For the Performance Shifter: As with any proc in a auto power, it will check every 10 seconds to see if the "chance" occurs. The P-shift proc is based on your current max endurance total. So if you're at base end of 100, you'll get 10 end back when it procs. If you've gotten a few accolades and a few set bonuses that raise your endurance max to 112.5, you will get 11.25 endurance back.
The way it's been described mathematically; you can expect the performance shifter to be approximately the same as .2 end/sec recovery over time.
As for the Panacea, I'm not sure.

You have a 20% chance for 10% endurance every 10 seconds. Averaged over time, 20% of 10% is 2%, every ten seconds, so .2% per second. With 100 end, that means .2 end/sec as Rangle said, and proportionally more or less for different amounts of max end.
Base recovery is 1.67% end/sec, so .2% end/sec is basically a roughly 12% recovery buff, when averaged over a long period of time. In short time frames, it might not proc at all, or it might proc three times in a row.

Does anyone know about Panacea though? Nothing I can find anywhere? Not even Paragon WIKI has it.
Mids says Panacea is a 20% chance for a 5% heal, and 20% for 7.5% endurance. So that would be .15% end/sec, 3/4 as effective as a Perf Shifter proc, and .1% hp/sec, although if it works like most heals that's a percentage of base hp, not max hp.

Even when your recovery is floored, they still proc and you still get endurance back (because +10% endurance isn't technically "recovery").
Honestly, while you're not going to see huge LEAPS in performance from PerfShifter +End procs, they ARE useful.

Neither of those procs are affected by recovery debuffs. If you get your recovery debuffed to the floor (i.e. not gaining any endurance at all) the proc will still fire and give you a minimum of 10 endurance back.
So, if it happens to proc immediately after using a crashing nuke or a crashing tier 9 like Unstoppable, it will still give you endurance back, regardless of the fact that you're not supposed to be getting any for 10 seconds.

Unstoppable does not have a recovery crash just end.
Stamina is an extra .41% recovery base. .2% is half of unsloted Stamina. That's pretty decent.
Also, even if you have -1000000000000000000000000000000000000000% recovery, if the proc procs, you then have 10% endurance to work with.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
I enjoy playing in Mids. I specialize in Melee Characters, other AT's usually bore me.
What does this equate to in terms of recovery? Its a 20% chance for a 10% endurance refill. It has a chance to go off once every 10 seconds in Stamina.
What is the recovery rate? I am trying to figure out if I should drop it...
Also what is the recovery / regen rate of Panacea chance for heal/end?
I have also this enhancer but I have no idea the probability of it firing and it seems the two procs are independent of one another. On top of that at 50 the endurance from panacea is only 8.25. The heal number seems to vary but maybes thats by AT?
