has it. -
This is the ultra rare and I managed to get it on my 23rd pack... sadly its actually a .08% chance of dropping meaning now I will never see it on live. It actually looks REALLY cool though. Wanted to share some screenshots with people to show it off:

What is sweet is the eyes actually glow. I don't have the German Shepard so I don't know if its similar. It has its own animations like a sit, a howling, scratching itself, etc.
Also the dog itself is *REALLY* big, that character in that screenshot is about 3/4 of the height slider and almost half his size. -
Do these stack with each other? IE if I got an AOE attack with the Glad debuff and it goes off and then the Achilles Heel goes off on the same target, will it be a total of -40% ?
Also if you have multiple of these procs slotted what happens? Does it stack or does it refresh the duration? -

Honestly why not do an in game announcement about this or put it in the news when you login? I'd participate but I never know about it its not advertised enough.

Contrary to popular belief, neither Scrappers nor Brutes can attain Tanker mitigation levels.
If you want to deal high damage, choose a damage dealer.
The best example I can think of would be a player standing against an AV or group of enemies. Lets say the group of enemies deal 100 DPS and the player's total amount of regen + defense + resist = 110 HPS meaning there is a surplus of 10 HPS. The player won't die because the group or AV cannot out damage the player's effective regeneration in combination with Def and res.
A Tanker's total HPS in the above scenario may be 150 HPS with a surplus of 50 HPS. So yes its superior to the Scrapper and Brute but the issue is God Mode is God Mode either way. -

The P-shift proc is based on your current max endurance total. So if you're at base end of 100, you'll get 10 end back when it procs. If you've gotten a few accolades and a few set bonuses that raise your endurance max to 112.5, you will get 11.25 endurance back.
The way it's been described mathematically; you can expect the performance shifter to be approximately the same as .2 end/sec recovery over time.
As for the Panacea, I'm not sure. -
What does this equate to in terms of recovery? Its a 20% chance for a 10% endurance refill. It has a chance to go off once every 10 seconds in Stamina.
What is the recovery rate? I am trying to figure out if I should drop it...
Also what is the recovery / regen rate of Panacea chance for heal/end?
I have also this enhancer but I have no idea the probability of it firing and it seems the two procs are independent of one another. On top of that at 50 the endurance from panacea is only 8.25. The heal number seems to vary but maybes thats by AT? -

Actually I am having trouble trying to keep up the conversation because he is being bombarded with Q&A questions.

So Zwil is in the help chat channel on Freedom as I post this. He is answering some questions:
1) Issue 22 beta should start right after the New Year
2) He is aware of the Dev Digest being broken on both hero and villain skins
3) He is not allowed to say when the new Incarnate trees will be coming out
4) They still want more feedback on Super Packs before making changes.
5) Staff Fighting with being made with a lot of skins
6) Zwil has seen the Darkness Control Tier 9, describes it as "baller" -- Also to note Controller is Zwil's favorite AT.
7) Zwil is now singing the Rebecca Black song Friday in Help Channel...
Will post more interesting tidbits or hop onto Freedom and read the chat going on. -

Maybe they are pulling a day earlier due to the Salute to Statesman thing? Imagine if a problem cost you a day of VIP status and losing that?

I remember an old suggestion of mine which said that they should kill off Statesman and Lord Recluse and make the game story less about their vendetta and more about our characters. Seems like the devs do listen! -

If Wade kills States and gains his incarnate power all at once, he'd be just as open to being taken over by the Well as would anyone not taking the "slow" path like the Player Heroes do. At least, that's how it seems to me.
In any case, given that the villain in question is Wade, I find it kind of hard to associate any kind of benevolence (even Machiavellian benevolence) to him. The guy's too singular in purpose.
More likely, he wants to get the Well's power so that he can free Rularuu from the Shard, and- given that (based on his story arc) he's fairly familiar with Cimerora, and by extension, probably the Well of Furies- he's been working on his plan for a long time.
What I am saying with Darrin Wade, if he steals Statesman's powers he'd essentially bypass the "Obtaining the powers directly from the Well"
