*checks* Yep. The Grant Power effect is missing from Pets.Titan_Weapons_Tanker.Defensive_Sweep_Fast, while it is present in Pets.Titan_Weapons_Tanker.Defensive_Sweep_Slow. Looks like a bug.

Just an FYI, I PMed him and never got a response. This is still broke even with the latest build.
Defensive Sweep is missing the bruising message on the power description but it does apply the debuff. You can test this on any group of enemies.

Just did test it, and Ultimus is correct. The slow version of Defensive Sweep applies bruising, the fast version does not. Used DS on a hellion, orange shields appear. Tab to another and use DS again, now with Momentum, and orange shields do not appear.
How many of you have reported this in-game or PMed the appropriate dev?
